Job Description
Job Title: Construction Surveillance Technician 3 Location: Cartersville, GA Duration: Full-Time Employee (FTE) Clearance Required: Active Top Secret or above Job Description: The Construction Surveillance Technician (CST) 3 is responsible for monitoring construction projects to ensure compliance with security requirements, detecting potential security risks, and supervising CST personnel as required.
The role involves technical surveillance, countermeasures, and construction oversight across complex projects both domestically and overseas.
Key Responsibilities: Serve as a CST with direct experience on at least three distinct construction projects.
Supervise CST personnel (Grades 3–4) as warranted by task requirements or Project Management Plans (PMP).
Report complex security issues to the GTM and SSM.
Recommend staffing strategies for large or complex projects.
Recommend budget/fiscal strategies to maximize efficiency across assigned tasks or areas.
Complete a recognized Construction Surveillance Course (e.g., SE-630, Department of State sponsored).
Apply expertise in at least one of the following areas: Construction security surveillance Technical surveillance countermeasures Industrial or government security involving counterintelligence Construction quality assurance Direct supervisory construction experience Knowledgeable in principles of all construction disciplines, including Civil, Architectural, Mechanical, Electrical, and Electronic Engineering.
Understand technical surveillance countermeasures and devices used by hostile or friendly intelligence services.
Effectively communicate in English; write detailed reports, analyses, and findings on security situations.
Capable of independent decision-making, showing initiative and functioning with minimal supervision.
Functional Responsibilities: Monitor cleared and uncleared workers during designated phases of construction.
Inspect materials, equipment, and furnishings for Secure Areas using x-ray machines, metal detectors, visual or other approved methods.
Read and analyze designs and blueprints; recognize the architect's intended use.
Analyze designs and structural complexities to detect potential security risks.
Test CST candidates for qualification, providing proof of expertise prior to commencement of work.
Assist in random selection of materials for construction and installation in secure areas.
Participate in specialized training and study FBI policy, including items on the Training Roster as per contract deliverables.
Maintain detailed daily logs for submission and review by supervisors.
Utilize varied inspection methods, including metal detectors, x-ray machines, Non-Linear Junction Detectors, and physical examination of materials.
Collaborate with or act as a Grade 3 Inspection Specialist depending on work complexity.
Edit/review logs, complex reports, and plans.
Attend senior-level meetings representing security discipline.
Review intelligence/security reports and brief subordinates.
Adapt surveillance techniques based on intelligence or best practices.
Requirements: Direct CST experience domestically or overseas on at least two distinct construction projects.
Completion of a recognized Construction Surveillance Course (e.g., SE-630).
Active Top Secret clearance or above.
