Project Overview:
As part of the Hampton Roads Connector Partners (HRCP) Joint Venture (JV) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the beginning of 2027.
Responsibilities:
As the Tunnel Interior Structure Construction Manager for the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will lead and carry out construction processes in accordance with the direction, policies, and objectives set by the Tunnel Construction Manager.
The primary responsibility of this position is to lead Superintendents in construction activities on the site – including planning, preparation, and execution. Secondary duties of this position are to assist the Tunnel Construction Manager in the completion of all construction activities of the affiliate.

Key Responsibilities
- Project Management – Treatment Focus: Lead planning, design, and delivery of water and wastewater treatment plant projects and related facilities (including pumping stations and associated collection/distribution infrastructure) for municipal and utility clients.
- Scope, Schedule & Budget: Manage multiple concurrent projects, taking ownership of scope definition, scheduling, budgeting, resource planning, change management, and contract closeout.

- Client Interface: Serve as a primary point of contact for key clients in the Hampton Roads region; lead progress meetings, present technical findings, and build long-term client relationships.

Required Qualifications
- Bachelor’s degree in Civil, Environmental, Mechanical Engineering, or closely related discipline from an accredited program.
- 8+ years of progressive experience in water/wastewater engineering, with significant focus on treatment plant design and project delivery.
- Active Professional Engineer (PE) license.
- Demonstrated experience managing water/wastewater projects from planning through design and into construction, including responsibility for schedule and budget.
- Strong technical skills in water/wastewater treatment processes, pumping facilities, and collection/distribution systems.
- Excellent verbal and written communication skills, including the ability to lead client meetings and prepare clear technical reports and presentations.
Preferred Experience
- 10–15 years of experience in municipal water/wastewater consulting, with an emphasis on treatment plant projects.
- Direct experience working with Hampton Roads and Virginia municipal/utility clients and familiarity with regional permitting and regulatory requirements.
- Prior responsibility for project financial performance, staff management/mentorship, and pursuit strategy on key water/wastewater projects.
- Involvement in professional organizations such as WEF and AWWA.

Summary: Shipfitters are responsible for the layout, fabrication and installation of structural parts such as plates, bulkheads and frames. Shipfitters brace structures in position for welding. Shipfitters prepare templates for fabrication of nonstandard parts.
Duties and Responsibilities include the following. Other duties may be assigned.
- Fabricate templates for bending / shaping ship structures, frames, bulkheads and braces.
- Measures, lays out and cuts templates.
- Fits foundations and structural members using bar, strip, angle and plate and scribes. foundations to deck and bulkhead structure.
- Complete pre and post weld checks.
- Performs chipping, beveling, grinding and cleaning of surfaces to be welded using power and hand tools.
- Proficient in oxyacetylene and plasma cutting.
- Perform housekeeping efforts to maintain cleanliness of the worksite.
- Delivering materials as required.
- Perform duties as Fire Watch.
- Participates in special projects as required.

Recommend necessary action to assure contractor’s quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized.
- Based on technical knowledge and coordination with designer and construction contractor, provide technical solutions to unforeseen problems during construction.
- Assist with preparation of sketches and drawings in support of negotiations and issuance of project modifications.
- Provide technical support for claims/disputes/terminations processing, negotiation, and resolution.
- Review and recommend approval of contractors' schedules of prices as the basis for payments and invoices. Provide recommendations for retainage and/or withholding of funds as required.
- Document and monitor each contractor’s technical compliance and progress relative to assigned contracts or task orders.
- Review construction contractor quarterly reports that were submitted to the Contract Officer documenting the contractor’s
- Progress, identify any problems/issues with the contractor’s performance and recommend possible notice or action to be taken by the Contract Officer. Include any significant quality and performance failures in a report to the Contract Officer (such as adverse QA reports, non-compliance notices, deficiencies or delays).

Continental Tide is seeking an experienced and skilled Welder II for our Norfolk, VA office beginning on or around June 2nd . The successful candidate will join our Fleet Services Group performing various ship repair, modernization and Alteration Installation Team (AIT) projects.
Duties & responsibilities include, but are not limited to the following:
- Knowledgeable in joining, fabricating, and repairing metal and other weldable material by applying appropriate welding techniques.
- Perform various welding processes to repair, modify and install various pipes, structures, foundations and fittings associated with shipboard hydraulic, pneumatic and water systems.
- Fabricate and install fixtures and jigs required for welding process alignments.
- Interprets blueprints, specifications, diagrams or schematics to determine appropriate welding process.
- Must be able to select required welding filler materials, joint design, heat ranges and most effective or required welding process/procedure to ensure quality welding operations IAW TWD.
- Inspects completed welds to determine structural soundness and adherence to NAVSEA, ABS & AWS standards. Installs or repairs equipment, such as pipes, valves, floors and tank linings.

The SharePoint Analyst Lead analyzes user needs to determine functional and cross-functional requirements. Identifies resources required for each task. The SharePoint Analyst Lead is responsible for leading the functional and analytical aspects of the SharePoint Online (SPO) environment within the DOD365-J tenant. This role bridges the gap between business users, mission partners, and technical teams by analyzing user requirements, optimizing collaboration solutions, and ensuring operational continuity across SharePoint and integrated Microsoft platforms such as Power Automate, Power Apps, Power BI, and Dataverse. The SharePoint Analyst Lead supports modernization and migration efforts away from deprecated SharePoint features, provides Tier 2 and Tier 3 operational support, and ensures functional solutions comply with DISA and DoD policies. The position involves direct engagement with customers, developing and maintaining workflows, lists, and libraries, and driving user adoption of secure and efficient modern collaboration tools. Responsibilities Include:
- Analyze user and mission partner requirements to determine functional and cross-functional SharePoint needs.
- Translate business requirements into functional site designs, workflows, and list/library structures within the modern SharePoint Online environment.
- Support the migration from deprecated SharePoint features (e.g., InfoPath, Classic Workflows, custom scripting) to modern SPO alternatives such as SPFx and the Power Platform (Power Automate, Power Apps, Power BI, Power Pages).
- Identify opportunities to leverage Microsoft's low-code/no-code tools to replace legacy processes and reduce reliance on custom applications.
- Document functional requirements, process flows, and configuration details to support governance, sustainment, and knowledge transfer.
- Ensure staffing aligns with customer requirements and that qualified personnel with appropriate clearances are assigned.
- Foster a culture of accountability, collaboration, and continuous improvement within the program team.
- Lead Tier 2 and Tier 3 functional support for SharePoint and Dynamics CRM service requests, incidents, and user inquiries (averaging ~90 tickets per month).
- Execute out-of-the-box customizations and configuration changes to support user needs, business intelligence dashboards, and workflow automation.
- Categorize service requests as Tier 2 support, new project work, or escalation candidates, and route accordingly.
- Manage ticket queue and ensure all tickets are assigned, acknowledged, and updated in compliance with SLAs.
- Communicate status updates to customers weekly (service requests) or every two business days (incidents) until closure.
- Resolve tickets within SLA timeframes and document all resolutions and lessons learned for inclusion in the knowledge base.
- Coordinate with the DISA J6 Tier I Service Desk, DEOS support teams, and higher-tier engineers when technical escalation is required.
- Maintain and update the list of all SharePoint site owners and points of contact (POCs) to ensure proper permissions management and accountability.
- Support performance monitoring of the SPO environment and assist in tracking metrics related to system availability, uptime, and user satisfaction.
- Participate in performance improvement initiatives, identifying functional or configuration-related bottlenecks and recommending corrective actions.
- Contribute to weekly and monthly reports with updates on service tickets, incidents, SLAs, and functional health metrics.
- Remediate functional-level IAVA findings in collaboration with security and architectural teams (e.g., addressing deprecated workflows or permissions risks).
- Collaborate with monitoring and operations teams to interpret system alerts related to SharePoint availability and proactively prevent downtime.
- Participate in meetings and reviews related to system performance, modernization initiatives, and process optimization.
- Promote adoption of modern SharePoint features, encouraging secure and efficient collaboration practices across the organization.
- Document and share best practices, standard operating procedures (SOPs), and configuration guides to support consistency and compliance.
- Act as the primary functional liaison between the business users, technical engineering teams, and governance stakeholders.
Required Skills, Qualifications and Experience:
- Education/Experience: BA/BS in a technical or managerial discipline.
- Citizenship and Clearance:
- US Citizenship is required.
- Must have and maintain a current DoD Secret clearance.
- Experience: 5+ years of progressive experience in SharePoint functional analysis, administration, or solution delivery (with at least 2 years in SharePoint Online or DOD365-J environment).
- Demonstrated experience supporting end-users and mission partners with SharePoint configuration, Power Platform tools, and workflow development.

This position will lead all the on-site activities required throughout the construction process to successfully deliver a project on time and within budget. This CQM role requires working on an active Military Installation and requires working on-site. You must be able to get base access approval.
Essential Duties and Responsibilities
- The QC Manager shall be responsible for the overall management of the CQC system.
- Schedule and coordinate all sampling, testing, and inspection of work.
- Maintain complete and current records of material and equipment submittals.
- Perform the Three Phases of Control to assure conformance of materials, installation and workmanship with the Contract documents.
- Gather, coordinate and prepare to submit final project closeout documents including but not be limited to: Operation and Maintenance (O&M) manuals, Installed Property data, Transfer Property data, User Training records, Final Test Log and Final Test Reports, Final Inspection Reports, Final Submittal Register, Warranties, Warranty Tags, Warranty Management Plan, and other closeout data/documents listed in the specifications
- Prepare, submit and file daily CQC reports with supporting attachments
- Inspect the work in progress on a daily basis.
- Coordinate identification and correction of work deficiency (rework) items.
- Schedule, supervise and coordinate CQC Specialists in the areas of civil, architectural, structural, plumbing, mechanical, electrical and environmental work - gathering inspection reports for submission and file
- Prepare punch list for buildings prior to turn over. QC Manager shall also verify that all items on punch list have been corrected prior to customer pre-final inspection. QC Manager shall be present during Final acceptance inspection.
Qualification Requirements
