Correctional Health Services

The New York City jail system is the second largest in the nation. A significant number of individuals in the NYC jail system will receive care on the mental health service. The service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, clinics in each of the facilities, substance use treatment, medication assisted treatment (MAT), integrated re-entry services that includes alternatives to incarceration, and relationships with multiple training institutions throughout the city. Furthermore, CHS has been engaged in an effort to better identify people with neurodevelopmental/neurocognitive disorders and to utilize psychological testing to connect people to services in the community (e.g., with OPWDD).

The Supervising Psychiatrist is a psychiatric leader of a facility, clinical area, or program and works in close collaboration with the Mental Health Unit Chief, Clinical Supervisors, and Senior Psychiatrist (if applicable) to ensure that safe, holistic, and evidence-based psychiatric care is provided to incarcerated patients with varying levels of mental health needs. A team-based approach to care is critical; one that incorporates all relevant mental health and medical disciplines as well as security staff. A major component of this position will be training, recruiting and retaining high quality staff and providing strong leadership and mentorship for existing staff.

Detailed Tasks:

  • Ensure the highest possible quality of mental health care both in the facility and in collaboration with the other jail facilities in the system. This includes active participation in quality improvement, staff and patient safety initiatives, treatment supervision, and personnel mentorship and management.
  • In coordination with the facility-specific Mental Health Unit Chief, design, implementation, ongoing review, and monitoring of relevant clinical facility-specific procedures, policies and operating manuals
  • Direct clinical individual and group supervision of the relevant psychiatric prescribing staff, including psychiatrists, psychiatric nurse practitioners, and psychiatric physician assistants. This supervision must include both in vivo reviews of clinical skills as well as chart review.
  • Close collaboration, including regularly scheduled meetings, with other relevant disciplines within the mental health, medical, nursing and operations departments, as well as the Department of Correction
  • Ensure that medication renewals are completed in a timely manner
  • Educate clinical staff about new developments regarding best practices in all aspects of psychiatric care, with specific attention to the challenges and issues facing a jail setting (e.g., influence of legal case, dual loyalty, medication diversion)
  • Ensure compliance with all regulatory standards
  • In collaboration with the Mental Health Unit Chief, oversee the orientation of new staff to the facility or program
  • Conduct regular and multi-disciplinary case conferences
  • Report on an as-needed basis to the CHS Morbidity and Mortality review committee.
  • Work in collaboration with the Mental Health Unit Chief to manage clinical schedules, vacation requests, CME activities and other relevant activities as they pertain to psychiatric staffing and education
  • Participate in policy revision and creation, and practice guideline creations, related to psychiatric care, including input into the psychiatric medication formulary
  • Lead at least monthly interdisciplinary mental health staff meetings in coordination with the Mental Health Unit Chief, Clinical Supervisor and Senior Psychiatrist (if applicable).
  • Personnel management of clinical staff, including setting quality standards, establishing effective recruitment and retention strategies, and managing workforce complaints
  • At least 75% of time devoted to direct clinical care, which may include direct supervision of psychiatric trainees. For smaller facilities or programs with less supervisory need, more direct patient care will be expected
  • On-call responsibilities for two weeks at a time, one to times/year, for off-hours issues that require high level clinical intervention
  • Other duties at the discretion of the Medical Director of Mental Health, the Chief of Service, or respective Senior Psychiatrist, if applicable.


Minimum Qualifications

1.Master's degree from an accredited college or university in Healthcare Administration, Health CarePlanning, Business Administration, Public Administration or a related discipline; and seven (7) years ofprogressively responsible experience in health and medical service administration, public administration,personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,liaison and inter-organizational relationships, or related administrative or managerial functions; or

Since 2016, Correctional Health Services (CHS) has been the direct provider of health care in the New York City jails. Under supervision of the Site Medical Director, the Physician Assistant will provide comprehensive, compassionate, and thoughtful care to patients with complex chronic disease in the New York City jail system, under the supervision of physician leadership. The Physician Assistant will provide general primary care including conducting histories and physicals, diagnosing and treating acute and chronic illnesses, and evaluating the need for consult services. The Physician Assistant will participate in an interdisciplinary team under supervision of a Site Medical Director for patients who have chronic medical conditions or physical disabilities who do not require acute inpatient admission.

Responsibilities include:

  • Diagnose and treat acute and chronic illnesses. Evaluate the need for consult services and submit the prioritized consult when indicated.
  • Complete comprehensive histories and physicals on all new admissions including documentation of problem list, diagnosis, orders (e.g. labs, imaging and referrals) and ordering appropriate medications where applicable.
  • Evaluate patients requesting sick call, schedule follow-ups and update medication orders. Update problem lists and reconcile patient orders at all visits.
  • Implement plans for patientcare utilizing protocols approved by the Medical Director and/or treatment plans reflecting the current standard of care.
  • Request radiology exams, lab tests, EKGs when clinically indicated and interpret these results based on clinical findings and in consultation with supervisors where appropriate.
  • Review all specialty consults and hospital returns to ensure that the standard of care is met and recommendations of the consultant are implemented.
  • Perform chart reviews and summaries for patients transferring facilities including updating problem lists, rewriting medication orders, and reconciling orders and consults as needed.
  • Generate special needs referrals and documentation as needed (for patients with (disabilities, dietary restrictions, heat sensitivity, or other relevant flags).
  • Teach patients about their medical conditions and treatments; counsel on risks and benefits of different treatment decisions; witness, sign, and document patient refusals of care.

GENERAL DUTIES:

The Patient Care Coordinator (PCC)/Supervisor of Nurses (SON diagnosis and treats human responses to actual or potential health problems through such services as data collection,

physical assessment, case-finding, health teaching, health counseling

and provision of care supportive to /or restorative of life and well-being as data collection, physical assessment, health teaching, health counseling, and provision of care supportive to or restorative of life and well-being and executing medical regimens prescribed by a licensed physician, dentist or other health care provider legally authorized under this title and in accordance with the commissioner’s regulation.

Under the guidance of the On-Site Director of Nursing (OS-DON), the Patient Care Coordinator/Supervisor of Nurses is responsible for directing and administering nursing care to patients. He/she coordinates activities through collaboration with physicians, administration, pharmacy, clerical, and correctional staff, etc.

He/she is guided by a thorough knowledge of principles of nursing based on biological, physical, and psychosocial sciences. He/she possesses a working knowledge of principles of leadership and utilizes that knowledge in guiding and directing nursing staff.

He/she assists the OS- DON in ensuring compliance with standards, policies and procedures of NYC Health and Hospital Corporation Correctional Health Services contracted with Prison Health Services, Inc. and the Department of Nursing. RESPONSIBILITIES:

  • Provides direct patient care as necessary. Using the problem-oriented progress notes, written to match each problem documented on the Problem List and organized using the SOAP format.
  • Coordinates the nursing care provided for patients within a given unit by:
  • Assigning appropriate nursing staff for patient care activities such as admissions, sick call, treatments, medications, punitive segregation rounds, follow-up, etc. Problems in staffing must be communicated to the On-Site Director of Nursing.

Under general supervision of the Medical Director, the Senior Psychiatrist is the psychiatric leader of the facility or program and works in close collaboration with other discipline leadership to ensure that safe, holistic, and evidence-based psychiatric care is provided to incarcerated patients with varying levels of mental health needs. A team-based approach to care is critical; one that incorporates all relevant mental health and medical disciplines as well as security staff. A major component of this position will be training, recruiting and retaining high quality staff and providing strong clinical support and oversight, leadership and mentorship for existing staff.

Responsibilities

  • Develops workflows, policies and quality metrics for their dedicated area in close coordination with the Medical Director and Chief of Mental Health
  • Recruits, hires and trains staff to provide care in their dedicated area

Correctional Health Services

The New York City jail system is the second largest in the nation. A significant number of individuals in the NYC jail system will receive care on the mental health service. The service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, clinics in each of the facilities, substance use treatment, medication assisted treatment (MAT), integrated re-entry services that includes alternatives to incarceration, and relationships with multiple training institutions throughout the city. Furthermore, CHS has been engaged in an effort to better identify people with neurodevelopmental/neurocognitive disorders and to utilize psychological testing to connect people to services in the community (e.g., with OPWDD).

Responsibilities:

Under the supervision of a Senior/Supervising Psychiatrist in the Mental Health Service of CHS, this position requires the provision of high quality, team-based psychiatric services including psychopharmacologic interventions, for individuals incarcerated in the New York City jail system. Each of the facilities in the jail system has unique patient population and environmental characteristics; each psychiatrist will be matched with the population that most closely meets their clinical expertise, desired work location and schedule and the clinical needs of the service. Experience working in correctional settings is not required, however the ability to work closely and effectively with multiple other disciplines, including security staff, is critical.

Responsibilities Include:

  • Provide psychiatric care, including admission evaluations, follow-ups, and urgent and emergent consultations to individuals with mental health needs.
  • Participate in the creation of an individualized treatment plan after discussing the case with the mental health care team, collecting and reviewing psychosocial data, medical history, nursing assessment, and other pertinent information.
  • Evaluate patients for the need for a higher level of care, including hospitalization, and refer to a higher level of care as clinically appropriate. If a patient is hospitalized, maintain contact with the hospital psychiatric staff to ensure continuity of care.
  • Provide patient education, specifically around issues related to medications and treatment adherence, and aftercare services. Document all activities in the electronic medical record in a timely, concise and clear manner.

  • Provide consultation to non-prescribing mental health staff and medical staff about diagnosis, treatment and/or the need for psychiatric medication.
  • Counsel patients using advanced psychotherapeutic techniques, including in group settings if needed.

Reporting to the Director of Capital Budget and Contract Control, is responsible for supervising, coordinating and executing the management of multiple capital projects for the Post-Acute Service Line.   • Develop a strong understanding of all service offerings and investment products available to third-party advisors
  • Initiate new account documents, cancellations, investment objective changes, and other client directives, ensuring all necessary criteria are gathered for the completion of the activity at every stage and across functional areas
  • Coordinate with internal business units and service providers to ensure third-party advisor and client requests are fulfilled timely and accurately
  • Provide critical review of incoming correspondence (i.e., trading directives and actionable items)
  • Research and resolve problems or issues
  • Facilitate information exchange between internal departments and external parties regarding changes/updates
  • Promote collaborative, comprehensive, and coordinated client communication across all product lines to ensure positive client experience
  • Assist in the training of new team members on practices and procedures
  • Act as a backup for team coverage
  • Additional initiatives and projects as assigned


Qualifications

  • Bachelor’s degree with an emphasis in finance, business, economics, or pre-law preferred
  • Minimum 3 years financial services industry experience
  • Working knowledge of broker dealer and RIA operations preferred
  • Excellent written and verbal communication skills
  • Ability to work in a fast-paced customer service environment with high attention to detail
