This is a career ladder position progressing from GL-9 to GS-11 to GS-12. You may be promoted after 52 weeks at each level without reapplying.

Duties and Responsibilities
As a BPA, you help protect the U.S. by securing borders, stopping illegal activity, and supporting economic stability.
Typical assignments include:
- Questioning individuals and inspecting documents and property
- Apprehending undocumented individuals or smugglers using covert surveillance and infrared scopes
- Tracking and interpreting signs of illegal entry
- Performing farm, traffic, building, city, and transport checks
- Patrolling using vehicles, horses, boats, ATVs, snowmobiles, or motorcycles
Qualifications
GL-9: One year of specialized experience at the next lower level, including:
- Searching detained persons, vehicles, and surroundings
- Apprehending or restraining suspects in violation of law
- Using firearms, writing reports, serving warrants, and gathering case evidence
GS-11: One year of specialized experience at the next lower grade, including:
- Using intelligence to monitor criminal threats and operations
- Leading fraud or contraband investigations
- Apprehending violators using surveillance and detection tech
There is no education substitution for GL-9 or GS-11 positions.
Other Requirements
- Citizenship: Must be a U.S. Citizen
- Residency: Must have lived primarily in the U.S. for 3 of the last 5 years
- Age: Must be referred before turning 40 (exceptions for federal or veteran law enforcement)

Formal Training: After hiring, agents attend the U.S. Border Patrol Academy in Artesia, NM for 6 months of instruction in immigration law, firearms, defensive tactics, Spanish, and more.

STAHL Consulting is seeking an experienced Program Manager (PM) to lead and oversee contract performance under the Department of Defense (DoD), Defense Technical Information Center (DTIC), for the DoD Information Analysis Centers (IAC) Multiple Award Contract (MAC). The IAC MAC program provides innovative technical solutions and information services that advance research, development, and operational capabilities across DoD and Federal agencies.
The Program Manager will be responsible for ensuring that all aspects of program delivery—technical performance, financial management, personnel, and customer satisfaction—are effectively managed in alignment with DTIC’s mission and contractual requirements.
Key Responsibilities
- Provide overall leadership, direction, and oversight of program operations, ensuring compliance with contract terms, deliverables, and performance standards.
- Serve as the primary point of contact with the Government Contracting Officer’s Representative (COR) and DTIC leadership.
- Develop and implement project management plans, quality assurance procedures, risk management strategies, and performance metrics.
- Oversee the planning, execution, and monitoring of all task orders under the IAC MAC.
- Coordinate with subcontractors, partners, and stakeholders to ensure timely and high-quality deliverables.
- Manage program budgets, track expenditures, and ensure cost control and financial accountability.
- Supervise and mentor project teams, ensuring appropriate staffing and resource allocation.
- Prepare and present program reports, briefings, and documentation to both internal leadership and Government clients.
- Identify opportunities for innovation, process improvement, and expansion within the IAC MAC framework.
Qualifications
Education: Bachelor’s degree in Business Administration, Engineering, Information Technology, or related field required; Master’s degree preferred.
Experience: Minimum of 8–10 years of program or project management experience supporting Federal Government contracts, with at least 5 years managing large, complex DoD programs.
Certifications: PMP or DAWIA Level III Program Management certification preferred.
Knowledge:
- Deep understanding of DoD acquisition processes, contracting mechanisms, and reporting requirements.
- Experience with DTIC or Information Analysis Centers (IAC) programs highly desirable.
- Familiarity with Federal procurement, subcontract management, and program financials.
Skills: Strong leadership, communication, and stakeholder management capabilities; proficiency in MS Project, SharePoint, and other project management tools.
Clearance: Active DoD Secret clearance required; Top Secret preferred.
