Position Summary
The ME/IE Manager serves as the site technology leader for manufacturing processes and systems, driving superior performance and operational efficiency. This role supports business development with current and potential customers, while developing and implementing site and global ME/IE strategies. The Manager leads a team of engineers to define and implement complete manufacturing processes, ensuring optimal utilization of equipment, production methods, layouts, personnel, and material flow.
Key Responsibilities
Leadership & People Management
- Recruit, interview, and hire Industrial, Manufacturing, Process, and Project Engineers.

Cost & Forecast Management
- Identify opportunities to reduce costs through process optimization and elimination of non‐value‐added activities.

- Prepare accurate forecasts for headcount, resources, and departmental needs.
Technical & Process Management
- Drive continuous improvement through metrics, data analysis, and Lean principles.
- Ensure procedures and work instructions are efficient, effective, and non‐redundant.
- Lead equipment evaluations and ensure compliance with global site requirements.
- Support design teams with Design for Manufacturability (DFM) initiatives.
- Implement best practices across facilities to ensure consistency and efficiency.
- Provide exceptional customer support, resolving issues quickly and effectively.
- Lead by example, supporting product launches and rehabilitating troubled workcells when needed.
Qualifications
- Bachelor's degree preferred.
- 3–5 years of experience in electronics manufacturing industry.
- 2–3 years of supervisory or leadership experience.
- Extensive knowledge of Manufacturing and Industrial Engineering philosophies and processes.
- Proven track record in leadership, communication, process development, and change management.
- Experience with Lean Manufacturing and continuous improvement methodologies.

PRIMARY PURPOSE:
The Senior Commercial Process Engineer – Compounding/Blending (Formulating) is responsible for the development, continuous improvement, optimization, and technical support of manufacturing processes for pharmaceutical products, ensuring compliance with current Good Manufacturing Practices (cGMP). Key responsibilities include the hands-on leading technology of transfers, troubleshooting deviations, performing process validation, and collaborating with cross-functional teams to enhance product quality, efficiency, and safety throughout the product lifecycle. This role will be an integral member of the team that develops and brings new products to market, as well as drive process improvement for current products.
MAJOR DUTIES AND RESPONSIBILITIES:
Process Improvement & Optimization:
- Analyze commercial process monitoring data to identify trends, conduct technical investigations, and implement engineering solutions to improve yield, quality, and efficiency.
Technology Transfer:
- Directly lead or support the transfer of new products and processes from R&D or other sites to commercial manufacturing, including conducting gap analyses and risk assessments.
Validation & Documentation:
- Author and execute validation protocols for process validation, cleaning validation, and equipment qualification. Develop and maintain essential technical documentation, including user requirements, SOPs, and reports.
Troubleshooting & Deviation Management:
- Investigate technical issues, lead Root Cause Analyses, and support the implementation of corrective and preventative actions (CAPAs) for deviations.
Cross-Functional Collaboration:
- Work with Quality, Manufacturing, R&D, and Project Management teams to achieve project objectives and ensure successful process implementation.
Compliance & Regulatory Support:
- Ensure all manufacturing activities adhere to regulatory requirements and GMP standards. Participate in internal and external audits and inspections.
Equipment & Engineering Support:
- Define user requirements for new process equipment and participate in Factory/Site Acceptance Testing (FAT/SAT) and commissioning for new systems.
QUALIFICATION:
Engineering Expertise:
- A degree in chemical engineering, biomedical engineering, or a related field.
- Familiarity with compounding and processing liquids, creams, ointments, emulsions and aerosols.
Technical Skills:
- Proficient in statistical tools (e.g., JMP, Minitab) and data analysis, with strong technical writing and presentation skills.
Regulatory Knowledge:
- Thorough understanding of GMP and other relevant pharmaceutical manufacturing regulations.
Problem-Solving:
- Ability to conduct technical investigations and lead problem-solving initiatives to resolve complex manufacturing issues while operating within project completion deadlines.
Communication & Collaboration:
- Strong communication, interpersonal, and collaboration skills to work effectively in cross-functional teams.
Lean/Six Sigma:
- Familiarity with Lean or Six Sigma methodologies for driving continuous improvement.
- Black Belt Certification a plus
CRITICAL SKILLS AND ABILITIES:
- Demonstrated ability for independent work, thought, and analysis.
- Ability to coordinate with internal groups as needed to achieve desired goals and deliverables (Manufacturing, Engineering, Supply chain, QA, QC, R&D, Project Management, etc.).
- Exceptional time management and multi-tasking skills.
- Be able to explain technically complex theories to all levels of the organization effectively.
- Excellent written and verbal communication skills with expertise in good documentation practices.
- Ability to perform statistical analysis of data and interpretation of data.

How Will You Make An Impact?
This position will help build out and oversee Jabil’s contingent workforce program, ensuring compliance, optimizing supplier performance, and driving continuous improvement. It aligns contingent labor workforce in operations with strategic business objectives.
Location:
This role will be based on-site at our St. Petersburg, FL Corporate Headquarters.
What Will You Do?
Relationship Management:
- Serve as the primary client-side owner of the contingent workforce program, partnering closely with the MSP to manage day-to-day activities and long-term strategy.
- Build and maintain professional relationships with Jabil sponsors and stakeholders.
- Collaborate with HR, Procurement, Finance, Legal, and business leaders to ensure program alignment with organizational goals.
- Execute and deliver during governance committee meetings and project plans.
- Develop and maintain strategic supplier relationships.
- Represent operational and functional stakeholders of the VMS, ensuring it supports business needs and enabling effective partnerships among MSP, suppliers, and hiring managers.
- Standardize policies and processes across all supported sites within the region.
- Lead cross‑site efforts to streamline MSP engagement, onboarding procedures, process & system training, and supplier performance.
Service Delivery:
- Ensure Jabil’s needs and performance requirements are met through efficient and effective management of MSP.
- Respond to and resolve program issues (supplier, workforce, processes, reporting) if escalated beyond the MSP.
- Ensure compliance with Jabil’s procurement and HR policies, guidelines, and processes.
- Forecast demand for operational resources based on program trends to support ongoing client business requirements.
- Partner with hiring managers to ensure they understand policies, processes, and best practices when engaging contingent workers.
- Participate in Workforce planning.
- Advise and inform MSP on Jabil’s initiatives affecting Contingent Labor.
- Collaborate with key stakeholders on VMS configuration, enhancements, and reporting to ensure accurate data, workflow optimization, and program visibility.
- Partner with IT, MSP, and suppliers to troubleshoot VMS issues, implement updates, and maintain data integrity.
- Provide guidance and support when exceptions, issues, or escalations arise across different locations.
- Ensure MSP champions understand and meet operational expectations and performance standards at each site.
- Track and analyze key operational metrics—including fill rates, time‑to‑start, turnover, overtime usage, and workforce productivity—to support data-driven decision-making.
Supplier Management:
- Develop strategic relationships with executive supplier stakeholders.
- Consult with MSP on supplier rationalization and maintenance strategies; including scorecards and reviews.
- Support contract negotiations, as necessary.
- Use VMS analytics to evaluate supplier performance, ensure adherence to SLAs, and drive continuous improvement in sourcing outcomes.
How Will You Get Here?
Education:
- Bachelor's degree in Human Resources, Finance, Business Administration or related field.
Experience:
- At least 7+ years of professional experience, including 3-5+ years in contingent labor management and workforce planning, workforce analytics, and/or HR analytics for a large organization on a corporate scale.
- Experience with building out this type of program from the ground up, or working alongside someone who has - developing workforce forecasts, capacity models, and scenario analyses aligned to business strategy.
- Or an equivalent combination of education, experience, and/or training.
Knowledge, Skills, Abilities:
- Exposure working with a Vendor Management System (Workday Vndly preferred).
- Former staffing agency and/or recruiting exposure, preferred.
- Exposure with contracts and SOW preferred.
- Proven success managing vendor relationships and performance.
- Strong relationship-building and communication skills.
- Ability to manage complex data sets and pivot tables.
- Exposure in global client management is a plus.
- Proven success managing significant expenditure under management.
- Strong understanding of VMS reporting, workflow design, and system capabilities.
- Strong analytical and problem-solving skills with advanced Excel proficiency; experience with Power BI or Tableau preferred.
- Ability to translate complex workforce data into actionable insights for senior leadership.
- Certified Contingent Workforce Professional (CCWP) required or to be attained within an agreed-upon time.
