Commercial Manager (Project Controls – Cost & Benchmarking)
Churchill Cost Consultants (Churchill) is seeking an experienced Commercial Manager to support a portfolio of infrastructure-enabling projects for a Fortune 100 technology client delivering hyperscale data centers.
In this role, you will lead cost estimating, benchmarking, and commercial governance across a multi-site program throughout the Americas. You will be responsible for driving accuracy, consistency, and strategic insight across all cost and commercial functions, while partnering closely with client leadership and cross-functional teams.
This role is scoped with flexibility, and the selected candidate will be aligned at the Senior Manager or Associate Director level based on experience, leadership capability, and overall skill set. The successful candidate will lead a team of Consultants and Senior Consultants, ensuring high-quality delivery and professional development across the group.
Key Responsibilities
- Lead cost estimating and benchmarking activities across off site utility infrastructure programs in North and South America
- Develop and oversee detailed cost estimates across all project phases
- Establish and maintain benchmarking frameworks to support cost validation
- Analyze historical cost data, market trends, and regional factors to inform commercial strategy
- Partner with project controls and construction teams to ensure alignment on cost assumptions
- Support value engineering, change management, and cost risk assessments
- Provide clear, data-driven reporting and insights to support executive decision-making
- Develop and maintain cost databases specific to utilities and offsite construction scopes
- Drive data quality, process consistency, and continuous improvement across estimating and commercial functions
Leadership Responsibilities (Level Dependent)
- Lead, mentor, and manage a team of Consultants and Senior Consultants, ensuring quality, consistency, and on-time delivery
- Provide day-to-day oversight, technical guidance, and coaching to team members across multiple projects or regions
- Review and validate team outputs, including estimates, benchmarks, and reporting deliverables
- Support career development, performance management, and growth of junior and mid-level staff
- Act as a key point of contact for client stakeholders, supporting strong relationship management
- Support business development efforts, proposals, and client expansion opportunities
- Contribute to the growth and maturity of Churchill’s Project Controls and Commercial capabilities
Qualifications
- 10 –12+ years of experience (Senior Manager) or 15+ years (Associate Director) in cost estimating, project controls, or commercial management
- Strong background in utilities infrastructure and/or offsite construction
- Proven experience leading teams, including Consultants and Senior Consultants, on complex programs
- Demonstrated expertise in cost estimating, benchmarking methodologies, and cost data analytics
- Deep understanding of construction costs, market pricing, and project delivery methods
- Advanced proficiency in Excel and estimating tools
- Experience supporting large-scale, multi-site capital programs
- Strong leadership, communication, and stakeholder management skills
Preferred Qualifications
- Experience supporting hyperscale data center or large infrastructure programs
- Familiarity with benchmarking tools and enterprise cost systems
- Experience in both owner-side and contractor environments
- Bachelor’s degree in Construction Management, Engineering, or related field
