About the Role: The Legal Services Division Staff Attorney will spend each day working directly with survivors including representing the survivors in Domestic Violence Court. It is a paperless and efficient practice to allow the attorney to focus on serving survivors without getting bogged down in paperwork. Akerman LLP seeks a Conflicts Counsel to assist the firm's General Counsel's Office with conflict of interest and risk management matters. The Conflicts Counsel is responsible for daily review, analysis and resolution of conflicts and other issues related to firm acceptance of new clients and new matters, as well as interface with the firm's General Counsel and attorneys regarding approval of new clients and matters. Responsibilities include the analysis of conflict of interest reports for all new firm representations to identify potential conflict problems, resolution of conflict of interest issues (including drafting necessary waivers and other documents) related to new clients and new matters, review of client outside counsel guidelines and assisting with assessment of firm's ability to comply. The Conflicts Counsel will handle additional assignments from the firm's General Counsel's office and firm administration, as needed.
The position requires a Juris Doctor degree from an ABA accredited law school and bar membership, as well as 3+ years of practice experience as a lawyer in a mid to large-sized law firm. Qualified candidates must possess basic knowledge of conflict-of-interest principles under professional responsibility rules, and have excellent analytical, organizational and written and oral communication skills. Experience in the area of conflict of interest law and/or professional responsibility is preferred. Candidates must have availability to handle urgent and confidential matters and situations, including nights and weekends, as needed. This position can be resident in any of the firm's office locations. Hybrid and remote work arrangements are available. This position will work solely with the General Counsel's Office on firm internal matters.

Responsibilities
• Serve as USCENTCOM's Operations Directorate, Command and Control Division's (CCJ36) principal technical expert by reviewing and evaluating U.S. and partner nation (PN) Tactical Data Link (TDL) and Multi-TDL Network (MTN) operations, capturing and developing Information Exchange Requirements (IER), and making recommendations for U.S.-PN interoperability.
Qualifications
• 8+ years of experience as a mid-level or senior staff officer at a Combatant Command or Service staff with a demonstrable history of analyzing, planning, and managing joint tactical data link networks as part of an overarching theater command and control (C2) architecture.
• Must have an Active Top Secret clearance and SCI eligibility
• Bachelor's degree
• In-depth, working knowledge of TDL and Multi-TDL Architecture (MTA) physical and cyber configuration, organization, and operations, to include Link-16, Link 22, Mode 5 IFF, MADL, TTNT, C2BMC, GCCS, JRE, ADSI, Cross Domain Solution (CDS), etc.
• In-depth knowledge of processes to develop and oversee TDL requirements, agreements, and Information Exchange Requirements (IERs) in a joint / coalition operational environment

• Must be available for travel to both domestic and international locations (USCENTCOM AOR), no combat zone travel

Functional Purpose
Reviews and analyzes Equal Employment Opportunity (EEO) complaint files; serves as Contracting Officer's Representative for outsourcing services.
DUTIES AND RESPONSIBILITIES
1. Assigns cases to and coordinates the activities of independent contractors who provide pre-complaint counseling and/or mediation services. Reviews reports for legal sufficiency and authority settlement agreements reached at the pre-complaint counseling stage and monitors compliance with those agreements.
2. Reviews DRS (Dispute Resolution Specialist) Inquiry Report to determine sufficiency for acceptance and dismissal. Processes formal complaints of employment discrimination and related amendments and consolidations for acceptance and dismissal through application of Equal Employment Opportunity Commission regulations and case law. Responds to appeals of final agency decisions dismissing complaints.
3. Assigns cases to and coordinates the activities of independent contractor EEO investigators. Reviews investigative plans, and draft and completed EEO investigations to ensure compliance wtih national quality standards and regulatory timelines.
4. Coordinates and reviews the work of independent contractors preparing draft final Agency decisions on the merits of EEO complaints. Issues final agency decisions on the merits of EEO complaints on behalf of the Postal Service and responds to appeals of these final agency decisions. Reviews decisions issued by EEOC Administrative Judges on the merits of EEO complaints and issues Notices of Final Action, either implementing or appealing those decisions. Assists in responding to appeals of Notices of Final Action.
5. Develops and provides EEO training to EEO service providers, Area, and District personnel. Assists in the development and delivery of training or skills development sessions for newly selected Investigative Services Office) Analysts.
6. Provides guidance and technical advice concerning the EEO complaints process and Postal Service regulations, policies, programs and procedures to independent contractors. Provides guidance concerning EEO issues to Area and District personnel.
7. Interacts as necessary with EEO Compliance and Appeals, the Law Department, postal management, EEOC District and Field Offices, and the EEOC's Office of Federal Operations with respect to the procedures for processing pending EEO complaints.
