Senior EPC Contract Specialist (Electric Utilities)

Location: El Paso, TX (Hybrid – Onsite Required Initially)

Contract: 6‑month contract with extension potential

About the Role

Insight Global is seeking a Senior EPC Contract Specialist to support large‑scale electric utility infrastructure projects. This role is critical to ensuring contracts are structured to mitigate risk, control costs, and support successful execution of high‑value capital projects.

You will play a key role in drafting, negotiating, and managing Engineering, Procurement, and Construction (EPC) service contracts tied to substation and transmission projects—often valued at $10M+. This is a hands‑on role requiring deep experience in the electric utility industry, strong contract negotiation skills, and the ability to collaborate across engineering, legal, supply chain, and construction teams.

Key Responsibilities

• Draft, review, and negotiate EPC and professional services contracts for electric utility infrastructure projects
• Develop and standardize contract templates for repeatable use across projects and business units
• Ensure contracts include strong risk mitigation language related to:
• Scope clarity
• Change orders
• Payment terms
• Liability and performance protections
• Partner closely with:
• Project Management
• Construction Management
• Supply Chain
• Legal and Compliance teams
• Support contract execution through the full lifecycle, including change management
• Participate in stakeholder meetings to translate technical, schedule, and logistical requirements into enforceable contract language
• Present completed contract deliverables and recommendations to leadership

Required Qualifications

• 10+ years of experience in contract development and negotiation within the electric utility industry
• Proven experience writing and managing high‑dollar EPC contracts ($10M+)
• Strong understanding of utility‑specific codes, regulations, and industry standards
• Experience supporting large infrastructure projects such as:
• Substations
• Transmission lines
• Utility EPC builds
• Bachelor’s degree required
• Excellent written and verbal communication skills

Preferred Qualifications

• Background in contract negotiation, legal support, or risk management
• Experience working directly with engineering and construction execution teams
• Familiarity with change order negotiation and dispute mitigation
• Ability to read and interpret project schedules (e.g., Microsoft Project)
• Experience supporting regulated utility environments

The Senior Automation & Controls Engineer is responsible for leading the design, development, implementation, validation, and continuous improvement of automated equipment and control systems. This role combines strong technical expertise in PLC-based automation, electrical and pneumatic systems, equipment validation, and project leadership within regulated manufacturing environments, preferably in the medical device industry.

KEY RESPONSABILITIES:

• Lead and manage electrical and control system projects, ensuring alignment with scope, budget, and schedule.
• Design, develop, program, and troubleshoot PLC-based control systems (Allen-Bradley, Siemens, Keyence, Beckhoff, Schneider).
• Develop and implement HMI/SCADA applications (FactoryTalk View, Aveva Edge, Ignition, TIA Portal, etc.).
• Integrate VFDs, servo systems, motion control, robots (e.g., Mitsubishi), and machine vision systems (Cognex, Keyence, DataMan).
• Participate in the design and implementation of new automated equipment and capacity expansion projects.
• Execute and oversee Factory Acceptance Tests (FAT), User Acceptance Tests (UAT/BUAT), and internal testing activities.
• Lead and support equipment validation activities (IQ, OQ, PQ) in compliance with FDA and ISO 13485 standards.
• Ensure proper integration with Manufacturing Execution Systems (MES) and Warehouse Control Systems (WCS), when applicable.
• Generate and maintain technical documentation, including BOMs, electrical schematics, panel layouts, validation protocols, and reports.
• Perform advanced troubleshooting of electrical, pneumatic, mechanical, and control systems.
• Oversee preventive and corrective maintenance strategies to improve equipment reliability and efficiency.
• Collaborate cross-functionally with Manufacturing, Quality, R&D, Maintenance, and external stakeholders.
• Provide technical leadership, delegate tasks effectively, and mentor junior engineers and technicians.
• Support continuous improvement initiatives focused on efficiency, safety, and process optimization.
• Ensure compliance with safety and regulatory requirements in regulated manufacturing environments.

QUALIFICATIONS:

• Bachelor’s degree in electrical engineering, Mechatronics, Automation, Mechanical Engineering, or related field.
• 7+ years of experience in industrial automation and controls engineering.
• Strong expertise in PLC programming (Allen-Bradley, Siemens; others desirable).
• Advanced knowledge of electrical controls, schematics, and pneumatic systems.
• Experience with servo systems, VFDs, motion control, and robotics integration.
• Experience in executing FAT, UAT, and equipment validation (IQ/OQ/PQ).
• Proficiency in AutoCAD / AutoCAD Electrical.
• Strong troubleshooting skills in automation and manufacturing systems.
• Ability to manage multiple concurrent projects.
• Upper-intermediate to advanced English proficiency (written and spoken).
• Availability to work on a 2–3 month fixed-term contract.

The Specifics of the Role

• Responsible for the organization and direction of all on-site construction related activities and the primary contact for all project field activities.
• Ensure construction operations are in compliance with design, specifications, and that construction operations are completed on schedule, within budget and to quality standards.
• Responsible for site management including management of construction subcontractors, professional staff to include field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and workforce services. Responsible for managing and maintaining detailed daily reports.
• Ensures the development and execution of project automation plan, environmental compliance plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, construction execution plan, and job-site work rules.
• Responsible for implementation of Clayco’s safety program, security, housekeeping, and fire protection on the construction site and ensures strict adherence Federal and State safety codes.
• Ensures the field organization is composed of qualified and knowledgeable personnel and ensures effective personnel utilization.
• Establishes and implements construction schedules, methods, manning charts, material, and equipment requirements.
• Responsible for field project performance and analyzes performances for adherence to quality standards and schedules.

• Responsible and accountable for construction license reporting to include construction Logbook entries and required notifications for permit closure.
• Partners with the project management team for the implementation of cost savings methodologies in the Construction organization and the promotion of other continuous improvement processes.
• Ensures development and execution of strategies and plans for project automation, environmental compliance, safety, site surveying, non-manual staffing, contracting, labor strategy, construction execution, and job-site work rules.
• Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.
• Coordinate with the Field Operations Manager for all assignment of Superintendent and Foreman positions.
• Support Superintendent(s) throughout the duration of the job.
• Review project schedules with Superintendents/Foreman.
• Document project field issues that impact budget, quality, or schedule, and provide to the project management team.
• Ensure subcontractor requests for field issues that impact budget, quality, or schedule are documented and are forwarded to the project management team.
• Follow guidelines of the Project Quality Assurance/Quality Control (QA/QC) program written for the job site.

Requirements

• Bachelor's or Master's Degree in Civil Engineering, Construction Management, related technical degree or relevant work experience in lieu of education.
• 20-25 years of relevant experience, with progressive responsibility and technical knowledge both scope and value of project.
• Technical knowledge and experience of relevant construction methods and systems including:
• Utility relocates and slope stability works.
• Full understanding of multiple mission critical platforms.
• Full understanding and working knowledge of high voltage, medium voltage, and low voltage systems. General understanding of BMS and EPMS Systems.
• Full understanding and coordination of Utility relocations, underground medium voltage systems, and BIM modeling coordination of ALL utilities both above and below ground.
• Full understanding and managing of all LOTO procedure's and FOD inspections for all systems.
• Ability to research and understand local codes and jurisdictional requirements for the project.
• Knowledge of project-specific environmental compliance requirements.
• Experience with successful interface management on Data Center/Mission Critical projects.
• OSHA 30 required.
• Ability to walk the job site, climb ladders, and multi-floor scaffolding.
• Ability to lift objects at least 50lbs.

The Site Safety Manager will provide support to the Project Staff and the Clayco safety team in an effort to execute corporate safety and health standards and procedures in compliance with Federal, State, and Local requirements. In addition to your project responsibilities, you shall participate in and complete all assignments designated to you. This will include, but is not limited to, assisting in development of a zero injury safety culture on each project, conducting at least weekly documented jobsite safety inspections, effectively communicate orientations for all new project workers, assist with and review subcontractor daily pre-task safety analysis, actively promote and participate in daily stretch and flex program, identify project trends and execute proactive safety initiatives to eliminate incidents, support corporate goals and initiatives, emphasize and support proactive safety such as near miss/hazard reporting, coach and recognize workers on safe work methods, report all incidents in an effective and timely manner following established protocols and be a champion in motivating workers to perform their jobs safely! Your responsibilities will be all encompassing for each project you will be dedicated to.

The Specifics of the Role

• Assist in development of the project safety program.
• Establish and conduct jobsite orientation for new project employees. Administer and record their participation in the orientation program and issue identification to those employees completing the orientation program.
• Attend all initial meetings with the project staff and subcontractor representatives to clearly define their role within the confines of the project safety program.
• Manage larger projects up to $160M.
• Client interfacing.
• Manage other Clayco Safety Supervisors on the project.
• Conduct and document pre-planning safety meetings with each subcontractor representatives to establish safety procedures prior to subcontractor’s activity on site.
• Establish and conduct regular (weekly) safety meetings with subcontractor representatives and with project staff to ensure proper compliance.
• Facilitate training for site personnel and ensure that standards are per the OSHA/Clayco and in compliance with Federal and State standards.
• Ensure and maintain a log of each subcontractor toolbox safety meeting.
• Review each subcontractor’s safety program and ensure that it meets or exceeds the project safety program requirements.
• Ensure that each subcontractor designates a safety representative that is properly trained in subcontractor’s scope of work and has the proper authority to correct safety issues.
• Conduct regular daily and weekly jobsite inspections and complete the safety checklist noting safety violations and corrective actions.
• Record, notify and prepare written report of any violations or unsafe practices to subcontractors for immediate correction actions.
• Stop at once any violation or unsafe acts or practices.
• Assist the Project Superintendent in establishing and implementing proper fire prevention, evacuation, and fire control procedures.
• Investigate all incidents and generate proper reports.
• Establish and maintain all required safety records.
• Conduct a monthly overview safety meeting and attend project staff meetings to brief on safety issues.
• Perform other duties as necessary.

Requirements

• Bachelor’s Degree in Safety, Environmental Health & Safety, Occupational Health and Safety, or equivalent.
• 6-12 years of safety experience or combination of education and years of experience in building construction, with a working knowledge of safety/environment principles and techniques.
• 10+ years of field experience minimum.
• OSHA 30-hour construction accreditation.
• OSHA 500 Outreach Trainer is a plus.
• Strong management, leadership, and interpersonal skills with the ability to communicate well both verbally and in writing.
• Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and negotiate work areas under construction.
• Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
• Occasionally lift and/or move up to 50 pounds.
• Able to work at heights, able to climb ladders, access/inspect scaffolding and roof areas.
• Noise level is usually moderate to very loud.
• Computer skills with familiarity with Microsoft Office.

Physical Requirements

• Must possess the physical ability to safely navigate active construction sites. This may include but is not limited to climbing permanent and temporary stairs or ladders, using construction personnel hoists, ascending and descending ladders, and maneuvering through areas under construction. Use of personal protective equipment (PPE) may be required.
• Must be able to walk long distances, stand for extended periods without support, and work at various heights as required.
• Ability to access and inspect elevated areas such as scaffolding, rooftops, and other high structures.
• Possess sufficient visual acuity to perform essential job functions such as, close vision, peripheral vision, depth perception, and the ability to adjust focus.
• Must be able to occasionally lift and/or move items weighing up to 50 pounds.
• Exposure to varying noise levels ranging from moderate to high, which may require the use of personal protective equipment (PPE).
• Must be able to work in a variety of environmental conditions, including extreme heat, cold, rain, snow, and other unpredictable weather.
