The BSA/AML &Fraud Officer serves as Embassy Bank’s (the Bank) subject matter expert responsible for the design, implementation, and oversight of the Bank’s BSA/AML, OFAC, USA PATRIOT Act, and fraud prevention programs across deposit, digital, and other banking platforms. This role ensures compliance with applicable laws and regulations, including CIP, KYC, Identity Theft Prevention, Privacy, Red Flags, and fraud mitigation requirements, and supports strategies, policies, and procedures to manage financial crime risk across all delivery channels.
The BSA/AML & Fraud Officer oversees monitoring systems, vendor relationships, regulatory reporting, risk assessments, training, and Board/Audit Committee reporting. The position reports to the First Executive Officer and regularly supports executive leadership.
Essential Duties and Responsibilities:
The essential functions include, but are not limited to the following:
- Develop, implement, and maintain an effective BSA/AML, Fraud, OFAC, and USA PATRIOT Act compliance program.
- Administer and enhance transaction monitoring and fraud detection systems, including oversight of third-party vendors and affiliates.
- Oversee and assist with the review and investigation of AML and fraud alerts and activity related to customer accounts, wires, ACH, cash transactions, and other high-risk activity.
- Oversee and assist with the detection, investigation, and response to fraud events, including account takeover and financial crimes.
- Provide governance and oversight of fraud tools; ensure alignment with Regulations.
- Oversee and assist with customer due diligence (CDD) and enhanced due diligence (EDD) for higher-risk customers.
- Oversee and review Suspicious Activity Reports (SARs) and Currency Transaction Reports (CTRs) in accordance with regulatory requirements.
- Investigate and respond to 314 (a) and 314 (b) requests in a timely manner.
- Perform compliance testing and monitoring of BSA/AML, Fraud, and OFAC programs, including third-party vendors.
- Conduct enterprise-wide BSA/AML, OFAC risk assessments, and other assessments as deemed necessary, at least annually, incorporating deposit, digital, and other electronic products/services, transaction flows, and fraud exposure.
- Coordinates and leads bank wide Fraud Task Force meetings.
- Serve as the primary liaison for regulatory examinations and audits; manage corrective actions and remediation.
- Coordinate with law enforcement and external agencies as required, including response to criminal subpoenas, etc.
- Coordinate with outside compliance vendors to develop and deliver BSA/AML and fraud training for employees and the Board; provide regular Board and /or Audit committee reporting on compliance and fraud trends, including fraud losses.
- Develop and deliver customized fraud training for retail and business customers, as well as community groups.
- Stay current on regulatory developments and industry best practices.
- Ensure team has appropriate training and access to necessary tools.
- Determine staffing and budget needs.
- Oversee team and conduct annual employee assessments.
- Perform other duties as assigned.
Education and Experience:
- Bachelor’s degree or equivalent is preferred.
- Five (5+) years of experience in BSA/AML, Fraud, and OFAC compliance; and Fraud detection experience required.
- Experience with transaction-level AML and fraud monitoring.
- Advanced knowledge of BSA/AML, OFAC,USA PATRIOT Act, KYC/CIP, and FFIEC/FinCEN guidance, Right to Financial privacy and Reg GG.
- CAMS required, and other relevant AML/fraud certifications preferred.
- Strong analytical, organizational, and communication skills.
- Proven ability to manage sensitive information with discretion and integrity.
- Ability to operate effectively in a fast-paced, growing organization.
- Proficiency with Microsoft Office, Verafin AML/fraud platforms, and preferably experience with Fiserv DNA core solutions, LexisNexis, etc.).
- Attend quarterly officers’ meetings, after hours and off site.
- Attend monthly bank wide team meetings at 7:15 am.

Responsibilities
A Commercial Banking Officer - Middle Market will perform a variety of duties to meet the commercial service needs of business customers and will include some lending authority. This position requires an employee able to develop new business relationships with prospective customers and maintain continuous business relationships with present customers. A valid drivers license is required.
- Solicit new business from present and prospective customers
- Maintain ongoing business relationships with present customers in order to take advantage of additional cross-selling opportunities
- Provide sales information on a timely basis in order that this information may be included as part of customer service and sales performance reports
- Monitor individual sales performance versus objectives on a regular basis and discuss performance with appropriate supervisor on a frequent basis

- Assist customers in obtaining specialized services from other bank departments as necessary and provide help to customers with specific inquiries or service problems
- Maintain a working knowledge of bank operating policies and procedures which impact commercial services
- Prepare and maintain accurate records of all customer service calls and meetings made with present and prospective customers
- Provide quality service to internal and external customers
- Demonstrate cooperative efforts in working with other departments and within own department

This position facilitates a closing, ensuring all documents and balances required to complete a sales and mortgage transaction are properly prepared and executed. May provide work direction, assignments and training to other department staff. May also be responsible for title business marketing efforts and capture rates.

- Monitor the upcoming transaction, reviewing for completeness and compliance and ensuring all necessary information has been ordered and is accurate, i.e. payoff, abstract, title evidence, reports, mortgage documentation, and other pertinent information. Prepares, reviews, and verifies closing documents; and prepares escrow agreements and finalizes closing statements. Respond in a timely, professional and courteous manner to any customer inquiries while maintaining positive relationships. (35-45%)
- Conduct the closing including explanation of all related documents and closing costs. (15-25%)
- Examine title evidence for defects and take the necessary action to correct title defect. Could include notifying the fee owner of title defect and action that needs to be taken to cure defect. Ensure that title issues are resolved prior to closing. (10-15%)
- Prepare and submit closed loan package, deposits and disbursement documentation, recording package, final policy package and/or commission package to appropriate department or entities. SENIOR TRANSPORTATION PLANNER
The Lehigh Valley Planning Commission (LVPC), in coordination with the Lehigh Valley Transportation Study (LVTS), is seeking a Senior Transportation Planner to lead regional transportation planning initiatives across the Lehigh Valley. This position plays a key role in shaping future infrastructure investments through sound planning, data analysis, and interagency coordination.
As a senior member of the Transportation Planning + Data Division, the selected candidate will independently manage complex transportation projects that intersect with land use, safety, system performance, freight, active transportation, and infrastructure management. The role combines technical knowledge with collaborative leadership to support the region’s evolving transportation needs and priorities.
This position serves as a trusted resource to internal teams and external stakeholders, including state and federal transportation agencies, local governments, and the public.
ESSENTIAL DUTIES + RESPONSIBILITIES
Working under the general direction of the Director of Transportation, the Senior Transportation Planner:
- Lead the development and implementation of the Metropolitan Transportation Plan (MTP) and supporting documents.
- Oversee the Transportation Improvement Program (TIP) and coordinate with state partners on the Statewide Transportation Improvement Program (STIP).
- Support planning initiatives that address safety, mobility, system condition, freight movement, and multimodal accessibility.
- Manage transportation funding programs, including review of federal and state grant opportunities and support materials.
- Analyze system performance using a variety of data sources and tools, including GIS, travel demand models, and other technical platforms.
- Integrate transportation and land use policy by reviewing development proposals, local plans, and ordinances for potential impacts on the regional network.
- Prepare and present clear, concise reports and briefings to technical and non-technical audiences, including elected officials and community groups.
- Engage with diverse community stakeholders and support inclusive public involvement strategies.
- Collaborate with state, federal, and local partners, including PennDOT District 5-0, FHWA, FTA, and municipal governments.
- Represent the LVPC/LVTS in regional, statewide, and national working groups focused on areas such as freight, transit, trails, traffic operations, and infrastructure planning.
- Participate in and support transportation-related advisory committees, public meetings, and planning forums.

Minimum Requirements:
- Bachelor's degree in Urban Planning, Transportation Planning, Civil Engineering, or a closely related field.
- Minimum of 5 years of professional experience in transportation or regional planning.
- Proven ability to manage projects and lead multi-agency planning efforts.
- Strong verbal, written, and graphical communication skills.
Preferred Qualifications:
- Master's degree or equivalent experience.
- Certification with the American Institute of Certified Planners (AICP), or willingness to pursue certification.
- Experience with GIS platforms and tools (ArcGIS Pro, StoryMaps, etc.).
- Familiarity with travel demand models, REMI, or other forecasting tools.
- Knowledge of PennDOT Connects, the PennDOT One Map system, and current state/federal transportation planning requirements.
- Understanding of funding programs and related transportation initiatives.

- This position requires participation at some early morning, evening and weekend meetings and events. Valid driver’s license is also, required within six months of employment.
SALARY + BENEFITS
- Grade 10 - $77,506 – $112,383 per annum; excellent benefits.
