Essential Duties & Responsibilities Project Execution Support: Aid the Government during all phases of project execution, including requirements elicitation, planning, scheduling, estimating, tracking, and reporting of status throughout all development and operational phases of projects.

Task Coordination and Management: Assist in the coordination, planning, monitoring, controlling, and reporting of individual project tasks and sub-tasks, as well as manage the entire portfolio of applications supported.

Software and Application Development: Engage in project work that includes the development, modification, or creation of new software and/or web and data-based applications.

This support may encompass any area of the software and system development lifecycle, including but not limited to the implementation of COTS and/or custom systems, legacy migration, integration, and interfacing with other systems for standalone, client-server, web, or portal-based systems.

Proactive Software Identification: Proactively identify existing software that can be adapted to support EAP programs and goals.

This process includes evaluating, selecting, acquiring, and installing existing software packages.

Database Engineering and Support: Provide database engineering and support services as needed for current, legacy, and new system development.

This support may include elicitation of user data requirements, development of data and information models and architectures, implementation of data architecture in standard and customized systems, database administration, loading, migration, and documentation.

Application Design and Development: Design, code, and test new database-driven applications using Adobe, ColdFusion, Dreamweaver, Microsoft SharePoint, Microsoft SQL Server, Microsoft Access, Microsoft InfoPath, Photoshop, HTML, JavaScript, and Cascading Style Sheets.

Application Maintenance: Provide maintenance of existing applications by implementing enhancements or resolving software errors.

Ensure all security protocols and systems are in place and operational, and that databases operate in compliance with security and Department of State (DOS) requirements and regulations.

Responsibilities




  • Performs vehicle maintenance and repair duties including:

  • Performs standard vehicle maintenance

  • Performs preventive maintenance

  • Diagnoses complex mechanical and electronic problems utilizing diagnostic computer when applicable

  • Completes complex and detailed mechanical inspections & repairs with minimal supervision

  • Replaces defective components as instructed

  • Works unsupervised on most tasks

  • Performs facility maintenance duties

  • Interacts with customers/drivers to properly determine nature of complaint once assigned a task.

  • Utilizes key functions of Shop Management System and electronic documentation available.

  • Works in accordance with all federal/ provincial and corporate compliance guidelines (i.e., safety, DOT, MOT).

  • Acts as mentor for Tech 1 and Tech 2 levels.

  • Demonstrate the ability to access and use internal and external maintenance documents.

  • Other support duties as required to support operations. These could include but are not limited to Service Island support

  • SBTIII trained within 180 days (SBT220)

  • Complete 2 of the OEM On-Line diagnostic scan tool software courses as required by location fleet mi. (predominant OEM of fleet mix completed within 365days)

Job Description:

We are seeking a highly experienced Principal Consultant - Utility Cost of Service & Regulatory Finance Expert to join our team working remotely and provide our utility clients with expert level knowledge in cost of service and regulatory finance. This role is ideal for senior utility/energy executives and consulting professionals with at least 15 years of experience in utility regulatory work who are ready to take the next step in their consulting career. This individual will serve as a subject matter expert and expert witness in allocated cost of service studies, lead-lag analyses, cash working capital, and affiliate transaction rules. The ideal candidate will have a strong track record of regulatory testimony and deep expertise in utility finance and ratemaking principles.

*This is a remote role, but would require frequent travel to both client sites and Concentric office locations, up to 50%.

Key Responsibilities:

  • Lead and manage client projects, responsible for hitting deadlines, staffing projects, managing project teams, staying on budget and providing service excellence in all client deliverables.
  • Lead and conduct allocated cost of service studies for electric, gas, and water utilities.
  • Perform lead-lag studies to determine cash working capital requirements.
  • Analyze and advise on affiliate transaction rules, intercompany cost allocations, and compliance.
  • Prepare and deliver expert witness testimony before state and federal regulatory commissions.
  • Collaborate with clients to develop regulatory strategy and support rate case filings.
  • Develop deep and long-standing relationships with utility clients, contributing to business development and revenue generation efforts.
  • Mentor junior staff and contribute to internal knowledge development.
  • Stay current on regulatory trends, commission rulings, and industry best practices.

Qualifications:

  • Bachelor's Degree required. An MBA, Master's Degree or PhD in Economics, Finance, Accounting, Engineering, Math or related field preferred.
  • 15+ years of experience in utility regulation or consulting.
  • Demonstrated experience as an expert witness in regulatory proceedings.
  • Deep knowledge of cost allocation methodologies, ratemaking principles, and regulatory accounting.
  • Strong analytical, writing, and presentation skills.
  • Familiarity with regulatory environments across multiple jurisdictions is a plus.

Preferred Skills:

  • Proficiency in modeling tools (Excel, SAS, Python, or similar).
  • Ability to communicate complex financial concepts to technical and non-technical audiences.
  • Strong client relationship and project management skills.
