Position Overview
We are seeking an experienced Buyer III to lead complex IT purchasing activities with a strong focus on software licensing management, participation tracking, and contract negotiation. This role is responsible for high value procurements, administration of software participation lists, negotiation of IT agreements, and full lifecycle purchasing execution of software and hardware. The ideal candidate has deep experience in public sector IT procurement, understands software licensing structures, and can confidently negotiate favorable terms while ensuring regulatory compliance with the State of Texas.
Core Responsibilities
Advanced IT Purchasing and Procurement
- Independently manage end to end procurement of IT hardware, software, SaaS platforms, and technology services
- Execute high value purchases, including transactions exceeding $100,000
- Develop detailed specifications, sole source justifications, pricing analyses, and bid documentation as required
- Ensure strict compliance with federal, state, and institutional procurement regulations
- Create, route, and manage requisitions through procurement systems
Software Participation List Management (High Priority Focus)
- Maintain and manage comprehensive software participation lists, including:
- Active users and departments
- License counts and usage allocations
- Funding sources and cost centers
- Renewal timelines and expiration dates
- Coordinate annual and multi-year renewal processes by confirming departmental participation and funding availability
- Track opt-ins and opt-outs for enterprise or volume licensing agreements
- Ensure software compliance with contractual terms and state regulations
- Provide accurate reporting to support budget forecasting and renewal planning
Contract Review and Negotiation
- Lead review and negotiation of IT contracts, software agreements, SaaS subscriptions, maintenance agreements, and professional services contracts
- Negotiate pricing, terms and conditions, service level agreements, data security provisions, and renewal protections
- Identify contractual risks and coordinate with legal and procurement leadership as needed
- Ensure contracts align with institutional policy, budget constraints, and compliance requirements
- Track contract status, milestones, and renewal windows
Vendor and Stakeholder Coordination
- Serve as primary procurement liaison between vendors, IT departments, finance, and leadership
- Document all procurement actions within the ticketing/work order system
- Manage procurement-related communications via shared inbox and phone
- Escalate complex or high risk matters appropriately
Financial Oversight and Purchasing Controls
- Support IT budget tracking and expense validation
- Review invoices for accuracy and resolve discrepancies
- Compare actual expenditures to allocated budgets
- Prepare summary reports on procurement performance, license utilization, and contract status
Required Experience

Provides care under the supervision of a physician or registered nurses for clinic patients, according to established standards and practices. Performs various lab procedures when necessary and in accordance with competency.
Responsibilities:

Assist with patient flow through the clinic.Answers phone/records phone messages, and assists provider(s) with patient related calls.Assists in scheduling test appointment, results and pre-certification.Documents any information related to patient.Assists provider(s) with medication refills.Administers medications/immunizations according to provider order.Cleans and restocks exam rooms. Cleans equipment in accordance with policy. Orders stock supplies from supply department (specific to site maintains sterile technique and utilizes universal protocol.Performs routine clerical duties assigned, including but not limited to locating patient charts, filing and the completion of routine forms.Attends/completes required meetings and in-service training and performs other duties as assigned.
