Responsibilities
In this role as Senior Mechanical Engineer, it will be focused on facility assessments for the New York State Office of General Services facility assessment program. The ideal candidate will have extensive experience evaluating facilities and preparing reports to support strategic decision-making and resource allocations. Additional responsibilities will include:
- Conduct comprehensive assessments of facilities for NYS OGS portfolio of buildings, adhering to established protocols and standards
- Collaborate with project stakeholders to define assessment criteria and objectives aligned with mission of LiRo-Hill and NYS OGS
- Utilize industry leading methodologies and tools to gather, analyze, and present assessment data effectively
- Develop detailed Improvement Plans that effectively prioritize facility upgrades and renovations based on assessment data and program priorities
- Engage with interdisciplinary teams to integrate assessment results into conceptual design for cost estimation and scheduling team members
- Provide technical expertise and guidance to support the program
Qualifications
- Bachelor’s Degree or Master’s Degree in Mechanical Engineering
- Licenced PE with significant experience in facility assessments
- 10-15 years of industry experience
- Proven track record of managing assessments for public agencies or governmental organizations
- Familiarity with NYS OGS procedures a significant plus
- Strong knowledge of building systems and construction methodologies, with experience evaluating diverse facility types
- Excellent communication skills with the ability to convey technical information clearly to diverse audiences
- A detailed-oriented mindset committed to accuracy and precision in assessment methodologies and reporting
- Knowledge of Uniformat Group II classifications system a plus

Responsibilities
- Ability to lead a wide range of civil engineering analysis and design tasks related to: roadway design, zoning analysis, site plan preparation, site storm-water management, utility planning and layout, transportation planning/design, parking analysis and layout, vehicle maneuvering analysis, pavement and grading design, and site utility replacement.
- Lead coordination and presentation of submissions with local municipalities, utilities, environmental agencies, and town/county planning boards. Perform site investigations to observe and document existing conditions.Complete and review design calculations; assist in the preparation of drawings, specifications, and bid packages.Supervise the development of project plans, design calculations, specifications and lead the coordination with other design disciplines as required to deliver high quality engineering services.Provide responses and solutions to issues during the construction administration phase of projects.Utilize a broad assortment of technical and project management skills on projects that range from small site restorations to large scale new construction. Pro-actively engage with existing clients and pursue new clients to support growth of the business in the region across LiRo’s service lines.Lead the preparation of technical content for proposals for civil engineering services.Attend industry and business development functions as a representative of the firm.Supervise, mentor, and develop local engineering staff.Perform monthly and quarterly updates of project financials and revenue projections.
Qualifications
- Bachelor of Science in Civil Engineering12+ years of progressive experience in Site and Civil Engineering NY PE requiredExperience in working with various NYS county DOT/DPW/Highway Departments, NYSDOT, and/or other large, local municipalities. Our Resident Engineer Inspection division has a need for on-site NICET Inspectors for major NYSDOT highway & bridge projects.
Qualifications
• Qualified candidates will have a minimum of 5 years of highway and/or bridge inspection experience.
• Must be NICET Level II, III, IV or registered PE
• Recent NYSDOT and/or Thruway project experience required.
• Proficient with Site Manager.
• ATSSA and ACI certification(s) a plus.
• Association for Materials Protection and Performance (AMPP, formerly NACE & SSPC) Certification(s) a plus.
• Formal training in Work Zone Traffic Control (WZTC) a plus.
• NorthEast Transportation Technician Certification Program (NETTCP) - Soils and Aggregate Inspector Certification a plus.
• Authorized to work in the United States and maintains current Driver’s License.
