Position Title:
VICE PRESIDENT / SENIOR DIRECTOR OF CONSTRUCTION
Reports To:
Executive Leadership / Managing Director of Development
Position Overview:
The Vice President / Senior Director of Construction will oversee all aspects of design, development, and construction for a large-scale ($300MM+), complex mixed-use development project in New York City. This leader will be responsible for project delivery from conceptual design and entitlement through turnover, ensuring alignment of design vision, budget, schedule, quality, and compliance with NYC agency requirements.
This is a high-visibility executive leadership role requiring strategic, technical, and managerial expertise in complex urban developments. The ideal candidate brings a track record of successfully managing full lifecycle delivery of large commercial, residential, or mixed-use projects in New York City.
Key Responsibilities:
Strategic Oversight & Leadership
- Lead all phases of project execution—from entitlement, design, and preconstruction through construction and delivery.
- Develop and implement project execution strategies that balance time, cost, quality, and design intent.
- Serve as primary project executive representing the Owner’s interests with external stakeholders, city agencies, and partners.
Design & Development Management
- Oversee and coordinate design consultants (architects, engineers, specialty consultants) to ensure the design aligns with development objectives and budget.
- Manage the design development process to maintain progress toward entitlements, design milestones, and procurement timelines.
- Ensure all design documents meet regulatory and constructability standards.
Preconstruction & Procurement
- Develop and manage a comprehensive preconstruction plan including estimating, phasing, logistics, and value analysis.
- Lead procurement strategy for project delivery, including selection and negotiation of 3rd-party Construction Manager (CM), major trade partners, and owner-direct vendors.
- Oversee preparation of bid packages and ensure competitive pricing aligned with project targets.
Construction Management
- Provide executive direction and oversight to the Construction Manager and owner’s representative teams.
- Monitor field activities to ensure compliance with safety, quality, schedule, and cost objectives.
- Lead problem-solving efforts related to field conditions, design coordination, or construction sequencing.
Budget & Schedule Control
- Develop and maintain overall project budget and schedule, ensuring accurate forecasting and proactive risk mitigation.
- Establish and monitor cost control systems, including cash flow projections and change management.
- Report regularly to executive leadership on project performance metrics.
Entitlement & Agency Coordination
- Direct entitlement and permitting processes with NYC agencies, including DOB, DOT, DEP, FDNY, and others.
- Manage relationships with city officials, community boards, and other regulatory bodies to facilitate approvals and ensure compliance.
- Coordinate environmental reviews, zoning approvals, and public engagement as needed.
Stakeholder & Team Leadership
- Build and lead a high-performing internal project management team.
- Foster collaboration among design consultants, CMs, and owner-direct vendors.
- Act as a key interface between executive/development leadership and operating teams.
Qualifications:
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (Master’s degree preferred).
- Minimum 15+ years of progressive experience managing large-scale, complex construction projects, preferably $300MM+ budget.
- Proven leadership of full project lifecycle—from design and entitlement through construction and delivery—within NYC.
- Strong understanding of NYC building codes, zoning, and agency approval processes.
- Experience managing 3rd-party CMs and multiple design consultants concurrently.
- Exceptional budgeting, scheduling, and contract negotiation skills.
- Demonstrated success leading multidisciplinary teams on complex developments.
- Excellent communication, presentation, and stakeholder engagement skills.

Duties & Responsibilities
Summary of position: (Position Description)
Reporting to the Chief of Medicine, the Director of Quality Initiatives will serve as a central point of supervision for quality initiatives with wide latitude to participate in programmatic quality improvement and quality assurance work across the CHS Medicine service. The Director of Quality Initiatives will function as a part of the medicine service and support initiatives to improve care across the service. The role will involve developing a deep understanding of workflows and operations of the CHS Medicine service and working across disciplines to coordinate quality initiatives, analyze data, and support presentations.
Responsibilities include: (Detailed Task)
- In coordination with CHS Medicine leadership and CHS IT Health Information unit, manage data and presentations for Medicine quality improvement committee (QIC) meetings.
- Maintenance and dissemination of monthly quality Improvement dashboard.
- Coordinate facility-based quality improvement meetings to provide direct feedback to Medicine service clinical staff.
- Coordinate with the Compliance and Health Information unit and Medicine service leadership to meet Medicine QIC and NYC H+H Quality Assurance Performance Improvement (QAPI) obligations.
- Track and support completion of Performance Improvement Projects that meet specific quality goals.
- Work with CHS Medicine leadership to share findings within CHS and externally where appropriate.
- Learn clinical and operational workflows of care delivery in the New York City jails in order to identify areas for focused improvement initiatives.

Basic Qualifications

Job Responsibilities- Performs pharmacist tasks, including compounding, drug therapy reviews, verification, and medication management. Reviews, interprets and dispenses prescribed medications.
- Enhances patient experience by focusing on healthcare services (e.g., patient consultation, medication management, drug therapy reviews) and retail, clinical, or wellness services such as immunizations, disease state management and specialty programs. Listens to patients concerns and issues, acts as a sounding board for pharmacy concerns and provides feedback to operations leaders. Resolves customer queries and issues in a timely manner to ensure a positive customer experience.
- Conducts centralized support, including patient registration, exception resolution, and assists with resolving patient issues. Performs in-person or virtual product/prescription reviews, within guidelines.
- Provides expertise, resources, education and support to broader team. Supports staff training and development opportunities. Promotes teamwork and motivates staff by fostering a shared vision;
- Supports company policies, procedures, mission, values, and standards of ethics and integrity.
- Partners with leadership team in analyzing performance (KPIs), financial and customer service data; Implements procedures for pharmacy asset protection and inventory management.
- Ensures the pharmacy adheres to regulations, company policies and standards. Collaborates with leaders to establish workflow procedures (e.g., assigning roles, coordinating activities and soliciting employee suggestions). Oversees pharmacy opening, closing and shift change.
- Maintains and develops relationships with medical providers and other health professionals.
- Ensures pharmacy staff follows up with medical providers’ to clarify prescriptions, dosages, refills, interactions and allergies, to suggest alternative medications and answer questions.
- Maintains current knowledge of pharmacy systems technology (e.g., workflows, prescription fulfillment, billing, clinical documentation, training, inventory management, and POS registers).
- Processes insurance claims. Liaises with insurance companies, medical providers and auditors.
- Develops and maintains relationships with the local medical community, including physicians, nurses, and other healthcare providers. Participates in community outreach activities to promote the pharmacy business and enhance growth opportunities. Participates in community events that reflect the unique communities we serve as requested by leadership team.
- Drives compliance and continuous improvement in the delivery of clinical pharmacy patient care and services by studying, evaluating, and re-designing processes; monitoring and analyzing results; and implementing changes. Adheres to regulatory compliance and standard operating procedures.
- Maintains awareness of third-party pharmacy business opportunities and assures proper administration and implementation of pharmacy systems and procedures.
- Seeks professional development and solicits feedback. Maintains current knowledge and required licensing/credentialing/certification as established by federal and state regulations. Stays current with pharmacy trends and best practices.

Basic Qualifications
- BS in Pharmacy or Pharmacist Degree from an accredited educational institution.
- Current Pharmacist license as granted by the appropriate state licensing authority.
- Experience performing prescription dispensing activities, demonstrating a strong working knowledge of applicable state and federal controlled substance laws.
- Certified Immunizer or willing to become an immunizer within 90 days of hire.
- Willing and able to work effectively in different and/or multiple work environments (such as Centralized Services, Retail Pharmacy, Specialty Pharmacy, and/or virtual).
Preferred Qualifications
- At least 1 year of pharmacy experience, including prescription filling and verification, records and legal compliance, pharmacy operations, pharmacy software and technology systems and insurance.
- Experience using time management skills such as prioritizing/organizing and tracking details and meeting deadlines of multiple projects with varying completion dates.
- Experience with pharmacy technology including Intercom, Promise, and Plus.
- Has completed specialized training regarding medication and disease state or has sufficient practical experience necessary to provide specialized services offered at clinic location (HIV, Organ Transplant, Oncology, etc.).
