To perform professional and technical engineering work in an assigned area such as plan and development review, contract administration and design; and to provide technical staff assistance to higher level engineering staff.
Position Snapshot/A Day in the Life:
This Associate Engineer position will be within the Traffic Division of the Public Works/Engineering Department. With a team of 11 (7 of whom are primarily responsible for signal operations and maintenance), we are responsible for overseeing the City's transportation system, including supporting Capital Improvements Projects, Land Development projects, Street Maintenance, Planning, and others.
Under the direction of a Senior Engineer or City Traffic Engineer, you will primarily be responsible for reviewing private development and capital improvement project related traffic studies, identifying impacts and deficiencies, and determining the most appropriate improvements and design features needed. Other day-to-day duties will also involve reviewing and preparing signing/striping plans and traffic control plans, investigating and responding to concerns from the general public, and participating in long-range planning activities. You may also be asked to help work on special projects and grant pursuits, preparing staff reports, participating in interagency coordination efforts, preparing RFP's/RFQ's, reviewing and processing proposals/contracts/traffic plans, and conducting various meetings.
Distinguishing Characteristics: This is the journey level class within the Engineering series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and may be filled by advancement from the Assistant level.
Supervision Received and Exercised: Receives direction from higher level engineering staff and may exercise technical supervision over less experienced staff within the work unit and technical or functional supervision over staff within the Department.
Essential Functions
The incumbent must have the ability to:
- Review and check residential and commercial building plans or plans related to structures such as streets, sidewalks, gutters and other off-site construction; check plans for conformance with regulations regarding line, grade, size, elevation and location of structures; check calculations
- Maintain records of all plans and contract documents.
- Prepare progress reports on projects under construction; maintain records of changes and field notes.
- Investigate field problems affecting property owners, contractors and maintenance operations.
- Coordinate assigned activities with consultants, engineers, developers, contractors, other city departments and divisions, and with outside agencies.
- Develop plans, specifications and other contract documents.
- Provide technical and professional engineering support services relative to assigned areas of responsibility.
- Prepare special engineering studies and reports; perform special assignments on engineering problems as necessary.
- Plan, prepare and design a variety of engineering projects such as roads, bridges, structures and hydraulics.
- Calculate the quantity, quality and cost of materials used for various projects.
- Review engineering calculations of other engineers or engineering technicians.
- Prepare plans and specifications, maps, deeds and legal descriptions.
- Review plans for traffic signals, traffic signing, and traffic striping for conformance with City policies and State and Federal requirements.
- Plan, prepare, and design a variety of engineering projects, such as traffic signals, traffic striping, and traffic signing.
- Review all permits involving work in public streets; review any and all traffic control plans required due to work in streets.

Experience and Training Guidelines
A combination of experience and training that would provide the required knowledge and abilities is qualifying. The incumbent must have the knowledge of:
- Principles and practices of civil engineering.
- Methods, materials and techniques used in the construction of public works projects.
- Modern developments, current literature and sources of information regarding engineering.
- Principles of advanced mathematics and their application to engineering work.
- Applicable laws and regulatory codes in assigned area of responsibility.
The ideal candidate will have a strong technical background in preparing and reviewing transportation analysis for a range of project scales and being able to interpret the practical implications of the analysis results. They would be familiar with VMT, the current industry trends related to its implementation, and be able to assist the team in managing and updating our Traffic Impact Guidelines. They'll have excellent skills in using Excel and be comfortable working within it to create reliable and flexible tools for day-to-day analysis needs. The Traffic division and the City pursue significant grants and special projects that allow us to grow our infrastructure and capabilities, as well as to implement the best practices in the industry, the ideal candidate would be someone who is knowledgeable about the current trends in the Transportation engineering and planning fields and be able to lead grant pursuit efforts and independently manage such projects along with coordination with stakeholders of competing interests.
Experience: One (1) to two (2) years of increasingly responsible experience in civil engineering.
Preferred Qualifications
- At least two (2) years of experience preparing and reviewing transportation impact analyses for a range of project scales and being able to interpret the practical implications of the analysis results.
- Familiarity with VMT, the current industry trends related to its implementation, and have experience managing and/or updating Traffic Impact Guidelines.
- Advanced proficiency in Microsoft Excel, including building tools for transportation data analysis.
- Experience managing transportation projects and coordinating with internal and external stakeholders with competing interests.
- Experience presenting at public meetings and responding to questions/feedback from elected or appointed officials.
- Traffic Engineering license.
Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field. Some additional years of experience and specialized training may substitute for some of the educational requirements.
License or Certificate: Possession of, and continuously throughout employment, a valid CA Class "C" Driver's License.

Position Snapshot/A Day in the Life: The Engineering Technician II performs routine drafting and technical engineering work in support of municipal infrastructure projects. Responsibilities include assisting with engineering design and planning, providing customer service, and performing technical office and field duties related to updating, maintaining, and analyzing the Public Works and Engineering Department's Geographic Information System (GIS) and utility infrastructure data. This position coordinates and conducts research, field data collection, and condition assessments of infrastructure assets, using GIS, database, and information management tools to support capital planning and ensure compliance with regulatory requirements.
Essential Functions
Engineering Technician II -This is the full journey level in the Engineering Technician series. Employees within this class are distinguished from the Engineering Technician I By the performance of the full range of duties as assigned including the moderately complex duties of drafting, office and field engineering work. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is flexibly staffed and is normally filled by advancement from the I level, or when filled from the outside, requires previous work experience.
ESSENTIAL FUNCTIONS:Incumbent must have the ability to:
- Review and process tract maps, parcel maps, of line adjustments, grants of easement, and street right-of-ways for recordation.
- Verify fulfillment of conditions of approval for new subdivisions; perform on-site inspections to verify survey monuments related to parcel maps and lot line adjustments.
- Prepare and draft technical engineering plans for construction of streets, alleys, storm drains, water lines, and other public improvements.
- Provide public assistance at counter and over the telephone.
- Prepare quantity and cost estimates for engineering projects.
- Maintain a variety of maps and records including tract maps, parcel maps, lot line adjustments, easements, street and address changes.
- Review engineering plans to determine appropriate layout of construction projects.

ADDITIONAL ROLE INFORMATION:
- Compensation: The anticipated base salary range for this role is $100,000 – $115,000. This is a full-time, exempt position. This range represents the low and high ends of the expected base salary range for this role based on the applicable location. Duties and Responsibilities
As an Air Interdiction Agent (AIA) you will perform aviation-based law enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Typical duties include:
- Conducting air patrol, surveillance, and pursuit activities related to the interdiction of smuggled contraband via land vehicles, aircraft, or vessels.
- Monitoring behavior patterns and activities of suspect persons, vehicles, or vessels believed to be engaged in illegal activities.
- Collecting, refining, and analyzing strategic and tactical intelligence.
- Supporting search and rescue and humanitarian efforts.
Salary and Benefits
Begin your career as an Air Interdiction Agent (AIA) and make up to $85,270 to - $110,846 per year based on your qualifications for the GS-11 grade level and possible extra compensation based on your duty location (see below).
Recruitment Incentive:New hires may be eligible to receive a one-time Recruitment Incentive payout of $10,000 after completing Federal Law Enforcement Training Academy (FLETC) (1 year service agreement will need to be completed) (Recruitment Incentive is only available to new Federal employees as described in 5 CFR 575.102. Eligibility will be determined by Human Resources.)
Your starting salary will include Special Salary Rate (SSR); Law Enforcement Availability Pay (LEAP); Recruitment Incentive; and Retention Incentive.
This career ladder position has a grade level progression of GS-11, GS-12, and GS-13. You may be eligible for a promotion to the next higher grade level automatically (without re-applying) once you complete 52 weeks at each grade level (with supervisor approval).

Qualifications
Experience:You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as:
- Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed.
- Evaluating information rapidly and making judicious decisions promptly during in-flight operations.
- Developing strategies and coordinating aircraft and ground assets.
- Using information systems and databases to conduct information surveys, queries, update files and disseminate information.
- Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot.
Hiring Minimums:
Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings:
- Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating.
- Airplane Rated: Airplane (Single-engine land or multi-engine land) with instrument.
- Helicopter Rated: Rotorcraft Helicopter with instrument rating.
- Equivalent military rating of the above at the time of application (eligibility based on military flight experience must provide official orders, forms or logbooks showing their status as a rated military pilot).
Flight Hours: Pilot Enter on Duty minimums are 1500 flight hours; (up to 500 hours can be waived, reducing the pilot enter on duty minimums to 1000 hours.
250 Pilot-in-Command hours; 75 Instrument hours; 75 Night hours (Flight Hour Waiver available, see Required Documents); and 100 Flight hours in the last 12 months This qualification requirement is currently being waived by OPM through August 5, 2025.
FAA Class 2 medical required for assessment dated within the last 12 calendar months; FAA Class 1, FAA Class 2 or Military medical flight clearance dated within the last 12 months qualifies to start the pre-employment process for the AIA position.
Apply at 750 hours total time: Applicants applying at 750 flight hours are required to obtain at least 1,000 flight hours (depending on the number of hours approved for a waiver) at their own expense before being able to attend the 3-part flight assessment. Applicants must still meet 250 Pilot-in-Command, 75 instrument, and 75-night hours (100 flight hours in the last 12 months. This qualification requirement is currently being waived by OPM through August 4, 2026)
UAS Flight Hours:Applicants may include UAS Predator A (MQ-1), Predator B (MQ-9) flight hours and Predator A (MQ-1), Predator B (MQ-9) or predator-based flight hours. These hours may be credited towards satisfying the ""Total flight time"" 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification.
Other Requirements
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
Age Requirement: Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS). Training & Advancement
Upon graduation from college, the formal training process of becoming an officer in the Naval Nuclear Propulsion program is officially underway. For those pursuing a Naval Reactors Engineer position, the first step is Officer Development School (ODS) in Newport, RI - a 5-week course of instruction in Newport, RI, that provides a comprehensive and intense introduction to the responsibilities of being a Naval Officer.
Upon completion of ODS, newly commissioned Ensigns move on to receive initial training at Naval Reactors Headquarters in Washington, D.C. (9 weeks of instruction) and Nuclear Power Training Unit (2 weeks of instruction) that form the basis for more advanced academic work. Officers then attend Bettis Reactor Engineering School (BRES), a 6-month postgraduate-level education in nuclear engineering at Naval Nuclear Labs just outside Pittsburgh, PA. This is followed by approximately three weeks spent gaining a working background at one of the Navy's shipyards in either Newport News, VA, or Bremerton, WA.
Following the training pipeline, Naval Reactors Engineers are then assigned a Nuclear Engineer position with the group responsible for managing all technical aspects of the Naval Nuclear Propulsion program-reviewing, approving and confirming the design, operation and maintenance of nearly 100 nuclear reactors. Continuing education is required for the next six months as Engineers start in a junior role under a supervisor and rapidly advance to take on increasing responsibilities and complete their 5-year commitment.

Because of the demanding nature of Naval Nuclear Propulsion Program and the magnitude of the responsibilities members will take on from a young age, requirements to become a candidate and join NUPOC are stringent.
The NUPOC program is open to both men and women. The following program qualification criteria apply.

Surface Warfare Officers (SWOs) are involved in virtually every aspect of Navy missions. As a SWO, you may be in charge of any number of shipboard operations and activities while at sea, working with or within any of these specialized forces:
Aircraft Carrier Forces: Provide and coordinate air, submarine and surface ship defense for aircraft carriers.
Cruiser-Destroyer Forces: Provide ship attack and defensive measures with a wide array of missile and fire power capabilities, providing anti-air, -submarine and -surface warfare support.
Amphibious Forces: Embark and transport vehicles, equipment and personnel for amphibious assault operations.
Combat-Logistics Forces: Provide combatant ships with fuel, ammunition, food and supplies, and provide repair, maintenance and rescue capabilities through Fleet Support Ships.
Mine Warfare Forces: Detect, identify and neutralize threats from hostile use of maritime mines.

Work Environment

Unless they have already been commissioned through the Naval Academy or ROTC, those pursuing a Surface Warfare Officer position are required to attend Officer Candidate School. Newly commissioned SWOs can expect an advanced training process that includes comprehensive training at sea and ashore.
Newly commissioned Surface Warfare Officers will be assigned to a surface ship, leading a team of Sailors responsible for a component of the ship - anything from electronics to weapons to engineering systems. In this setting, Officers are working toward full Surface Warfare qualification.
After completing these initial sea tours, Surface Warfare Officers may be selected to serve on high-level staffs, commands or strategic projects or they may be selected to work in recruitment. The ultimate goal for many: to one day command their own ship.

About the role:

- Minimum 12 years of progressive procurement experience, with at least 5 years in a senior leadership role within an automotive, commercial vehicle, heavy equipment, or related manufacturing environment.

Partners with Operation Management, Manufacturing Engineering, Procurement, Outside Processing and Inventory Control to improve operation excellence Manages cost accounting transactions to ensure compliance with US GAAP and Company Costing Policies and Procedures Ensures inventory valuation accuracy through correct costing, analysis, and cycle count tracking Performs analysis and support to Operation Management to achieve the cost reduction goals Assists in the preparation of daily and monthly P&Ls Reviews and updates standard costs for each work cell based on Company requirements Prepares and effectively communicates margin analysis and reports to Operation Management Assists in preparing costing data for major business decisions Leads the annual physical inventory counts and quarterly mini counts Assists Controller in developing financial forecasts, budgets, and operating plans Assists in the evaluation and preparation of ERP upgrades Participates and provides financial support in Theory of Constraints (ToC) and other LEAN initiatives Provides other duties as needed and assigned.
