The Construction Quality Control (CQC) Manager is responsible for implementing and managing the Quality Control Program for federal construction projects, ensuring compliance with contract specifications, applicable regulations, and the U.S. Army Corps of Engineers (USACE) or other federal agency standards. The CQC Manager acts as the primary point of contact with government quality assurance representatives and ensures that all construction activities are executed with the highest quality and safety standards.

Key Responsibilities:

• Develop, implement, and manage the Contractor Quality Control (CQC) Plan in accordance with project specifications and federal guidelines.
• Serve as the main liaison between the company and government inspectors, including representatives from USACE, NAVFAC, or other federal entities.
• Conduct daily quality control inspections and coordinate with field teams to verify that work complies with all contract documents, safety standards, and codes.
• Manage the Three Phases of Control: Preparatory, Initial, and Follow-Up Meetings and Inspections.
• Ensure all subcontractors and vendors meet quality control standards and understand contract specifications.
• Prepare and maintain documentation including daily QC reports, submittal logs, test records, deficiency tracking, and punch lists.
• Coordinate testing and inspections by third-party agencies as required.
• Lead and document weekly QC and safety meetings with subcontractors and project team members.
• Monitor subcontractor performance and enforce corrective actions when necessary.
• Support the project team in identifying and mitigating risks to quality and schedule.
• Ensure materials delivered to the site conform to approved submittals and specifications.

Qualifications:

• Education: Bachelor’s degree in Construction Management, Engineering, or related field preferred. Equivalent work experience may be considered.
• Experience: Minimum 5 years of experience in construction quality control on federal government projects.
• Certifications:
• USACE/NAVFAC Construction Quality Management (CQM-C) Certification – Required
• OSHA 30-Hour Construction Safety Certification – Preferred
• First Aid/CPR Certification – Preferred
• Strong knowledge of federal construction standards, EM 385-1-1, and applicable codes and regulations.
• Excellent communication, documentation, and organizational skills.
• Proficiency in Microsoft Office Suite, Procore, or similar project management software.

Preferred Attributes:

• Strong leadership and conflict resolution skills.
• Detail-oriented with a focus on problem-solving and continuous improvement.

The QCM / Superintendent / Site Safety & Health Officer (SSHO) serves as the on-site authority responsible for quality control, daily construction supervision, and safety compliance on federal construction projects. This role ensures all work is performed in accordance with contract requirements, approved submittals, federal safety regulations, and agency-specific standards including USACE, NAVFAC, and EM 385-1-1.

The position acts as the primary on-site representative to the Government and is responsible for maintaining the Contractor Quality Control (CQC) system, supervising field operations, and enforcing site safety.

Key Responsibilities

Quality Control Manager (QCM / CQC)

• Develop, implement, and maintain the Contractor Quality Control (CQC) Plan
• Enforce the Three-Phase Control System (Preparatory, Initial, Follow-Up)
• Conduct and document quality inspections to ensure compliance with contract documents
• Manage submittals, RFIs, and QC documentation through RMS/QCS or approved systems
• Track deficiencies, corrective actions, and punch list items
• Coordinate testing, inspections, commissioning, and closeout documentation
• Ensure compliance with contract specifications, approved submittals, and federal standards

Site Superintendent

• Provide full-time on-site supervision of all construction activities
• Coordinate subcontractors, suppliers, and daily work sequencing
• Maintain daily reports, schedules, and manpower tracking
• Ensure work is executed in accordance with approved plans and specifications
• Coordinate government inspections and site visits
• Maintain site logistics, access control, and housekeeping standards

Site Safety & Health Officer (SSHO)

• Develop, implement, and enforce the Accident Prevention Plan (APP)
• Ensure compliance with EM 385-1-1, OSHA, and project-specific safety requirements
• Conduct daily safety inspections and weekly toolbox talks
• Investigate and document incidents, near misses, and corrective actions
• Coordinate safety training, certifications, and site orientations
• Serve as the primary safety point of contact with Government safety personnel
• Stop work authority for unsafe conditions

Required Qualifications

• Minimum 5+ years of experience on federal construction projects
• Proven experience serving as QCM, Superintendent, and SSHO on federal jobs
• Strong working knowledge of USACE/NAVFAC requirements
• Thorough understanding of EM 385-1-1 safety standards
• Ability to read and interpret plans, specifications, and contract requirements
• Strong documentation, communication, and leadership skills
