Functional Purpose
Reviews and analyzes Equal Employment Opportunity (EEO) complaint files; serves as Contracting Officer's Representative for outsourcing services.
DUTIES AND RESPONSIBILITIES
1. Assigns cases to and coordinates the activities of independent contractors who provide pre-complaint counseling and/or mediation services. Reviews reports for legal sufficiency and authority settlement agreements reached at the pre-complaint counseling stage and monitors compliance with those agreements.
2. Reviews DRS (Dispute Resolution Specialist) Inquiry Report to determine sufficiency for acceptance and dismissal. Processes formal complaints of employment discrimination and related amendments and consolidations for acceptance and dismissal through application of Equal Employment Opportunity Commission regulations and case law. Responds to appeals of final agency decisions dismissing complaints.
3. Assigns cases to and coordinates the activities of independent contractor EEO investigators. Reviews investigative plans, and draft and completed EEO investigations to ensure compliance wtih national quality standards and regulatory timelines.
4. Coordinates and reviews the work of independent contractors preparing draft final Agency decisions on the merits of EEO complaints. Issues final agency decisions on the merits of EEO complaints on behalf of the Postal Service and responds to appeals of these final agency decisions. Reviews decisions issued by EEOC Administrative Judges on the merits of EEO complaints and issues Notices of Final Action, either implementing or appealing those decisions. Assists in responding to appeals of Notices of Final Action.
5. Develops and provides EEO training to EEO service providers, Area, and District personnel. Assists in the development and delivery of training or skills development sessions for newly selected Investigative Services Office) Analysts.
6. Provides guidance and technical advice concerning the EEO complaints process and Postal Service regulations, policies, programs and procedures to independent contractors. Provides guidance concerning EEO issues to Area and District personnel.
7. Interacts as necessary with EEO Compliance and Appeals, the Law Department, postal management, EEOC District and Field Offices, and the EEOC's Office of Federal Operations with respect to the procedures for processing pending EEO complaints.

POSITION SUMMARY
The Lead Postal Affairs & Logistics role is responsible for leading the postal team in developing,
implementing, and managing the companyβs postal processes to optimize efficiency, reduce postage and handling costs, and establish a competitive mail service operation for all company sites and its clients. This role will stay abreast of the latest technology and postal changes and become the in-house subject matter expert in this area. This individual will promote continuous improvement while working alongside team members, increasing the companyβs expertise in postal affairs. This role will also oversee procurement functions developing vendor relationships securing competitive pricing for both production and postal needs.
ESSENTIAL JOB FUNCTIONS
POSTAL
β’ Research and propose cost-effective postal process improvement projects and postal saving
campaigns.
β’ Collaborate with department members to identify and implement process improvements and propose postal cost saving measures for internal and external clients
β’ Serve as the subject matter expert for UPS, FedEx, and USPS systems, postal processing software,
presorting, and foreign mail workflow.
β’ Lead department in integration of internal management information systems relating to
inventory and postal functions
β’ Act as subject matter expert on postal regulations and accountable for documenting and educating all affected departments
β’ Serve as main point of contact when negotiating service agreements / best pricing with vendors
and make recommendations to management
β’ Oversee postal promotions ensuring successful implementation and maintaining project plan
for each
β’ Train internal teams on postal processes and compliance, ensuring maximum efficiency and cost
savings.
β’ Oversee collection of postal metrics and mailing analyses
β’ Mentor and act as backup for all team functions

QUALIFICATIONS
EDUCATION
β’ Minimum Required: Bachelorβs degree in business, accounting, or related field.
EXPERIENCE:

PDX/Epsilon Auto requires a motivated individual that understands the needs of high-volume direct mail with close ties to the USPS. Qualifications
- Minimum 6 years of experience in working with all facets of postal regulations and logistics, preferred direct contact with postal representatives

Incumbent must be able to perform the essential functions of the job. Work may be performed in an office, field, retail store, or warehouse environment. Typically requires the ability to spend 66%+ hours each work day doing the following activities: engage in considerable physical activity, ability to lift and/or push up to 50 pounds, stand on feet for long periods of time, use products or cook food as appropriate for the demonstration, and may be required to work in extremely cold conditions (i.e. refrigerated and freezer sections). Also required to travel and drive. The use of proper safety practices when handling the products and/or cooking is essential.

Provide post sales customer contact for inbound order fulfillment of print and print related services and/or kitting. Execute print/kitting/distribution orders from customers received through the online systems or through direct contact with the customer.
Responsibilities:
- May serve as lead service professional on behalf of customer and internal RRD stakeholders, participating or leading client meetings or client business reviews.
- Provide all necessary support to sales/customer responding to client inquiries and requests received through various communication modes; Handle customer concerns/issues as needed in a timely manner (i.e. dispute management, invoice reconciliation, etc); Provide proof of delivery, and order status upon request.
- Engage internal and external customers to gather job requirements and translate customer requirements into detailed manufacturing/kitting instructions and shipping/postal instructions for disposition of customers standard and complex products.
- Lead efforts to provide process documentation, workflows and job aids for internal and external purposes.
- May make suggestions regarding workflow/process improvements to proposed jobs to maximize the benefits to both the customer and the company.
- Provide quality review of your own work and for other client care staff to ensure all information is accounted for and accurate before commencement of production.
- Process orders and change notices (also includes obtaining delivery commitments and special freight quotes) in related systems as required, ensuring job instructions are verified (including pricing and quotes) in the various manufacturing systems.
- Perform pricing/generate quotes.
- Verify composition or perform copy prep as needed for order processing purposes.
- Manage, client inventory item maintenance in applicable systems, producing and analyzing reports.
- Coordinate all corrections and/or changes that occur during work-in process through written and/or verbal instructions.
- May train and mentor other client care staff members.
- Lead Corrective Action process on behalf of sales/customer including investigative root cause and actionable improvements.
- May make recommendations to management regarding appropriate response to issues in the best interest of the customer and company.
- Data entry responsibilities, setting up new items and managing current inventories.
- Act as a communication link between external customer and all internal departments.
- Performs other related duties and participates in special projects as assigned.
- HS diploma or equivalent with 3+ years of relevant administrative/operational support in manufacturing operations or office environment directly related to the duties of the job.
- May possess additional education certification in this level.
- Requires excellent knowledge of functional area(s) related to the job or good knowledge related to a professional field of work.
- Able to consistently apply applicable policies, procedures, regulations, and program objectives when carrying out the duties of the job.
- May provide oversight of work conducted by junior level staff and/or review/audit work for accuracy.
- Must have advanced knowledge of technology to include computers and software programs such as MS Office or MAC word processing, spreadsheets or other programs specific to the job in order to complete job duties successfully. The national pay range for this role is $39,500 to $55,300 / year. The pay range may be slightly lower or higher based on the geographic location of the hired employee. The actual pay offered may vary based upon, but not limited to: education, skills, experience, proficiency, performance, shift and location. In addition to base salary, depending on the role, the total compensation package may also include participation in a bonus, commission or incentive program. Functional Purpose
The successful applicant will provide representation and advice to Postal Service officials involving the interpretation of statutes, regulations, contracts, and precedents, as well as the negotiation and presentation of cases before the federal courts in the area of tort law. Occasional travel will be required.
The successful candidate will provide direction and support to U.S. Attorney's Offices on District Court tort litigation and handle the commitment and negotiation of postal funds for settlement purposes. There may be occasional opportunities to act as co-counsel at the trial on more significant cases. The attorney will work closely with the Chief Counsel of Torts and the
Managing Counsel of the General Law Service Center on establishing higher level settlement authority limits, which may reach seven or eight figures.

The Law Department is seeking to fill an Intellectual Property Attorney position in the Procurement & Property Law Section. The position will be domiciled at Postal Service headquarters in Washington, DC.
The Postal Service offers a sophisticated intellectual property practice involving a wide range of complex matters and the opportunity to work for an organization providing a vital public service to the United States. The IP attorneys provide legal counsel to the Postal Service on a variety of intellectual property matters including:
- the selection, registration, maintenance, portfolio management, and enforcement of trademarks, patents, and copyright.
- technology matters, including negotiating software agreements and licenses, technology transfer and data purchase or sale agreements, API terms, platform terms and other agreements relating to information technology.
- clearance and pre-publication review of media and marketing materials, stamps, products, and services to avoid issues
- relating to copyright, trademark, and rights of privacy or publicity; and negotiating and drafting intellectual property provisions in license agreements.
The successful candidate must demonstrate knowledge and experience in intellectual property law, demonstrating expertise in one or more of the following subjects: trademark, copyright, patents, rights of publicity, licensing in the field of trademark and copyright, rights in technology and data, and trade secrets law.
The selected attorney may also be asked to advise on matters relating to trademark prosecution; enforcement of intellectual property rights; patent and other intellectual property litigation; Trademark Trial and Appeal Board (TTAB) cases; Digital Millennium Copyright Act (DMCA); domain name disputes; licensing of intellectual property; the rules and regulations of the United States Patent and Trademark Office; and other matters relating to intellectual property.
The successful candidateβs role in litigation will be to support primary litigation attorneys.
