The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor.

Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC's non-member towns .

JOB SUMMARY This is highly responsible professional geographic information systems analysis, digital database analysis and administration work involving the maintenance of software and hardware of a computerized digital database.

Work involves responsibility for effective and efficient maintenance of a geographic information system.

Duties include development and implementation of upgrades to system components, providing support to project engineers and outreach staff, map creation, data creation, data analysis, data management, and database development.

This position also has the responsibility for making difficult geographic information system quality control and assurance decisions.

This work requires that the employee have knowledge, skill and ability in computer platforms, Windows operating systems, or comparable, automated mapping and facilities management software.

SUPERVISION RECEIVED Works under the general supervision of the Director of Information Technology or other appropriate staff.

MINIMUM QUALIFICATIONS A bachelor's degree from a recognized college or university in geography, geographic information systems, or a related field plus two (2) years of progressively responsible experience in geographic information system hardware and software operations and maintenance and at least some experience with a Windows, or comparable, operating system.

SPECIAL REQUIREMENTS Must have a valid driver's license.

KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of geographic information systems and cartographic principles and practices.

Knowledge of Structured Query Language (SQL), system programming, and database administration.

Knowledge of public administration principles and practices as applied to work unit reporting and routing administrative procedures.

Knowledge of cartography, geodesy and photogrammetry as related to digital databases.

Ability in oral and written communications.

Ability to administer policies and procedures including planning, routine decision-making, and report development and writing.

Ability to establish and maintain effective working relationships with coworkers, consultants, vendors, town officials, other utilities, and other governmental agencies.

Coordinates the technical needs of other user groups both inside and outside the District and programs and administers the network hardware and software.

Provides technical support to internal staff.

Creates maps showing project extents, extent/progress of projects, and other ad hoc maps as requested.

Performs special assignments, as directed.

Researches and develops new programs to improve system management and efficiency.

Position Summary: The Financial Controller is a key member of the finance team, responsible for overseeing all accounting operations and ensuring the integrity of financial reporting. This role manages the Staff Accountant and Financial Analyst and works closely with the CFO to support strategic financial planning, compliance, and operational efficiency.

Key Responsibilities:

Oversee all accounting functions, including payroll, accounts payable (AP), and accounts receivable (AR).
Supervise and support the Staff Accountant and Financial Analyst in daily operations and professional development.
Maintain and monitor internal financial controls to safeguard assets and ensure compliance with GAAP and organizational policies.
Manage monthly, quarterly, and annual financial closings; prepare accurate and timely financial statements.
Build the detailed organizational budget in collaboration with the CFO and Financial Analyst.
Manage the annual audit process, including coordination with external auditors and review of audited financial statements and IRS Form 990.
Prepare and post general journal entries, as well as post AP, AR, and payroll journals.
Actively manage organizational cash flow to ensure liquidity and financial stability, including monitoring accounts receivable and following up on aged items to support timely collections.
Perform positive pay uploads and monitor daily bank activity to detect and prevent fraudulent transactions.
Review and ensure the accuracy of program financial reports and funder submissions in accordance with contract requirements.
Price commercial, state, and federal projects in alignment with funding guidelines and organizational goals.
Prepare the annual federal incurred cost submission and indirect cost rate schedule.
Review bank statements and reconciliations performed by G&A staff and periodically review balance sheet accounts for accuracy and completeness.
Support interdepartmental teams by providing financial insights to enhance forecasting accuracy and evaluate program financial performance.
In conjunction with the Executive Assistant, review and approve employee expense reports to ensure compliance with organizational policies.
Administer the organization’s 401(k) plan, including the annual Form 5500 filing.
Perform annual and periodic compliance reporting, including but not limited to: Workers’ compensation audit for the organization’s insurance carrier; Medical insurance census and survey; AIES Integrated Economic Survey; Payroll provider’s Medical Coverage Year-End Summary.
Serve as the administrator for the organization’s timekeeping and financial software systems, ensuring proper configuration, user access, and system integrity.

Education: Bachelor’s degree in accounting, finance, or related field (CPA or equivalent preferred).

Required Qualifications:

Proven experience in non-profit financial management and compliance.

We are on the lookout for a dynamic Senior Accountant or Fund Accountant to join our fast-paced Real Estate and Investment Management industry team. This is a permanent, hybrid role that combines the best of both worlds, where you will have the opportunity to work both remotely and in a traditional office setting. As a Senior Accountant, you will play a crucial role in maintaining and controlling Fund Accounting transactions of the organization, applying Generally Accepted Accounting Principles (GAAP) that includes analytical work and thorough review of financial records.

Job Details

Responsibilities
1. Support all aspects related to Fund Accounting
2. Perform month-end closing activities such as reconciliations and journal entries
3. Coordinate with finance team to complete assigned accounting tasks within deadlines
4. Generate client billing and conduct account reconciliation promptly and accurately
5. Evaluate computerized accounting systems and provide recommendations to IT team for performance improvements
6. Generate financial reports and statements to Managers for review
7. Analyze financial discrepancies and recommend effective resolutions
8. Monitor expenditures, analyze revenues and determine budget variances and report the same to management
9. Respond to accounting inquiries from management in a timely fashion
10. Assist in budget preparation and expense management activities for assigned accounts
11. Assist in auditing activities by providing necessary information and preparing requested documentations
12. Conduct periodical reviews for insurance, tax, VAT and other related compliance

Qualifications
1. Bachelor’s degree in Accounting, Finance or related field
2. Minimum 2+ years of experience in accounting or related field
3. Proficient in Word, Excel, Outlook, and PowerPoint
4. Deep knowledge of best practices in accounting and financial management
5. Familiarity with fund accounting, month-end close, reconciliations, payables coding, and foreign exchange calculations
6. Experience with Yardi or equivalent software is a must
7. Ability to work in a hybrid environment, both independently and as part of a team
8. Strong attention to detail with an aptitude for numbers
9. Excellent problem-solving, project management, and communication skills
10. Ability to manage multiple projects simultaneously while maintaining a firm grasp of individual project details
11. Ability to meet communicated schedules and deadlines
12. Adherence to laws and confidentiality guidelines
13. Professional certification such as CPA or CMA is a plus.
