Serve as the primary contact for coordinating secure access and document retrieval.

Clearly define project scope, timelines, and deliverables. Manage stakeholder expectations throughout the project lifecycle, especially regarding the certified decontamination process and the policy-driven redaction engine.

Coordinate and manage a diverse team consisting of contractors, IT staff, developers, and records management personnel. Foster a collaborative environment focused on security and precision.

Ensure strict adherence to documented chain of custody protocols. Utilize barcode scanning, timestamped logs, and secure manifests for every document batch.

Address and resolve conflicts related to resource allocation, security protocols, or technical approaches to maintain team cohesion and project momentum.

Track all project hours and expenditures, including decontamination services and Azure cloud consumption, to ensure cost-effectiveness and adherence to the budget.

Lead a comprehensive testing phase as outlined in the Scope of Work. This includes end-to-end workflow testing, accuracy validation of OCR and redaction logic, and coordinating User Acceptance Testing (UAT) with agency stakeholders.

Verify that all redaction actions are policy-driven and maintain a complete audit trail including timestamps, user IDs, and legal basis for full accountability and compliance.

Ensure the creation and maintenance of all project documentation, including migration process, system configurations, redaction logs, and training materials.

Plan and oversee targeted training sessions including content on redaction review procedures, system search and retrieval, and updated policy processes.

Ensure a smooth transition of all project deliverables, documentation, and operational knowledge to the agency's long-term support team.

Required Skills & Qualifications

10+ years of Technical Project Management experience, with at least 5 years leading complex Azure-based initiatives such as cloud migration or digital transformation.

Proven ability to manage projects involving Azure cloud services, OCR/IDP technologies, and system integrations. Familiarity with policy-driven redaction engines is highly desirable.

Experience managing projects involving sensitive data (PII, PHI) with a working knowledge of compliance frameworks such as CJIS, HIPAA, GDPR, or CCPA. Experience with government agencies or in highly regulated environments is a significant advantage.

Demonstrated ability to lead, motivate, and mentor cross-functional teams, driving them toward a common goal in high-stakes environments.

A Senior Business Analyst leads the identification, analysis, and documentation of complex business requirements and processes across multiple projects and initiatives. This role partners closely with business stakeholders, technical teams, and leadership to translate business needs into clear, actionable requirements and solution designs. The Senior Business Analyst drives requirements discovery, process improvement, and business validation efforts, ensuring solutions align with organizational goals, technical standards, and operational realities.

Senior Business Analysts are expected to proactively identify risks, resolve ambiguity, mentor junior team members, and support initiatives throughout the full development lifecycle.


Key Responsibilities

Requirements Discovery & Analysis

  • Lead end-to-end business and functional requirements analysis, including workflow and process analysis.
  • Elicit, analyze, and document complex business needs through stakeholder interviews, workshops, and document reviews.
  • Distinguish between user requests and true business needs through critical evaluation and structured analysis.
  • Decompose high-level concepts into detailed requirements and abstract detailed findings into strategic insights.

Process Improvement & Solution Design

  • Identify gaps, inefficiencies, risks, and improvement opportunities in existing processes and systems.
  • Support business process re-engineering and transformation initiatives.
  • Conduct impact analysis and support cost-benefit or feasibility assessments as needed.

Stakeholder Engagement & Leadership

  • Act as a primary liaison between business stakeholders, technical teams, and leadership.
  • Plan, facilitate, and lead stakeholder workshops, working sessions, and requirement reviews.
  • Manage stakeholder expectations by clearly communicating scope, assumptions, risks, and dependencies.
  • Mentor and guide junior and mid-level business analysts; provide review and feedback on deliverables.

Documentation & Deliverables

  • Produce high-quality artifacts including business requirements, functional requirements, use cases, process flows, and workflow diagrams.
  • Ensure documentation is complete, accurate, traceable, and consumable by both business and technical audiences.
  • Maintain requirements traceability throughout design, development, testing, and post-deployment phases.

Collaboration & Delivery Support

  • Work closely with development, testing, and implementation teams to support solution delivery.
  • Participate in Agile or hybrid delivery ceremonies and support backlog refinement, sprint planning, and validation activities.
  • Assist with test case definition, user acceptance criteria, and solution validation.

MINIMUM JOB REQUIREMENTS Education Bachelor’s degree in computer science, information technology, related field, or equivalent work experience with desired systems and technologies.

Certification / Licensure Work Experience 0–2 years of experience in building, maintaining, and supporting systems integrations on relevant IT platforms.

Experience in B2B integration; familiar with standard concepts, practices, and procedures within the field.

Knowledge / Skills / Abilities Knowledge of mainstream integration platforms and data standards.

Good working knowledge of order-to-cash or procure-to-pay processes.

Strong analytical skills to understand business goals and design appropriate solutions.

Strong interpersonal and relationship management skills.
