Qualifications & Requirements
A degree from a four-year college or university is a minimum educational requirement to become a Commissioned Officer. Candidates seeking an Information Professional Officer position must have a bachelor's degree from a regionally accredited institution in a technical field, preferably in one of following fields: Information Systems, Electrical Engineering, Computer Engineering, Information Operations, Computer Science, Systems Engineering, General Engineering.
All candidates must also be: U.S. citizens, willing to serve worldwide, eligible for a Top Secret/Sensitive Compartmented Information (SCI) security clearance and qualified for sea duty.

For annual training, Information Professional Officers may serve anywhere in the world, whether on a ship at sea or at bases and installations on shore.

Capacity Management and Operations is a new team supporting multiple internal Client organizations. We manage their Capacity Management process, improving it where necessary, and provide operational support for the work pipeline. Our engineers help resolve capacity regression cases which save the Client millions in data center running costs per year. We also enable the most cutting edge work by aligning the demand and supply for critical infrastructure.

Quick learning is the most critical part of this job. Each internal Client org is different, most of them are using custom tools and have different needs. The ideal candidate will have a solid background in cross-functional capacity management or operations, but must be open to navigate a steep learning curve. Experience with automation, scripting and coding will be a great asset. Good communication is a must.

Key tasks

  • Maintain consistent communication with key stakeholders in each Client org to manage their current and future needs
  • Act as the owner of and actively develop the Capacity Management framework

About the Role

This is a four-axis leadership role requiring technical depth, executive presence, team leadership, and embedded delivery. You'll work directly with top technical and functional leaders at some of the largest TMT companies in the world.


As Head of Engineering for Fractal's Technology, Media & Telecom (TMT) vertical, you will personally shape the architecture of mission-critical AIML platforms, often in first-party tech stack, and develop/drive the team of ICs who bring them to life.


Responsibilities

Some engagements will look like a traditional advisory model. Others will look a lot more like Forward Deployed Engineering: your team embedded inside a client's engineering org, working within their first-party tech stack, shipping production code alongside their engineers, and earning influence through technical credibility, not org chart position.


You will need to be in the room when the technology roadmap needs to change. When a business pivot, a new regulation, or a technology shift forces a rethink mid-execution, you are the person who picks up the marker, walks to the whiteboard, and redraws the architecture in real time, credibly, for the CTO, and Principal Engineering leaders simultaneously.


Technical Depth (Hands-On Architecture)

  • Own AI/Data platform architecture decisions — from Lakehouse design and real-time streaming to MLOps, LLMOps, and AgentOps pipelines in production
  • Serve as the technical authority for Fractal's TMT engineering practice — defining standards, reviewing design, and holding the bar on reliability, scalability, and security
  • Translate ambiguous business problems into concrete, buildable platform architectures — and stay close enough to execution to know when something is not working
  • Drive the industrialization of GenAI: moving clients from proof-of-concept to enterprise-grade, governed, and observable AI systems


Executive Presence & Live Architectural Thinking

  • Command the room with senior client leadership — CIOs, CTOs, CDOs, and their direct reports - as a peer, not a vendor
  • Whiteboard new architectural directions on the spot: when a business pivot, acquisition, regulatory shift, or technology breakthrough forces a mid-execution rethink, you synthesize it into a credible, buildable path forward live, in the room, without needing a week to prepare a deck

  • Lead and run FDE-style engagements where your team operates inside the client's engineering environment

Our client is seeking an Analyst/Associate to support our rapidly growing team. Under the general supervision of the Asset Management and Operations Team, the Analyst/Associate will be responsible for activities relating to the financial analysis and operations of the investment portfolio. As the Analyst/Associate gains experience and knowledge, the level of contribution from a financial analysis perspective is expected to increase.


Responsibilities:

  • Financial analysis including maintaining the asset management Excel model, preparing budget-to-actuals variance reports, running debt yield calculations, and providing capital call recommendations
  • Prepare comprehensive ad-hoc analyses, supporting informed decision-making around operational expense reduction projects
  • Work with departments on ad-hoc projects to reduce operating expenses for our MF buildings
  • Assist integrated departments to achieve profitability goals
  • Conduct sensitivity analyses to assess the impact of various scenarios on investment returns, providing clear and concise summaries for senior management
  • Monitor key operating metrics, identify variances, and provide actionable insights to enhance operational efficiency

SUMMARY:Under general direction, works in collaboration with treatment team and other disciplines to assure the appropriate admit status and medical necessity for admission, concurrent, and discharges, securing the appropriate documentation and planning for continuing care. Identifies care issues and conveys barriers to discharge to appropriate disciplines while intervening to assure progression in the treatment planning. Follows AHS (Alameda Health System) and Behavioral Health Department Alameda County Utilization Review Plan to obtain authorization of acute inpatient services. Provides medical necessity and patient Care related documentation to non Medi-Cal payor sources. Documents authorization status and patient care related significant details in EHR. All tasks can be completed virtually and with minimal supervision.


DUTIES & ESSENTIAL JOB FUNCTIONS:NOTE: The following are the duties performed by employees in this classification. However, employees may perform other duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.


1. Assures clinical interventions are appropriate for the admitting diagnosis and reflect the standard of care, as defined by The Joint Commission (TJC), Centers for Medicare and Medicaid Services, and AHS and Behavioral Health Department of Alameda County Utilization Plan.


2. Collaborates with the treatment team; reviews all inpatient admissions for appropriate admit status based on medical necessity criteria of Medi-Cal and/or commercial insurances and ensures the patient is registered at the appropriate level of care.


3. Communicates with treatment team members to provide the continuity of care while supporting and maintaining the treatment team approach to ensure effective resource utilization.


4. Actively participates in treatment team meeting to discuss discharge planning.


5.During the initial review, screens for discharge needs and makes the appropriate recommendations to ensure a safe transition to a post-acute level of care.


6. Initiates authorization and follow up process with Behavioral Health Department of Alameda County and AHS Admissions/Eligibility/Enrollment services for uninsured patients.


7. Works with patient care team and vendors to procure DME (Durable Medical Equipment).


8. Notifies denials to the attending MD and treatment team members via EHR.


9. Reviews patient Account notes in EHR as needed for account updates and insurance accuracy.


10.Completes the DHCS PASSR for patients being referred to a SNF or Morton Bakar Center.


11.Independently processes the denial Work Ques and Patient Account Work Ques in EHR.


12. Identifies and escalates the complex cases at the appropriate level and coordinates case conferences as needed.


13.Actively participates in the quarterly URC meeting and discusses trends, patterns, and problem cases.


14.Identifies high utilization risk patients and notifies the treatment team.


15.Communicates with the treatment team via Care management report and Likely no medical necessity report daily.


16.Documents medical necessity and patient care related information in the identified fields in EHR.


17.Maintains current knowledge of clinical practice and Utilization Management by literature review, membership in a professional organization.


18.Maintains continuing education related to specialty or pursuing certification.

MINIMUM QUALIFICATIONS:


Education: Graduate of an accredited Nursing Program required; Bachelor's degree in Nursing preferred.


Minimum Experience: Previous Behavioral Health Utilization Management or Care Management experience in inpatient acute setting required.


Minimum Experience: Two to five years recent clinical experience in acute inpatient behavioral health setting required.


Required Licenses/Certifications: BLS - Basic Life Support Certification issued by the American Heart Association.

Pay Range $89.32- $131.08


The pay range for this position reflects the base pay scale for the role at Alameda Health System. Final compensation will be determined based on several factors, including but not limited to a candidate's experience, education, skills, licensure and certifications, departmental equity, applicable collective bargaining agreements, and the operational needs of the organization.
