Position Summary

The Director of Procurement is a senior executive responsible for leading the company's global sourcing and procurement strategy across direct and indirect materials, components, and services critical to commercial vehicle manufacturing operations. This individual will oversee a high-performing procurement organization, drive cost competitiveness, ensure supply continuity, and cultivate strategic supplier relationships across international markets including North America, Europe, and Asia-Pacific. The Director will partner closely with Engineering, Operations, Finance, and Quality to align procurement activities with the company's product roadmap and business objectives.

Key Responsibilities

Strategic Procurement Leadership

  • Develop and execute a comprehensive global procurement strategy aligned with the company's operational and commercial vehicle manufacturing goals.
  • Lead make-vs-buy decisions and drive total cost of ownership (TCO) analysis across categories including powertrain components, chassis systems, electronics, raw materials, and aftermarket parts.
  • Establish and enforce procurement policies, standards, and compliance frameworks across all international purchasing activities.
  • Partner with executive leadership to integrate procurement priorities into annual operating plans and long-range strategic planning.

International Sourcing & Supplier Management

  • Build and manage a diversified, resilient global supplier base spanning North America, Europe, Mexico, India, and Asia-Pacific regions.
  • Lead supplier qualification, onboarding, performance evaluation, and development programs to ensure quality, delivery, and cost targets are consistently met.
  • Negotiate complex, high-value contracts and long-term agreements with Tier 1 and Tier 2 suppliers, including volume commitments, pricing mechanisms, and risk-sharing provisions.
  • Monitor geopolitical, regulatory, and macroeconomic developments affecting international supply chains and proactively implement mitigation strategies.
  • Manage supplier risk through dual-sourcing strategies, safety stock policies, and continuous supply chain mapping.

Cost Management & Value Creation

  • Deliver year-over-year cost reductions through strategic negotiations, design-to-cost initiatives, and process improvements in collaboration with Engineering.
  • Implement spend analytics and category management frameworks to identify and capture savings across a multi-hundred-million-dollar annual spend portfolio.
  • Drive value engineering and early supplier involvement (ESI) initiatives to reduce material costs on new vehicle programs.
  • Oversee procurement budgeting, forecasting, and variance reporting in alignment with Finance.

Team Leadership & Development

  • Lead, mentor, and develop a team of procurement managers, category managers, and buyer analysts across domestic and international locations.
  • Foster a high-performance culture centered on accountability, continuous improvement, and cross-functional collaboration.
  • Define team structure, resource allocation, and succession planning to support organizational growth.
  • Champion diversity and inclusion within the procurement function and among the supplier base.

Cross-Functional Collaboration

  • Serve as the primary procurement liaison to Engineering, Program Management, Manufacturing, Quality, and Legal functions.
  • Collaborate with New Product Development (NPD) teams to ensure timely sourcing of components for vehicle launches, meeting cost, quality, and timing milestones.
  • Partner with the Quality team to resolve supplier quality issues and drive corrective action programs.
  • Support import/export compliance, customs, and trade regulation adherence for international transactions.

Required Qualifications

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field; MBA or Master's degree strongly preferred.
  • Minimum 12 years of progressive procurement experience, with at least 5 years in a senior leadership role within an automotive, commercial vehicle, heavy equipment, or related manufacturing environment.
  • Demonstrated experience managing international procurement operations across multiple geographies, including Europe, Asia (particularly China, India, or South Korea), and Mexico.
  • Proven track record of leading large-scale contract negotiations and delivering measurable cost savings.
  • Deep expertise in category management, strategic sourcing, supplier development, and supply chain risk management.
  • Proficiency in procurement systems and ERP platforms (SAP, Oracle, or equivalent); experience with spend analytics and eSourcing tools.

Fleet Maintenance Supervisor

The Fleet Maintenance Supervisor oversees and maintains an effective fleet maintenance program to ensure that fleet vehicles are maintained in a safe and effective manner. The Fleet Maintenance Supervisor will be able to perform duties in a timely manner and advise leadership of any potential issues that could affect the overall performance and longevity of the fleet.

POSITION SUMMARY:

The Fleet Maintenance Supervisor oversees and maintains an effective fleet maintenance program to ensure that fleet vehicles are maintained in an effective and safety-conscious manner. The Fleet Maintenance Supervisor will be able to perform duties in a timely manner and advise leadership of any potential issues that could affect the overall performance and longevity of the fleet.

KEY RESPONSIBILITIES:

  • Provide daily guidance and support to on-site technicians to ensure all maintenance work is performed in a safe, efficient and timely manner
  • Responsible for maintenance, service, diagnosing, major repair of fleet vehicles and monthly PM compliance (in multiple yards when required)
  • Ensure shop or facility is clean and kept in a safe, professional working manner
  • Plan and schedule team workloads based on preventative maintenance tasks, utilizing budget and personnel
  • Manage and maintain company RTA maintenance program, work order data and recurring preventative maintenance schedules
  • Ensure vehicle documentation (i.e., registration, insurance, etc.) is current and kept in vehicle as required.
  • Track and provide recurring maintenance data reports to Management
  • Review DVIR (Driver Vehicle Inspection Reports) and distribute the noted defects via work orders to the correct personnel for repair/defect correction and confirmation of Mechanic sign off's on the DVIR
  • Ensure all company safety policies are frequently reviewed, tailgated & enforced. (LOTO, Hot Works, Fall Protection etc.)
  • Report any in yard(s) spills, falls, incidents to Division Manager as required
  • Coordinate and direct the activities of all shop personnel including mechanics and welders
  • Assign tasks for the mechanical repair of heavy duty refuse trucks
  • Maintain parts inventory and container tracking
  • Monitor maintenance work flow and ensures tasks are completed in a timely manner and to company standards
  • Administer DOT and preventative maintenance programs while ensuring shop personnel is following safe work practices
  • Process employee requests including vacation, PTO's etc. and assists with the scheduling of time off
  • Coach and develop employees by continuously communicating with team members and providing guidance for improvement and recognition of efforts
  • Handle and resolve employee relations issues and incorporates consistent and timely disciplinary standards, preparation, and documentation of corrective action notices
  • Follow and administer company safety programs by conducting monthly safety meetings, facility inspections and ensuring compliance to all OSHA and DOT regulations as well as SWPPP compliance
  • Investigate and complete reports for work related injuries and/or vehicle accidents/incidents and submits paperwork to appropriate insurance carriers in a prompt manner
  • Train new shop personnel on company training program and proper use of assigned equipment.
  • Responsible for submitting incident alert emails on same day of occurrence
  • Responsible for answering action item related emails in prompt manner

QUALIFICATIONS:

  • Minimum of 5 years' experience managing a fleet repair facility and heavy duty Mechanics as well as thorough knowledge of HD engines, transmissions and mechanical repairs.
  • A valid California Driver's license, required
  • Commercial Driver's license preferred
  • ASE certification for alternative fuels is a plus

COMPETENCIES:

  • Strong organizational skills and ability to motivate large groups
  • Good decision making, problem solving and communication skills
  • Knowledge with DOT and OSHA regulations

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

This position requires routinely using standard office equipment such as computers, phones, etc. There is continuous eye/hand coordination, handling, and wrist motion, hearing and smelling.

Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.

Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.

If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.

Duties and Responsibilities As a BPA, you will be part of our 60,000 workforce that strives to protect the American people by safeguarding our borders, deterring illicit activity, and enhancing the nation's economic prosperity.

Being a BPA makes you a valuable member of the Federal Law Enforcement Officer (LEO) profession.

Typical assignments include: Detecting and questioning people suspected of violating immigration and custom laws and inspecting documents and possessions to determine citizenship or violations Preventing and apprehending undocumented noncitizens and smugglers of noncitizens at or near the borders by maintaining surveillance from covert positions to include using infrared scopes during night operations Interpreting and following tracks, marks, and other physical evidence of illegal entry of persons or contraband Performing farm checks, building checks, traffic checks, city patrols, and transportation checks Patrolling the international boundary and coastal waterways using a variety of government assets such as vehicles, horses, vessels, watercraft, off-road vehicles, ATVs, snowmobiles, and motorcycles for the accomplishment of the USBP Mission.

Qualifications You qualify for the GL-5 grade level if you possess one of the following: Experience: One (1) year of general work experience that demonstrates the ability to take charge, make sound decisions, and maintain composure in stressful situations; to learn regulations, methods, and techniques through classroom training and/or on-the-job instruction; and the ability to gather concise information through questioning, observation, and examination of documents and records; OR Education Substitution: A bachelor's degree or successful completion of a full four-year course of study in any field leading to a bachelor's degree from an accredited college or university; OR Combination of Experience and Education: A combination of general work experience AND successfully completed college education.

The above experience will be applied in connection with the following: Make arrests and exercise sound judgment in the use of firearms; deal effectively with people in a courteous manner in connection with law enforcement matters; analyze information rapidly and make prompt decisions; or develop and maintain contact with a network of informants.

Education Substitution for the GL-7 grade level: A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average (i.e., GPA of 3.0 or higher out of a possible 4.0), or (3) honor society membership.

Or will receive a bachelor's degree with Superior Academic Achievement.

Or one full year of graduate-level education in a field of study related to law enforcement (e.g., criminal justice, homeland security, justice studies, law enforcement, courts and judicial systems, forensic technology, forensic psychology, or corrections and rehabilitation) from an accredited college or university; OR A Combination of Experience and Education: This will be calculated using your resume and official or unofficial transcripts submitted with your application.

Responsibilities

The law enforcement and security community provides a wide range of critical services to every part of the Navy. As a Master-at-Arms you may:

Provide security and physical protection for service members
Train fellow Sailors in security and shore patrol duties
Serve as a security advisor for your squadron
Assist in crowd control and riot prevention
Operate military prisons (brigs) aboard ships and on shore
Handle and care and training for dogs that detect narcotics and explosives
Conduct waterborne security patrol and interdiction operations
Provide protective service to high-ranking dignitaries and government officials
Conduct preliminary investigations into Uniform Code of Military Justice violations
Conduct crime prevention programs

Work Environment

As an Enlisted Sailor working in law enforcement, you will have the chance to work in a number of environments. Though sometimes you may work behind a desk, you will often be out interacting with the community in a law enforcement capacity. You can expect to work at shore stations in the United States and overseas, aboard ships or as part of a maritime security squadron. In short, your assignments could take you anywhere in the world.

Training & Advancement

Upon completion of initial Recruit Training (known as Boot Camp), those pursuing a Law Enforcement & Security role will report to San Antonio, TX, where they will receive formal Navy technical training at "A" School for about 9 weeks. Here, they will learn antiterrorism techniques, armed sentry/post standing techniques, crime prevention, military and civil law, communications, first aid, firearms deployment and physical restraint techniques.

Promotion opportunities are regularly available but competitive and based on performance.

Post-Service Opportunities

It's also important to note that specialized training received and work experience gained in the course of service can lead to valuable credentialing and occupational opportunities in related fields in the civilian sector.

Part-Time Opportunities

Serving part-time as a Navy Reserve Sailor, your duties will be carried out during your scheduled drilling and training periods. During monthly drilling, Masters-at-Arms in the Navy Reserve typically work at a location close to their homes.

For annual training, Masters-at-Arms may serve anywhere in the world-on ships or at bases and installations. Take a moment to learn more about the general roles and responsibilities of Navy Reserve Sailors.

Most of what you do in the Navy Reserve is considered training. The basic Navy Reserve commitment involves training a minimum of one weekend a month (referred to as drilling) and two weeks a year (referred to as Annual Training) - or the equivalent of that.

For current or former military Enlisted servicemembers: prior experience satisfies the initial Recruit Training requirement - so you will not need to go through Boot Camp again.

For those without prior military experience: you will need to meet the initial Recruit Training requirement by attending Boot Camp in Great Lakes, IL. This training course will prepare you for service in the Navy Reserve and count as your first Annual Training.

Duties and Responsibilities

  • Tracking and interpreting signs of illegal entry

Qualifications

GL-9: One year of specialized experience at the next lower level, including:

  • Searching detained persons, vehicles, and surroundings

GS-11: One year of specialized experience at the next lower grade, including:

  • Using intelligence to monitor criminal threats and operations
  • Leading fraud or contraband investigations

  • Citizenship: Must be a U.S. Citizen
