Description: Goals and Objectives: Assist in Driving the Dual-Phases of the Secure Horizon Program with the Program Manager: Successfully manage the two core components: Discovery and Implementation.
Lead the Tiger Team (Discovery) and Lead the Execution (Implementation): Oversee a cross-functional Tiger Team consisting of specialists from infrastructure, networking, MS licensing, service desk, compliance, cyber, data management and adoption change management, as they conduct field program audits.
The results of said audits will generate the tasks to determine how the field program will eventually be fully migrated out of the commercial environment and over to the high-security environment.
Standard Data Collection: Ensuring the Tiger Team effectively gathers localized operational and technical data from the field into the common Field Program Workbook.
Coordinate Engineering Customized Migration Strategies: Oversee the analysis of the Field Program Workbook to determine exact steps needed for each individual Field Program migration.
This tailored approach is critical because every Field Program utilizes its own applications, data storage and unique business processes.
Manage the Rollout Schedule: Coordinate with the Secure Horizons Program Manager on the staggered migrations for the estimated 20 Field Programs across a timeline that is yet to be fully determined.
Tasks and Responsibilities 1.
Project Planning and Coordination: Develop detailed project plans, timelines, and milestones for the migration effort.
Harmonize schedules and dependencies across participating technical teams, ensuring a coordinated approach to migration activities.
Ensure proper resource allocation and activity prioritization to meet project goals.
PM may be assuming an already identified plan or may be required to construct a plan based on requirements gathering and data analysis.
Develop other project management plans as needed (Testing, Training, Deployment, Communications, Hypercare, etc.) Provide and facilitate excellent/robust communication; establish and facilitate effective meetings with clear objectives; document/distribute meeting minutes and open/completed action items.

Stakeholder Engagement: Act as the primary point of contact between the technical teams, senior management, and field business personnel.
Facilitate regular communication with internal stakeholders and government representatives to update progress, identify risks, and discuss mitigation strategies.
Participate in regular program reviews and status reporting to the EPMO Program Manager.

Issue and Risk Management: Identify and document potential project issues and risks, along with strategies to mitigate them.
Maintain assumptions, constraints, decisions and dependencies in Smartsheet.
Monitor risk exposure throughout the project lifecycle and propose corrective actions as needed.
4.
Team Leadership: Lead and motivate cross-functional technical teams, ensuring all members understand their roles, responsibilities, and deliverables.
Establish and promote collaborative team dynamics to optimize performance and efficiency.
5.
Compliance and Security Coordination: Ensure migration activities align with government security and compliance protocols.
Collaborate with cybersecurity and governance teams to achieve program goals.
6.
Metrics and Reporting: Adhere to project change management processes around scope, cost, and time.
Track project progress using performance metrics, maintaining clear documentation throughout the project lifecycle.
Provide weekly and monthly reports on project status, budget utilization, risks, and issues to the Secure Horizon Program Managers.
Ensure project deliverables are high-quality, timely, and meet specified requirements.
Key Requirements Contractor must be a U.S.
Citizen.
Security clearance is not required.
Minimum of 5 years of advanced project management experience, with a record of managing complex technical programs.
Strong familiarity with IT system migrations, especially to high-security environments.
Expert-level knowledge of risk management, milestone tracking, and resource coordination.
Ability to communicate effectively with technical and non-technical stakeholders.
Knowledge and experience operating with Smartsheet and SharePoint Knowledge and experience running projects using PMI's Project Management framework through Initiating, Planning, Executing, Control, and Closure.
Preferred Qualifications Project Management Professional (PMP) certification or equivalent certification from the Project Management Institute (PMI).
Experience in government or DOD data migration or cybersecurity-related programs.
