Soil Solutions Inc. is seeking an experienced Project Manager to lead the delivery of assigned projects from preconstruction handoff through closeout. This role is responsible for overall project execution—including safety leadership, financial performance, scheduling, client coordination, subcontractor management, and quality control.

  • Ensure compliance with OSHA and all applicable federal, state, and local safety requirements, driving incident-free execution.
  • Verify consistent completion of safety planning and leading indicators, including:
  • AHA’s (Activity Hazard Analyses)
  • Toolbox Talks and Safety Huddles
  • Jobsite safety documentation and tracking
  • Participate in, and when needed lead, toolbox talks and safety huddles.
  • Complete and verify daily safety reporting in company project systems (ex: Procore).
  • Review jobsite monitoring tools (ex: Arrowsight), address issues immediately, and implement corrective action plans.
  • Conduct routine safety walks with safety personnel and field leadership to ensure compliance and accountability.
  • Ensure 811 / Miss Utility locates are completed before any ground disturbing work begins.

2) Financial Management & Project Compliance

The Project Manager is accountable for the project’s cost performance, billing, and contract compliance.

  • Utilize field productivity tools as needed (ex: HeavyJob timecard entry and production tracking).

3) Scheduling, Planning & Production Execution

This role requires strong planning, schedule ownership, and day-to-day coordination with the field.

  • Lead development of the baseline project schedule (CPM) and obtain required approvals.
  • Review and approve weekly look-ahead schedules and verify they align with the baseline CPM schedule.
  • Lead schedule updates and submissions in accordance with contract requirements.
  • Coordinate work sequencing with Superintendent(s), subcontractors, vendors, and project stakeholders.
  • Coordinate utility requirements and provider scheduling as needed.
  • Participate in constructability reviews, value engineering, and proactive problem-solving.
  • Review and approve work packages for field execution.

  • Ensure SWPPP inspections are completed as required and deficiencies are corrected and documented.

  • Maintain complete project records in company systems and hard copy format where required.
  • Ensure accountability for quality across all project participants, including subcontractors.

QualificationsEducation / Experience

  • B.S. Degree in Civil Engineering, Mechanical Engineering, Construction Engineering OR a related 4-year degree in Construction or Environmental Management, plus 7+ years of related construction experience.

Client Advisory & Engagement

  • Conducts safety checks on vehicles.

Financial Reporting & Close

  • Assist in the preparation of monthly, quarterly, and annual financial statements for all affordable housing entities, partnerships, and developments.
  • Support the month-end and year-end close processes, including journal entries, account reconciliations, and variance analysis.
  • Prepare and review financial reports for investors, lenders, syndicators, and government agencies in accordance with applicable standards (GAAP, HUD, LIHTC).
  • Maintain general ledgers for multiple ownership entities, including LLCs and limited partnerships.


Affordable Housing Compliance & Regulatory Reporting

  • Ensure compliance with LIHTC program requirements, including annual owner certifications and investor reporting.
  • Coordinate preparation of HUD-required financial statements and annual audits for Section 8, HOME, and other federally assisted housing programs.
  • Assist in preparation of annual tax returns for partnerships and entities (Form 1065, Schedule K-1) in coordination with external tax advisors.

  • Review draw requests for construction projects and manage funding disbursements from lenders, investors, and public agencies.


Audit & Internal Controls

  • Coordinate annual financial audits with external auditors; prepare audit schedules, supporting workpapers, and draft financial statements.
  • Implement and maintain internal controls to ensure the accuracy and completeness of financial data.
  • Identify areas for process improvement and support the implementation of efficiency initiatives.


Team Leadership & Collaboration

  • Supervise and mentor accounting staff, providing guidance on affordable housing accounting principles and procedures.
  • Collaborate cross-functionally with asset management, development, property management, and legal teams.
  • Serve as a key point of contact for investors, syndicators, lenders, and government agencies on financial matters.


QUALIFICATIONS

Education

  • Bachelor's degree in Accounting, Finance, or a related field required.
  • CPA license a plus
  • Minimum 10-15 years of progressive accounting experience, with at least 5 years in affordable housing, real estate, or nonprofit finance.
  • Direct experience with LIHTC partnerships, HUD programs (Section 8, HOME, CDBG), and/or tax-exempt bond financing strongly preferred.
  • Prior supervisory or team lead experience preferred.

Technical Skills

  • Strong knowledge of GAAP and affordable housing accounting standards.
  • Proficiency with property management or affordable housing accounting software (e.g., Yardi, MRI, RealPage, Sage Intacct).
  • Advanced Microsoft Excel skills; experience with financial modeling and consolidation.
  • Familiarity with HUD REAC submission processes and LIHTC compliance reporting is a plus.
