Position Overview

We are seeking an experienced Project Controls 4 to support project execution activities at Los Alamos National Laboratory (LANL). This role provides senior-level expertise in project planning, scheduling, cost engineering, and Earned Value Management (EVMS) to ensure successful delivery of complex technical projects.

The ideal candidate will have extensive experience in project controls systems, cost estimating, schedule development, and financial analysis, with the ability to identify cost and schedule trends and provide actionable recommendations to project leadership.

This position works under consultative direction and may provide technical oversight and leadership for project controls teams, ensuring compliance with project objectives, schedules, and financial targets.

Key Responsibilities

• Support and maintain the Earned Value Management System (EVMS) and project controls processes.
• Perform cost estimating, cost analysis, cost control, and financial reporting activities for complex projects.
• Develop, maintain, and monitor project schedules, ensuring alignment with project milestones and deliverables.
• Identify cost and schedule trends and provide analysis and recommendations to project leadership.
• Supervise or provide technical direction for planning, scheduling, and cost engineering activities.
• Prepare and review cost reports, schedule analysis, and project performance metrics.
• Support project organizational and administrative activities including budget tracking and performance monitoring.
• Provide innovative solutions to cost and schedule challenges on complex technical projects.
• Develop advanced concepts, techniques, and standards to improve project control performance.
• Collaborate with cross-functional teams to ensure project objectives are achieved on time and within budget.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Controls, or related field.
• 12+ years of related project controls experience or equivalent combination of education and experience.
• Strong experience with cost estimating, cost control, and financial analysis for large projects.
• Demonstrated experience with schedule development, monitoring, and analysis.
• Experience supporting EVMS-based project environments.
• Strong analytical, organizational, and communication skills.
• Proficiency with Microsoft Office (Excel, Word, and related tools).
• Ability to work independently and provide leadership on complex project assignments.

Preferred Qualifications

• Experience working in DOE, NNSA, or federal project environments.
• Prior experience supporting engineering, construction, or technical programs.
• Experience working as a Control Account Manager (CAM) or supporting project budgets and financial reporting systems.
• Knowledge of project financial status reporting and earned revenue tracking.

Work Environment

• Onsite position located in Los Alamos, NM.
• 9/80 work schedule.
• Work performed in a non-secure area with no clearance required for start.
• Position supports project activities within the PC organization at LANL.

Responsibilities and Duties

• Perform cost estimating, cost analysis, and control activities for highly complex projects.
• Supervise and provide technical direction for planning/scheduling and cost engineering activities.
• Develop and maintain project schedules and monitor progress against milestones.
• Prepare, review, and present detailed cost engineering and scheduling reports.
• Analyze cost trends and schedule performance for management attention.

• Act as a subject matter expert in EVMS tools and processes.
• Utilize independent judgment to determine the best course of action for achieving project objectives.

Minimum Qualifications

Demonstrated experience in project controls functions, including:

• Planning and scheduling (development, control, analysis)
• Cost engineering (estimating, control, financial reporting, and analysis)
• Proficiency in multiple software applications used for project controls and cost analysis.
• Experience with supervision, personnel administration, and technical training.
• Understanding of financial reporting systems and cost control procedures.
• Ability to work independently with wide latitude in methods and evaluation criteria.

Role Summary

Los Alamos National Laboratory (LANL) is seeking a Construction Engineer with strong experience in capital projects, mechanical systems, field engineering, and construction execution within regulated or industrial environments. This role supports construction projects from planning and design through installation, commissioning, and closeout, with opportunities to act as a technical lead or discipline specialist.

Ideal candidates have backgrounds similar to mechanical engineers, field engineers, project engineers, or senior project managers who have worked on large-scale infrastructure, power, water, industrial, or government projects.

Key Responsibilities

• Support construction execution for capital projects including planning, constructability reviews, installation oversight, commissioning, and turnover
• Apply engineering judgment to resolve field issues, RFIs, constructability challenges, and schedule or scope impacts
• Coordinate with project managers, contractors, inspectors, and stakeholders to ensure safety, quality, and compliance
• Serve as a discipline lead or technical resource for mechanical, HVAC, piping, utilities, or facility systems
• Review drawings, specifications, submittals, and change orders
• Support cost estimating, forecasting, scheduling, and procurement activities
• Ensure compliance with applicable codes, standards, safety requirements, and regulatory frameworks

Required Qualifications

• Bachelor's degree in Mechanical Engineering, Construction Engineering, Engineering Technology, or a related discipline
• OR
• 8+ years of progressive experience in construction engineering, field engineering, or capital project delivery within industrial, infrastructure, or regulated environments
• Demonstrated experience supporting design-build or design-bid-build projects
• Strong understanding of mechanical systems, piping, HVAC, utilities, or industrial facilities
• Experience working on large capital projects ($1M+ preferred)
• Ability to work independently in the field while coordinating with multidisciplinary teams

Preferred / Highly Aligned Backgrounds

• Mechanical Engineer, Field Engineer, Project Engineer, or Senior Project Manager experience
• Power generation, water/wastewater, utilities, industrial, or government infrastructure projects
• Commissioning, startup, or operational turnover experience
• Regulated environments (DOE, DoD, FEMA, utilities, oil & gas, pharma, heavy industrial)
• Proficiency with tools such as AutoCAD, Bluebeam, Procore, Primavera, BIM, or MS Office

Nice-to-Have

• Professional Engineer (PE) license

• Experience developing design packages and preparing engineering design document deliverables.
• U.S. citizenship.
• Ability to obtain and maintain a DOE Q clearance and participate in the Human Reliability Program (HRP).
• Able to work onsite at or near TA-55, including accessing all facility areas as required.
• Ability to use stairs in all buildings.

Desired Skills

• Advanced engineering or technical degree.
• Experience with RISA or similar finite element analysis software (strongly preferred for structural engineers).
• Experience with AutoCAD, mark-up software, and the Microsoft Suite.
• Experience in construction support and cradle-to-grave project execution.
