CONFIDENTIAL – Director, Network Operations & Development (Fiber Infrastructure) – Shreveport / North Louisiana


Valor Front has been retained to identify a Director, Network Operations & Development, for a well-capitalized, sponsor-backed fiber infrastructure platform that builds and operates large-scale dark fiber and conduit networks to support hyperscale data centers and major carriers.


This is a high-impact leadership role with market-level ownership in a new growth market. You will lead development, construction, delivery, and operational readiness for a major fiber build already underway in North Louisiana, with a clear expansion roadmap into the region.


What you will do

  • Own market execution end-to-end: development planning, construction delivery, and operational handoff
  • Lead outside plant (OSP) design coordination and partner selection (engineering, construction, permitting, locate/damage prevention)
  • Drive permitting, easements, right-of-way strategy, and cross-jurisdiction schedule management
  • Manage budgets, procurement/material flow, change orders, and vendor performance to ensure on-time delivery
  • Build the operational playbook for network readiness, maintenance response, inventory, and SLA-driven repairs
  • Coordinate with executive leadership and finance stakeholders to deliver milestones and report progress


What we are looking for

  • Proven leadership in fiber infrastructure delivery (OSP / dark fiber / conduit), ideally spanning build + operations transition
  • Strong experience with permitting, ROW/easements, vendor management, and budget/schedule accountability
  • Ability to lead through partners and drive performance without bureaucracy
  • Comfortable operating with urgency in a fast-moving, high-visibility environment
  • Local knowledge/relationships in Louisiana or strong ability to establish them quickly (Shreveport / North Louisiana preferred)
