Description Summary:
The Chief Heavy Civil Estimator is responsible for leading the company’s heavy civil estimating strategy, execution, and team development across all offices. This role will oversee a group of estimators operating from a centralized estimating location and will support bids for projects throughout the company’s footprint.
This position is a key leadership role in expanding the company’s heavy civil capabilities into new and existing markets including dams and water resource infrastructure, mass grading, mining support infrastructure, underground utilities, pipelines, and large-scale site development. The Chief Heavy Civil Estimator will produce accurate, complete, and competitive estimates and will build repeatable estimating systems that drive profitable growth.
Essential Duties and Responsibilities for Civil Estimator:
- Lead and manage a team of estimators responsible for heavy civil bids across all offices.
- Assign estimating responsibilities, coordinate workloads, and ensure bid schedules are met.
- Develop and mentor estimating staff through coaching, training, and performance feedback.
- Establish clear estimating workflows, standards, review processes, and deliverables.
- Lead preparation of competitive and complete estimates for heavy civil and large development pursuits.
- Perform detailed quantity takeoffs, pricing, labor and equipment productions, and bid-leveling.
- Develop pricing strategies and collaborate with leadership to determine bid markups, general conditions, contingency, and schedule impacts.
- Coordinate bid reviews and executive-level presentations prior to submission.
- Support expansion into new heavy civil markets and project types including:
- Dams / levees / water infrastructure
- Mass grading / earthwork
- Mining and mine infrastructure
- Wet and dry utilities
- Pipeline – Water/Sewer/Oil/Gas
- Large developments and site infrastructure
- Build estimating models, assemblies, means-and-methods assumptions, and productivity benchmarks for emerging work types.
- Identify equipment needs, subcontractor requirements, and labor production assumptions to support new civil capabilities.
- Ensure all estimates include complete scope coverage, clear assumptions, and appropriate risk allocation.
- Identify project risks and opportunities including logistics, access, production constraints, seasonal impacts, and design ambiguities.
- Support constructability reviews and sequencing concepts that align with execution strategies.
- Ensure the bid complies with owner requirements, bid forms, and proposal instructions.
- Solicit subcontractor pricing and scope input for specialty work (dewatering, drilling, blasting, shoring, etc.).
- Evaluate subcontractor quotes for completeness and accuracy; manage bid leveling and scope alignment.
- Assist in development of strategic partnerships for emerging markets and scopes.
- Maintain and improve a heavy civil cost database including labor, equipment, materials, trucking, and subcontractor benchmarks.
- Track estimate performance and contribute to lessons learned based on job cost results and field feedback.
- Coordinate with operations, project management, and field leadership to validate means/methods and production assumptions.
- Participate in turnover meetings and support transition from bid to execution.
- Assist operations in early project planning, budgeting, and buyout strategy as needed.
Knowledge & Skills:
- Minimum of 10 years of experience as a Civil Construction Estimator
- Proven experience leading estimating efforts on complex heavy civil projects
- Demonstrated success managing or mentoring estimators and leading bid teams.
- Strong understanding of:
- Heavy civil means and methods
- Equipment spreads and production rates
- Construction scheduling impacts
- Labor, trucking, and material pricing models
- Risk management and bid strategy

Radius Recycling is currently hiring an Environmental Manager in Tacoma, Washington! The EM reports directly to the Sr. Environmental Manager and is responsible for implementation of company policies and procedural plans related to all environmental media, including air, stormwater, groundwater, solid, and/or hazardous waste. The EM maintains regional facilities in compliance with all applicable federal, state, and local environmental laws, standards, and permits; and has responsibility for maintaining facility compliance with applicable environmental permit conditions.
This position has direct responsibility for conducting on-site fieldwork associated with sampling, monitoring, observing, and recording environmental data; and preparing reports, records, and plans required by regulatory permit, plan, or agreement. The EM assists in the overall planning, design, installation, and operation of pollution control equipment and associated metering and/or measuring devices. The EM delivers training programs and provides other advice to management on practical and necessary steps to prevent or abate pollution arising from operations and maintain compliance with regulatory requirements contained within a variety of environmental permits, plans and policies. The EM provides first line immediate environmental emergency responses to incidents, spills, releases, and accidents. The EM provides appropriate notifications to management and appropriate regulatory agencies and assists with site investigations and Remediation projects related to due diligence activities and other identified environmental issues.
This position operates within flexible parameters. The primary goal of this position is to achieve excellence in all facets of environmental management, while providing the highest quality product safely, effectively, efficiently and in compliance with all applicable regulatory Requirements. The EM seeks to decrease the frequency of incidents and errors, compliance deviations and increase profits.
Essential Functions
- Ensures all Company Environmental standards are strictly adhered to.
- Monitors capital projects and provides recommendations for improving environmental controls.
- Encourages reporting of environmental control violations.
- Assists in conducting appropriate training for site personnel as required by local, state, and federal regulations.
- Assists in development and implementation of environmental procedures for all sites.
- Monitors pending legislative and regulatory actions to evaluate the potential impact on operations and develops appropriate response plans to prepare for and ensure compliance.
- Helps provide a safe environment for all employees, customers, and visitors.
- Environmental Management Systems (EMS)
- Ensures all EMS clauses and Requirements are maintained for all ISO 14001:2015 certified sites or those sites that are undergoing EMS implementation and certification.
- Participates in EMS implementation activities at assigned sites and attends all Stage II audits and report outs.
- Participates in the EMS internal auditor program and completes auditor training with 6 months of obtaining the EM role.
- Operational Performance & Best Management Practices
- Spends approximately 50% of time in the field to assist operations staff and other EMs in driving continuous improvement related to environmental compliance programs.
- Prepares and maintains environmental records and reports.
- Ensures investigations and incident analyses are completed to implement necessary corrective actions.
- Assists as requested, in the planning, review and oversight of Remedial actions involving multiple media under various federal, state, and local jurisdictions. Includes developing appropriate work scopes, requesting, and reviewing proposals, selecting consultants & contractors, establishing budgets for management approval, scheduling work in coordination with operations, managing activities to maintain budget and schedule, reporting status and end results to management and regulatory agencies, as necessary.
- Assists in efforts to achieve specific waste reduction/minimization at regional locations.
- Collects, evaluates, and disseminates pertinent information relating to environmental compliance Requirements and maintains appropriate reference files.
- Advises regional management and operating managers concerning the organization's environmental objectives and assists in determining and implementing corrective actions to ensure consistency in company regulatory compliance efforts.
- Recommends changes in procedures, design, or equipment when necessary.
- Represents the organization occasionally at public and/or private discussions including technical forums, regulatory hearings, legal actions, or other public meetings.
- Maintains relationships with outside associations concerned with environmental protection, regulatory officials, and local politicians.
- Assists, as requested, in efforts to develop, plan, and manage environmental investigations associated with past operations and sites being evaluated for acquisition or sale.
- Provides oversight and management of work performed by various consultants and contractors, as well as coordination with both in-house and outside legal counsel.
- Plans, conducts, and/or supervises consultants completing environmental research or other project assignments.
- Performs other related duties as assigned by their assigned Senior EM or environmental operations management.
- Equipment & Maintenance
- Ensures construction plans are reviewed to determine that pollution control considerations are adequate and provides technical supervision for construction and installation of pollution control equipment.
Supervisory Responsibility
Occasional or routine supervisory responsibility for environmental employees designated as the Environmental Technicians, Environmental Systems Control Operators (ESCO), and/or Environmental Analyst. Position includes routine management of engineering contractors, environmental consultants, and other contractors. Supervision of pollution abatement equipment operators may be required as well.
Job Conditions
Office and active field working environment including collection of samples for testing, general information gathering, and project management at various locations. It is necessary to be able to walk/climb in active industrial yards with uneven surfaces and to out-of-the-way areas. Must be comfortable with heights. Occasional exposure to inclement weather conditions and travel is required. Increased time spent involved in environmental issues at sites owned/operated by joint ventures and/or sister companies. Regional and domestic travel required. Position may have to respond to urgent situations on off hours and/or weekends and holidays.
Physical Activities Required To Perform Essential Functions

Qualifications
Bachelor’s degree with preference for engineering or science background including environmental science, chemistry, geology, or biology. Minimum of four to seven years’ experience with environmental regulations, sampling, testing of air, water, soil, hazardous waste, and other materials. This position requires possession of a valid driver’s license and the ability to drive an automobile.
Preference for person trained or certified in hazardous materials management, hazardous waste handling, site clean-up operations, and/or emergency response. Knowledge of local, state, and federal environmental programs and regulations with approved sampling techniques and procedures. Strong analytical, interpersonal, written, and oral communication skills required. Proficiency with Microsoft Office Suite, environmental management systems, and environmental testing or analytical equipment. Ability to apply principles of logical or scientific thinking to define problems; collect data; establish facts; draw valid conclusions in controlled situations; and read and understand engineering plans and specifications.

Use templates and jigs to properly position parts for subsequent finishing operations, including reaming, countersinking, and cold work.
Scribe tooling locations and reference lines as specified in engineering drawings and specifications.
Diagnose and correct any detected discrepancies in parts and processes.
Check finished parts to ensure they meet quality requirements and specifications using precision measuring instruments (e.g., micrometers, trammels, probes).
Use hand and power tools, including air motors, reamers, and cold-work guns, to perform finishing duties on machined parts.
Operate ground-controlled handling equipment to load, unload, and move parts within the shop.
Perform rework as required, including filing, scraping, sanding, grinding, and hand finishing to meet gauge tolerances.
Locate points and holes from established reference lines or index points using prints, templates, and work orders.
Perform visual and functional checks on tools and accessories, making necessary adjustments and ensuring they are in good condition.
Access workload using online computer systems and assign work based on priority or Team Leader direction.
Review Work Order (W/O) to determine work requirements and ensure prior operations are complete.

- Determine machine setup by reviewing work orders, tooling usage instructions, and die setup charts, making adjustments as required.
- Load and secure dies into the press, checking for defects and torquing as necessary.
- Examine tools, dies, and fixtures for damage, separating them using appropriate handling procedures.
- Set up press cycle programs using control panels or manual switches to adjust height, stroke, pressure, and cycle time.
- Develop patterns when necessary, cutting and tailoring materials like fiberglass and graphite to die requirements.
- Perform pull-outs on various types of metal and alloy tubes using a hydraulic tube pull-out machine.
- Verify that materials are free from burrs and debris, using hand deburring tools and denatured alcohol prior to forming operations.
- Consult with Team Lead and other personnel (e.g., engineering, planning, inspection) on process or job-related issues as required.
- Maintain a written tie-in book or electronic communication to coordinate with other shifts and dispose of hazardous materials in an approved manner.

Basic Qualifications:
3+ years of experience reading and interpreting engineering drawings and specifications (e.g., blueprint/schematic reading, specification, change, design).
3+ years of experience in setting and using precision measuring tools and equipment such as micrometers, calipers, and/or dial indicators.
1+ years of experience calibrating and/or using coordinate measurement machines, laser trackers, and/or optical measurement devices.
Experience as a Quality Inspector.
Experience working with Microsoft Office (Excel, Word, PowerPoint).
Ability to walk constantly throughout the workday; stand 6-8 hours per day; climb or work from stairs/steps up to 8 hours per day; climb ladders; bend and twist frequently up to six hours per day; squat and kneel.
Ability to complete Fall Protection Training.

Position Responsibilities:
- Install, maintain, troubleshoot, repair, and rework electronic and associated electrical systems of precision machine tools and other manufacturing equipment, ensuring compliance with original equipment manufacturer specifications.
- Troubleshoot communication protocols to facilitate the transmission and receipt of information between various machine tool and production systems.
- Utilize open computing architecture to diagnose issues in integrated machine tool and production systems, determining appropriate repair actions.
- Write and edit programs to support maintenance activities, including alignments and ballbars, using knowledge of high-level programming languages.
- Develop test programs and loops to troubleshoot equipment movement for repeatability and accuracy.
- Comply with all Federal, State, and Company regulations while performing duties.
- Collaborate with other crafts to assist in troubleshooting outside the central control system as needed.
- Diagnose malfunctions in systems and components, determining corrective actions to restore optimal operating efficiency.
- Communicate relevant information to succeeding shifts using management-approved methods.
- Work with lower-classification employees on maintenance, installation, repair, retrofit, modification, calibration, adjustment, and testing of precision machine tools and subsystems.

- Ensure system configurations comply with FAA and accreditation requirements.
