Our client in Torrance is seeking an experienced Buyer III to support procurement activities for government programs. The role involves sourcing materials, negotiating with suppliers, issuing purchase orders, and ensuring compliance with government procurement regulations.
Because most work supports U.S. Government prime contracts, experience with DCMA CPSR (Contractor Purchasing System Review) processes is highly important. The buyer will be responsible for preparing CPSR-compliant PO folders and documentation prior to issuing purchase orders, including managing contract flow-down requirements to suppliers.

Description
We are seeking a motivated and experienced, Tungsten Inert Gas (TIG) Welder to join our aerospace manufacturing team. This position is ideal for individuals who have experience and are eager to grow within a structured and supportive environment. You will assist in the welding, fabrication, and assembly of propellant space tank systems and sub-assemblies.
Pay Range: $40 to $60 per hour.
Position Requirements
- Weld, assemble, and fabricate various propellant space tank systems and sub-assembly components using GTAW (TIG) welding methods
- Use precision-calibrated tools such as torque wrenches, micrometers, and calipers to ensure quality and accuracy
- Perform work in accordance with detailed procedures, specifications, and test instructions

Description
Under general supervision, deburr, weld prep and/or clean titanium and aluminum components and sub-assemblies to support all core processes, such as machining, welding, and NDE.
Essential Responsibilities
- Support the highest standards of safety and environmental practices.
- Deburr machined components for sharp edges.
- Hand blend machined and welded surfaces to drawing requirements.
- Hand abrade components to desired finish for weld.
- Clean components and assemblies per drawing and/or manufacturing work instructions.

Overview:
The Heavy Civil Project Manager (PM) plays a dual role in Balfour Beatty by overseeing projects from the pursuit proposal stage through construction completion. The ideal candidate will manage alternative delivery projects (CMAR, CMGC, Progressive DB, Design-Build) by leading operational assessments, technical development, and constructability strategies during the pursuit and preconstruction phases, then transitioning into project execution during construction.
In the pursuit phase, the PM serves as the Operations Lead, working closely with the Strategic Pursuit Lead, Estimating, Proposal/Marketing, and Design Partners to evaluate project risks, develop technical approaches, propose Alternative Technical Concepts (ATCs), conduct value engineering, and shape construction execution plans. This role ensures that preconstruction efforts align with Balfour Beatty’s operational capabilities and deliver competitive, innovative solutions.
During preconstruction and project execution, the PM supports constructability analysis, construction phasing, risk mitigation, and execution strategy development, working with internal teams and external stakeholders to optimize project delivery. Where practical, this individual will transition into the PM role post-award, ensuring continuity from pursuit to construction.
Key Responsibilities:
Pursuit Phase – Alternative Delivery & Technical Leadership
- Serve as Operations Lead for alternative delivery pursuits (CMAR, CMGC, Progressive DB, DB), leading the operational assessment of project feasibility, risks, and execution strategy.
- Work with the Strategic Pursuit Lead, Estimating, and Proposal/Marketing to develop constructability narratives, technical approaches, and execution plans for proposals.
- Lead or co-lead risk workshops, construction phasing discussions, execution strategy meetings, and alternative technical concept (ATC) development.
- Identify and propose value engineering (VE) solutions, working with estimating and design teams to optimize scope, cost, and schedule.
- Engage with third-party designers, consultants, and technical specialists to align preconstruction strategies with project delivery needs.
- Coordinate with agencies, owners, and key stakeholders to clarify project expectations, risks, and potential early works opportunities.
- Ensure compliance with RFP requirements while integrating innovative solutions to enhance project competitiveness.
Preconstruction & Project Execution
- Lead the Heavy Civil project team with constructability reviews, site logistics planning, and work sequencing strategies during early project development.
- Support contract negotiations, ensuring that preconstruction assumptions align with execution realities.
- Collaborate with internal teams (procurement, legal, estimating, scheduling) to develop risk mitigation strategies, Guaranteed maximum Pricing and construction execution plans.
- Manage subcontractor engagement and prequalification, ensuring alignment with project scope and budget.
Project Management & Construction Oversight
- Where practical, transition into the PM role post-award, managing the project from construction start-up through completion.
- Develop comprehensive project plans, including but not limited to scheduling and procurement strategies. Along with overseeing project budget and cost controls, subcontractor coordination, and compliance with companies “Zero Harm” safety and quality standards.
- Maintain strong relationships with clients, design teams, and key stakeholders to ensure project success.
- Lead project teams, mentoring and developing junior engineers and field staff, fostering a collaborative and high-performance work environment.
Qualifications:
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
- Minimum 8+ years of experience in Heavy Civil construction project management.
- Experience in execution of successful alternative delivery projects (CMAR, CMGC, Progressive DB, DB) preferred.
- Strong knowledge of constructability analysis, ATCs, VE, risk assessment, and construction phasing.
- Familiarity with contracting strategies, RFP processes, and technical proposal development.
- Ability to collaborate with estimating, proposal/marketing, and design teams to develop technical content.
- Experience leading or participating in risk workshops, execution strategy development, and stakeholder coordination.
- Proficiency in project management software, scheduling tools (Primavera P6, Microsoft Project), and estimating systems.

SUMMARY OF POSITION: The Sourcing Manager is responsible for developing and executing sourcing strategies that ensure the company secures the highest-quality materials, components, and services at the most competitive cost. This role conducts supplier research, negotiates agreements, manages supplier performance, and partners closely with Supply Chain, Operations, Engineering, and Quality to support business objectives and long-term growth.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Regular Functions include:
- Develops and implements sourcing strategies for assigned categories to support cost, quality, and delivery goals.
- Identifies, evaluates, and onboards new suppliers that meet technical, financial, and operational requirements.
- Conducts competitive bids, RFQs, cost analyses, and price-break evaluations.
- Negotiates pricing, terms, service level agreements (SLAs), and long-term supplier contracts.
- Monitors supplier performance using defined KPIs (PPV, quality, delivery, cost savings) and leads corrective actions as needed.
- Establishes strong supplier relationships to ensure reliability, continuity, and innovation.
- Analyzes total cost of ownership and identifies opportunities for cost savings or value improvements.
- Leads cost-reduction initiatives in collaboration with Supply Chain, Engineering, and Operations.
- Evaluates alternative materials, production methods, and logistics strategies that reduce cost without compromising quality.
- Partners with Engineering and Quality teams understand technical specifications and ensure supplier capability.
- Works closely with Planning and Operations to align sourcing decisions with inventory, production, and demand requirements.
- Supports New Product Development (NPD) projects by identifying potential suppliers and estimating material costs.
- Maintains awareness of market trends, supply risks, geopolitical factors, and capacity issues that could affect supply.
- Develops contingency plans for key suppliers or product lines.
- Ensures compliance with company policies, industry regulations, and ethical sourcing standards.
- Tracks, analyzes, and reports key sourcing metrics to support data-driven decision-making.
- Maintains accurate supplier records, contracts, pricing, and performance documentation.
- Drives continuous improvement in sourcing processes and tools.
- Participates in periodical audits to ensure meeting policies and procedures.

Periodic Functions include:
- Develop reports as required for assigned projects.
- Prepares and delivers presentations.
- Travel will be required (approx. up to 20%).
Leadership Responsibilities:
- Provides leadership and oversight for two Sourcing Specialists within the Supply Chain teams
- MINIMUM QUALIFICATIONS
Education and/or Experience:
- Bachelor's degree in supply chain management
- 5+ years of sourcing, procurement, or supplier management experience, preferably in manufacturing, automotive, diesel engine, or industrial components.
- Required experience with international suppliers, with a strong preference for sourcing in Asian countries (e.g., China, India).
Professional/Technical Training and Skills include:
- Demonstrates knowledge of reading blueprints
- Six Sigma / LEAN or other problem-solving tools.
- Experience with inventory management.
- Ability to use Microsoft software including excel, PowerPoint, Word, etc.
- Exposure to PowerBI dashboards is a plus
Licenses and Certifications include:
- Project management skills training as an asset.

Director of Manufacturing

Responsibilities
- Define and execute strategy to scale all Los Angeles based production including avionics, sub-assemblies, mechanisms, and composites fabrication from prototype to scaled production
- Recruit, train/develop, and scale a diverse, high-performing 100+ employee manufacturing team (technicians, leaders, and manufacturing engineers)
- Support the implementation and refinement of production software systems and tools (MES, ERP, PLM, etc)
- Oversee facility planning (layout, flow optimization, and equipment selection and acquisition)
- Oversee day-to-day production and manufacturing operations — including production scheduling, capacity planning, resource allocation, inventory and supply-chain coordination, materials flow, and facility/equipment management
- Forecast and manage operational and capital expenditures.
- Develop, implement, and refine KPIs to measure performance.
- Lead continuous process development and improvement efforts to optimize yield, throughput, manufacturing cost, and production reliability across all production lines
- Establish and maintain a culture that prioritizes safety, quality, speed and continuous improvement.
Basic Qualifications
- Bachelor’s degree in Engineering
- 10+ years in production/manufacturing operations or manufacturing engineering
- 5+ years in production/operations leadership
- Demonstrated success in scaling a production operation from development/prototype to high volume production
- Deep understanding of high-precision, complex aerospace hardware production — including metallic and composite fabrication, machining/welding/additive, tight-tolerance assembly, avionics, testing and acceptance, and NDE.
- Skilled at interpreting raw data, identifying trends or anomalies, and translating findings into clear, data-informed strategies.
- Demonstrated ability to lead, mentor, and develop a high-performing, cross-functional team — including production staff, manufacturing engineers, quality, supply-chain, and operations personnel — with emphasis on building culture, accountability, and continuous improvement
- Excellent communication, interpersonal, and cross-functional collaboration skills to interface with engineering, quality, supply-chain, leadership, and possibly external partners or customers.

Preferred Skills and Experience
- Comfort operating in a fast-paced, high-stakes, high-reliability environment typical of aerospace/defense startups — able to make decisions under ambiguity, handle programmatic/contract demands, and adapt as priorities shift
- Experience with manufacturing execution systems (MES/ERP/PLM), production data systems, material resource planning (MRP), and digital manufacturing workflows to manage operations, quality, change control, and configuration
- Strong background in manufacturing engineering practices, operations excellence, and continuous improvement methodologies (e.g., Lean manufacturing, Six Sigma, process optimization, DFM/DFA, production flow and layout planning, tooling and automation)
- Deep knowledge of aerospace manufacturing standards and regulatory frameworks (e.g., AS9100, NADCAP, applicable military/defense manufacturing standards), including quality management, audit readiness, compliance, and export-control/ITAR requirements
- Extensive leadership experience (10–15+ years) in aerospace, defense, or high-complexity manufacturing, including several years at the sr. manager or director level leading cross-functional teams

ABOUT THE ROLE:
The Manager, Cybersecurity Operations is responsible for overseeing Skechers global security operations and incident response program. This role provides operational leadership to ensure effective threat detection, investigation, and response across enterprise environments, leveraging both internal capabilities and partnership with managed security service providers.
This role blends strategic program ownership with hands-on operational leadership, ensuring SOC and IR processes are mature, well-governed, and continuously improving. The manager will own global operations and incident response policies, lead incident response training and tabletop exercises, and partner with internal teams and external providers to strengthen detection and response readiness, and operational excellence.
WHAT YOU’LL DO:
SOC Operations & MSSP Management
- Manage the global SOC function, including day-to-day operations, escalation workflows, and 24/7 monitoring coverage across internal teams and external partners.
- Serve as the primary operational owner for MSSP relationships, ensuring service delivery meets contractual, performance, and security expectations.
- Define and maintain clear roles, responsibilities, and escalation paths between internal and external teams.
- Regularly assess program performance using defined metrics, service-level objectives, and quality reviews, driving continuous improvement as needed.
- Coordinate onboarding, tuning, and ongoing optimization of tooling and detections across internal and managed environments.
Incident Response & Process Governance
- Own the global incident response program, including policies, playbooks, escalation procedures, and post-incident review processes.
- Orchestrate response activities during significant or complex security incidents, ensuring effective collaboration between internal responders, MSSPs, and cross-functional stakeholders.
- Plan, conduct, and evaluate incident response training and tabletop exercises, including scenarios involving MSSP participation and escalation.
- Drive post-incident lessons learned and ensure findings are translated into process, detection, and response improvements.
Security Operations & Risk Activities
- Lead vulnerability triage and operational risk review processes, coordinating prioritization and remediation with engineering, infrastructure, and application teams.
- Oversee periodic security operations reviews to assess detection coverage, response effectiveness, and operational gaps.
- Partner with threat intelligence, detection engineering, and technical engineering teams to improve signal quality, reduce noise, and align monitoring to current threat trends.
Metrics, Reporting & Stakeholder Engagement
- Define and track incident response metrics such as MTTD, MTTR, alert quality, incident trends, and MSSP performance indicators.
- Provide clear, timely operational reporting and executive summaries to cybersecurity and IT leadership.
- Represent cybersecurity operations in audits, risk discussions, and vendor governance forums, ensuring operational controls are well understood and defensible.
WHAT YOU’LL BRING:
- Proven experience managing SOC operations and incident response programs, including coordination with MSSPs or outsourced security services.
- Strong understanding of SOC workflows, threat detection, SIEM operations, alert triage, and incident escalation models.
- Experience developing and governing incident response policies, playbooks, and training programs.
- Demonstrated ability to manage vendor relationships, including performance reviews, service-level management, and operational integration.
- Hands-on experience with incident response, digital forensics, and vulnerability triage.
- Strong people leadership skills, including task prioritization, performance management, and team development.
- Excellent communication skills, with the ability to translate operational security issues into clear, actionable insights for leadership.
- Working knowledge of security frameworks and standards relevant to SOC and IR operations (e.g., NIST CSF, NIST 800-61).
- Relevant certifications such as CISSP, GCIH, or equivalent preferred.
REQUIREMENTS:
- 7+ years of experience in corporate information technology or cybersecurity roles
- 3+ years of experience leading security operations or incident response teams.
- Prior experience managing global SOC operations and working with external security service providers strongly preferred.
The pay range for this role is $130,000 - $180,000/yr USD.
