Quality Control Manager (QCM)

Position Summary

The Quality Control Manager (QCM) is responsible for planning, implementing, and managing the Quality Control (QC) Program in accordance with contract requirements, applicable codes, and project specifications. The QCM ensures that all construction activities comply with the contract documents, safety regulations, and quality standards. This position is dedicated solely to quality control responsibilities and shall hold no other duties on the project.

The QCM must be an employee of the offeror at the time of contract award.

Minimum Qualifications & Experience Requirements

• Minimum 10 years of progressive experience in construction quality control and/or management.
• Experience must include roles such as:
• Inspector
• Superintendent
• QC Manager
• Project Manager
• Construction Manager
• Experience must be on similar size and type construction contracts, including major trades applicable to this contract.
• Demonstrated experience in:
• Hazard identification
• Safety compliance
• Construction quality management
• Thorough knowledge of OSHA requirements and construction safety regulations.
• Must possess a current certificate of completion for the
• United States Army Corps of Engineers Construction Quality Management (CQM) for Contractors Course.
• Certificate must be current (within 5 years of course completion).
• Copies of certifications must be provided at time of submission.

Roles & Responsibilities

The QCM shall perform duties in accordance with the contract documents and Section 01 43 00 – AOC-JOC IDIQ Quality Control Services Specification

Quality Control Program Management

• Develop, implement, and maintain the project-specific Quality Control Plan (QCP).
• Ensure all construction work complies with contract requirements, drawings, and specifications.
• Coordinate and conduct the Three-Phase Control System (Preparatory, Initial, and Follow-Up inspections).
• Maintain documentation of inspections, tests, deficiencies, and corrective actions.

Inspection & Compliance

• Conduct daily quality control inspections of all work activities.
• Verify that materials, equipment, and workmanship meet required standards.
• Ensure testing is performed in accordance with contract requirements.
• Maintain QC documentation, reports, and submittal logs.

Coordination & Communication

• Serve as the primary point of contact with the Government/Owner on quality-related matters.
• Attend project meetings as required.
• Coordinate with project management, subcontractors, and field staff to resolve quality issues.

Safety & Hazard Identification

• Ensure compliance with OSHA standards and applicable safety regulations.
• Identify potential hazards and ensure corrective measures are implemented.
• Support enforcement of jobsite safety practices in coordination with site safety personnel.

Documentation & Reporting

• Prepare and submit daily QC reports.
• Maintain deficiency logs and track corrective actions to completion.
• Provide copies of required certifications and training documentation.
• Maintain records in accordance with contract requirements.

Employment Requirements

• Must be a direct employee of the offeror at the time of contract award.
• This position is full-time and dedicated solely to Quality Control Manager responsibilities.
• The QCM shall not perform any other project duties.

Preferred Qualifications (if applicable)

• Degree in Construction Management, Engineering, or related field.
• Additional certifications in safety or quality management.
• Experience working on federal or USACE projects

Job Responsibilities:

The Director of Engineering Operations is responsible for overseeing the Operations engineering team’s work efforts including technical review and field commissioning of new construction, renovation projects, and significant system upgrades, as well as advanced technical troubleshooting of the Johns Hopkins Health System’s and School of Medicine’s healthcare, teaching and research facilities. This includes developing, implementing, and managing comprehensive plans from design review through construction, functional testing, operational handover, and post-project troubleshooting. The Director ensures that all building systems, including but not limited to HVAC, electrical, plumbing, medical gas, fire suppression, and building automation systems, meet performance specifications, regulatory requirements (such as The Joint Commission, NFPA, AAALAC, etc.) and the operational needs of a mission critical and complex academic medical center environment.

The Director coordinates troubleshooting efforts for equipment and complex systems, working in close collaboration with the engineering teams' shops. The Director actively participates in developing sustainability initiatives focused on achieving institutional goals and works with the engineering teams for implementation. Formally participates in campus utility master planning efforts. This role requires extensive technical expertise, strong organizational skills, a collaborative spirit, and a comprehensive understanding of healthcare and research operations and compliance. Prepares staffing and budgetary plans and manages resources to achieve department goals. Performs general managerial duties such as supervising staff, planning, scheduling, budgeting, data analysis, reporting, and performing presentations. Coordinates training and other programs to develop and enhance individual technical and management skills and to ensure the retention and career advancement of employees in the department. The Director, Engineering Operations works in close collaboration with the Director, Engineering Design to ensure operational team experience informs the various JHHS standard specifications and future engineering design efforts. The Director, Engineering Operations, performs these responsibilities with minimal supervision of the Executive Director, JHHS Facilities Management.

Qualifications:

• Bachelor's degree in engineering or related field. Master’s degree preferred.
• 10 or more years including 7 or more years related work experience in a supervisory or managerial capacity.
• Professional Engineer (PE) preferred

While the intent of this role is largely a proactive outbound calling role, this person will also field inbound inquiries and requests from customers in the Datacenter space. Outbound contacts will be strategically focused on revenue growth and customer retention.

• Communicate effectively with upper management, team members and cross departmentally to support company accounts.
• Reporting sales pipeline management via CRM.
• Meet the daily goal of outbound calls and emails.
• Prospecting/validating new leads.
• Meeting/Exceeding assigned and personal sales goals/targets.

Qualifications

• Bachelor's degree or equivalent experience in Business
• 3+ years in inside sales or 6+ years in customer service.
• Battery, Charger and UPS product and service sales knowledge is preferred but not required.
• Electrical power equipment and previous demonstrated sales experience in a technical sales role is desired however not required.
• Knowledge of industry customers (i.e. end users, engineering firms, etc.) is a PLUS.

Responsibilities

• Develop creative technical solutions to Innovation challenges and design and execute the necessary experimental plans for technology development projects or new product development. Independently perform detailed analysis of experimental results. Demonstrate expert formulation capability, advanced problem-solving in complex projects, identification of bottlenecks, and innovative strategies.
• Demonstrate detailed conceptual and operational knowledge of analytical and material characterization technique capabilities, generate high quality data, and perform detailed analysis of the data generated.

Requirements / Qualifications

• A Ph.D. in Chemistry, Chemical Engineering, Materials Science, Polymer Science, or a related field.
• 0–2 years post‑PhD, no prior industry experience required.
• Advanced knowledge of scientific principles, product development, and manufacturing processes.
• Expertise in designing and conducting experiments, data analysis, and interpreting scientific results.
• Proficiency in using general scientific software, data analysis tools, and laboratory equipment.
• Experience in managing large data sets along with implementation and use of Artificial Intelligence agents to solve Chemistry, Materials Science, or Chemical Engineering problems.
• A passion for learning, chemistry, and material sciences.

Pay Range

• $95,000 to $125,000 per year.

About the Role

Facility Engineering Services (FES) is seeking an experienced Project Manager to lead and deliver Building Automation System (BAS) and Direct Digital Control (DDC) projects from planning through closeout.

This role requires a mix of organizational leadership, technical understanding, and client communication. The ideal candidate thrives in a fast-paced environment, can manage multiple projects simultaneously, and ensures every installation meets FES standards for quality, schedule, and financial performance.

Key Responsibilities

• Plan and manage BAS/DDC installations, including scheduling, budgeting, and resource allocation for concurrent projects.
• Collaborate with Business Development to understand customer goals, operational challenges, and project expectations.
• Coordinate with the Engineering Department, providing feedback on design intent, constructability, and field implementation.
• Execute projects efficiently, maintaining customer satisfaction and alignment with project scope.
• Generate and manage RFIs to resolve project-specific questions and ensure technical clarity.
• Identify and document change order opportunities for scope additions or modifications.
• Work closely with engineering and field teams to maintain quality control, job pace, manpower allocation, and material readiness.
• Review job cost reports to ensure manpower and budgets are aligned with project cash flow.
• Support monthly billing, forecasting, and project reporting by providing progress updates and field insights.
• Liaise between field and office teams to enhance communication, resolve issues, and maintain project momentum.
• Provide technical and logistical support for field personnel throughout project execution.
• Build and maintain strong customer and subcontractor relationships vital to successful project completion.
• Oversee project closeout and identify future business opportunities with existing clients.
• Maintain positive cash flow and profitability across assigned projects.
• Develop a working knowledge of each project’s contract documents and specifications.
• Occasional travel to job sites may be required.

Qualifications

• Minimum 3+ years of project management experience in Building Automation, DDC, or HVAC controls.
• Proven ability to manage multiple projects simultaneously while maintaining accuracy and attention to detail.
• Strong written and verbal communication and leadership skills.
• Proficiency in reading and interpreting mechanical drawings, controls submittals, and project manuals.
• Familiarity with project scheduling, cost tracking, and forecasting tools.
• Ability to collaborate effectively with engineers, field technicians, subcontractors, and customers.
• Demonstrated success in maintaining budget control, timelines, and customer satisfaction.

Preferred Experience

• Background in Schneider Electric, Delta Controls, or Niagara-based BAS platforms.
• Technical understanding of BACnet, Modbus, or IP-based control networks.
• Experience working in healthcare, commercial, or institutional environments.
• PMP or equivalent project management certification (a plus).
