Job Title: HSE Advisor
Location: Adelanto, CA

Job Description:
General Information:
- This Company seeks a Health, Safety and Environment (HSE) Professional who will be responsible for sup-porting the site team during the construction phase of the project. The ideal candidate will have a degree in safety or related field, professional safety certification, construction site HSE and electrical safety experience, including in high voltage distribution environments.
Your Responsibilities:
- Coordinate with the project management teams to review HSE plans, and subcontractor qualifications.
- Act as the HSE point of contact between our subcontractors, client, and project team.
- Assist in the identification, analysis, and development of controls to eliminate or minimize occupational hazards at the project location.
- Provide advice, support, and training where necessary to management and workforce to achieve HSE objectives and maintain regulatory compliance.
- Facilitate and direct HSE best practices to ensure continuous improvement and to instill a world-class culture.
- Conduct site inspections to evaluate the effectiveness of HSE processes and assist in taking the necessary steps to close gaps in execution.
- Participate and support analysis of incident trends and provide recommendations for preventative and improvement actions.
- Represent in client/consultant meetings related to HSE. Coordinate and/or conduct risk assessments, JHA/JSA, ALARP and/or risk reviews/analysis
- Lead accident investigations to ensure that root-cause analysis is appropriately conducted, and corrective actions address the causes.
- Maintain required HSE records and develop and present routine HSE progress reports.
- Supporter and promoter of core values, Life Saving Rules, Sustainability and ESG Programs, which means taking responsibility for your own actions while caring for your colleagues and the business.
- Background in Lock out tag out process, procedures, LOTO planning etc.
Background:
- Bachelor’s degree and 5 years of HSE site experience.
- Candidate must already have, that would permit them to work for Company in the United States.
- Proven leadership, interpersonal, and influencing skills.
- Excellent technical English writing and verbal skills.
- Ability to operate within and support matrixed leadership and functional teams.
Qualifications Preferred:
- Professional certification (e.g. CSP, CIH).
- Strong construction HSE experience including civil, structural, and commissioning scopes.
- Electrical safety experience including high voltage power distribution environments.
- Knowledge and experience in electrical substation construction
- High comfort level with digitized management tools.
• Roles & Responsibilities:
- Will perform as Lock out Tag Out (LOTO) Facilitator/Coordinator for during commissioning process. Wll interact with the existing consortium partners LOTO and/or HSE team.
- Will utilize project and Consortium schematics, Documents, drawings and procedures to identify the energy sources for the assets to be locked and tagged out, visit the process areas of the project to locate the assets, gather appropriate information for locking out and tagging out the asset and write the lockout / tagout procedure for the project.
- Collaborate with engineering, HSE, maintenance, and project teams to develop and refine job-specific LOTO procedures
- Maintain accurate documentation of all LOTO activities including isolation records, permits, and equipment logs, etc.
- Perform regular audits to verify compliance with LOTO policies and safety regulations
- Support the development and continuous improvement of the LOTO program
- Respond to and assist with resolving LOTO-related issues or concerns

Job Title: Commissioning Manager (68609)

Overview:
My client is looking for a Commissioning Manager is responsible for planning, coordinating, and overseeing commissioning activities for assigned large utility projects to ensure subcontractor interfaces are aligned, systems are installed, tested, and turned over in compliance with contract requirements, safety standards, and project schedules. This role serves as a key liaison between engineering, construction, clients, and subcontractors to deliver fully functional systems.
Responsibility:
- Lead and manage all commissioning activities from project planning through final turnover
- Develop and execute commissioning plans, division of responsibility with subcontractors, schedules, and procedures
- Coordinate with engineering, construction, and project management teams to ensure system readiness
- Oversee pre-functional testing, functional performance testing, and system start-up
- Review design documents, specifications, and drawings for commissioning requirements
- Manage commissioning documentation, reports, and closeout packages
- Interface directly with clients, vendors, and subcontractors during commissioning phases
- Identify, track, and resolve commissioning issues and deficiencies
- Coordinate with subcontractor and stakeholder teams to ensure full alignment on scope, schedule and execution
- Ensure commissioning activities comply with safety, quality, and regulatory requirements
- Support training of operations and maintenance personnel as required
- Participate in project meetings and provide regular status updates
- Adheres to internal standards, policies, and procedures
- Performs special projects and complete other duties as assigned or requested
Experience:
- Bachelor’s degree in Engineering or a related technical field (or equivalent experience)
- Minimum of 5–10 years of experience in commissioning management on large project execution
- Strong understanding of electrical, mechanical, and/or control systems
- Proven experience managing commissioning activities on complex projects
- Commissioning certifications (e.g., AABC, ASHRAE, or equivalent)
- Experience in large utility substation or infrastructure projects
- Experience in HVDC converter stations is a plus
