Position Summary
The Communications & Development Manager leads the organization's internal and external communications and supports development and resource mobilization efforts. This role is responsible for ensuring that the organization's mission, population health priorities, and systems change work are clearly, consistently, and compellingly communicated across all platforms. This role leads the development and execution of an integrated internal and external communications plan, manages the organization's digital presence, supports grant development efforts, and oversees volunteer engagement strategies in partnership with internal teams and external partners. Reporting directly to the Director of Community & System Engagement, the Communications & Development Manager will work closely with the Deputy Executive Officer, Senior Leadership, Regional Partners, and Funders.
The Communications & Development Manager serves as both a strategic communications lead and hands-on digital manager, overseeing the organizational website, social media channels, and email campaigns while aligning messaging with organizational strategy, regional initiatives, and funding priorities. This position directly supervises the staff of the Regional Health Connector and Overdose Data to Action grant, and external contractors, consultants, volunteers or interns, and others, as assigned.
Knowledge, Skills & Abilities
- Strong written and verbal communication skills
- Demonstrated experience managing websites, social media platforms, and email marketing tools
- Ability to translate complex information into clear, engaging content
- Strong organizational skills and attention to detail
- Ability to manage multiple deadlines and competing priorities

- Comfort working independently and collaboratively
Education & Experience
Required:
- Bachelor's degree in communications, marketing, public health, nonprofit management, or a related field (or equivalent experience)
- 3+ years of experience in communications, development, or digital engagement
- Hands-on experience managing websites, social media, and email campaigns
Preferred:
- Experience in healthcare, public health, behavioral health, or human services
- Familiarity with Wordpress, CMS platforms, email marketing tools, and social media analytics
- Experience supporting grant writing or funder communications
Working Environment Physical Activities
- Annual Influenza vaccination is required
- Frequent contact with the public by phone and in person
- This position may include hours beyond the 40-hour work week
- Occasional evenings or weekend hours may be required
- Occasionally lift and/or move up to 25lbs with or without accommodation
- May require engagement via zoom or other digital technology
- Must be able to travel between agency and partner organization locations
- Noise level at work environment is usually moderate

- Develop, implement, and manage an internal and external communications strategy aligned with
organizational goals and population health priorities
- Translate complex systems change work, data, and outcomes into clear, accessible messaging for diverse
audiences
- Coordinate with internal teams and external partners to ensure communications reflect shared goals,
timelines, and impact
- Ensure consistency of messaging, tone, and voice across all communication channels
- Advise leadership on narrative framing, messaging, and communications planning Digital Communications Management
- Lead content strategy, development, and execution for the organizational website and social media
platforms, coordinating with internal teams and external partners as needed
- Serve as the primary point of contact for external vendors, designers, or consultants supporting website
development, social media campaigns, or digital tools
- Ensure digital platforms support campaigns, events, funding priorities, and community engagement efforts
- Manage and maintain the organizational website, including content updates, structure, accessibility, and
alignment with current initiatives
- Oversee all organizational social media accounts, including content planning, posting, engagement, and
performance tracking
- Plan, draft, and manage email campaigns, including newsletters, partner updates, and targeted
communications
- Develop and maintain a communications calendar integrating web, social, and email content
- Monitor digital analytics (website traffic, email engagement, social metrics) and use insights to refine
strategy
Internal Communications
- Support timely, clear, and coordinated internal communications across teams and programs
- Develop internal announcements, updates, briefs, and presentations for staff and leadership
- Support internal alignment during organizational changes, high-impact initiatives, or rapid response needs
External Communications & Public Presence
- Lead the development and distribution of community-facing materials for events, campaigns, health priority
updates, and regional initiatives
- Ensure materials are timely, accessible, and aligned with organizational messaging and strategic goals
- Coordinate communications support for major events, convenings, and conferences, including promotional materials and post-event dissemination
- Manage public-facing materials including newsletters, reports, toolkits, press materials, and digital content
- Support communications for regional initiatives, working groups, and cross-sector partnerships
- Coordinate messaging for events, convenings, and public engagement efforts
- Support media inquiries and public statements in coordination with leadership
Development & Resource Support
- Identify and track grant opportunities aligned with organizational priorities in partnership with leadership
- Support the initial preparation and final review of grant applications, including narratives, attachments, and required communications materials
- Develop stewardship and follow-up communications to support funder relationships
- Support fundraising and development efforts through proposal support, impact narratives, and stewardship communications
- Develop funder-facing materials including impact summaries, success stories, and outcome highlights
- Align development communications with strategic funding priorities and grant timelines
- Maintain organized communications assets for grant and partnership use
Volunteer Program Development & Management
- Support the development and coordination of volunteer engagement strategies along with Human
Resources and Senior Leadership that are aligned with organizational needs and community priorities
- Develop volunteer-facing communications, outreach materials, and onboarding resources
- Coordinate with internal teams to align volunteer roles, expectations, and supervision structures
Partner & Stakeholder Engagement
- Develop partner-facing communications that support collaboration and shared understanding
