The Rockland County Department of Highways, Drainage Division, is seeking a Director of the Drainage Agency. The work is specialized diverse, and complex in nature.
This is administrative and managerial work of a complex nature that involves responsibility for developing and implementing policies and procedures to implement safe, efficient and modern stream maintenance and drainage programs. The work is performed under the general direction of the Superintendent of Highways and in accordance with Federal and New York State applicable laws and regulations and Rockland County objectives and policies. Supervision is exercised over professional and technical employees. Develops policies and procedures with respect to drainage programs and makes recommendations to the Superintendent of Highways regarding same. Arranges for the engineering, construction, improvement, repair and maintenance of County streams, water courses, drainage courses, and tributaries and ensures that services are in compliance with policies and regulations. Oversees the administration of drainage-related capital projects, including but not limited to monitoring funding, supervising contract bid processes, ensuring compliance with regulations and project requirement. Responds to emergencies (e.g. severe flooding) by inspecting and monitoring flooding and related conditions, acting as liaison with County officials and first responders to exchange information and resolve problems, preparing reports regarding flood damage and related conditions in order to obtain New York State and Federal funding. Completes applications and prepares documents to secure New York State Department of Environmental Conservation (DEC) permits, as needed, regarding dam safety, streams, aquatic habitats, wetland programs, etc. Acts as liaison to a variety of governmental agencies and units of government, as needed, including but not limited to the Army Corp of Engineers, the New York State Department of Environmental Conservation, towns and village, etc. Approves plans, specifications and estimates for construction, maintenance and repair of stream watercourses and tributaries. Directs the control of trees, brush and weeds within the bounds of County streams. Plans and directs a program to inform residents about the programs and functions of the Drainage Agency. Oversees the Drainage Agency’s permit application process and ensures compliance with the Rockland County Stream Control Act as it applies to activities within areas under the jurisdiction of the Drainage Agency. Plans and directs a Stream Maintenance program, maintains records and makes reports. Acts for and in place of the Superintendent of Highways with respect to drainage matters, as needed. May provide legal opinions regarding Federal, New York State, and Rockland County laws that pertain to drainage matters. May inventory and purchase machinery, equipment and materials.
Thorough knowledge of New York State Department of Environmental Conservation requirements and regulations, thorough knowledge of general practices and regulations regarding stream maintenance and general construction procedures. Good knowledge of administrative procedures and techniques, especially as they pertain to a comprehensive modern stream maintenance and drainage programs, ability to plan, develop and implement general policies and procedures for a modern and efficient stream and drainage system, including stream maintenance and construction. Ability to establish and maintain cooperative relationships with others, including elected officials and Federal and New York representatives. Have the ability to understand and interpret laws and regulations that pertain to drainage-related matters. Ability to effectively communicate, both orally and in writing Also does related work as required.
Minimum Qualifications:
- A Bachelor’s degree or higher in Civil Engineering, Civil Engineering Technology, Environmental Engineering, or comparable curriculum or;
- A New York State license to practice law and
- Four (4) years of post-degree supervisory, administrative or management experience that substantially involved responsibility for drainage and/or environmental programs and projects (e.g., development of policies and procedures, supervision of staff, enforcement, providing legal opinions and/or litigating related matters, overseeing the implementation of programs and projects, etc.).
Other Requirements and Information:
- Must be a Resident of Rockland County.
- This is a competitive position in Civil Service and reachability on an eligible list following a civil service examination would be a requirement for permanent appointment.

We are seeking a highly skilled Data Engineer to build and manage our data infrastructure. About the Role
The Manufacturing Engineer acts as the bridge between Engineering and Production, owning all aspects of process definition, manufacturability, and continuous improvement for MetroWall’s glass partition, door, and framing systems.

Responsibilities
Process Design & Standardization:
- Develop, document, and maintain manufacturing processes for aluminum and door assembly operations
- Create Standard Operating Procedures (SOPs), setup sheets, visual work instructions, and tool/fixture lists
- Define operation sequences, routing steps, and cycle times in ERP (Epicor/Kinetic)
- Establish and maintain machine capability matrices, ensuring processes align with equipment limitations
Design for Manufacturability (DFM):
- Participate in NPI and R&D project reviews to ensure designs are manufacturable within MetroWall’s equipment and process constraints
- Collaborate with Product Design Engineers to optimize part geometry, tolerances, and hardware selection
- Approve manufacturability sign-offs prior to product release (NPI Phase Gate)
Process Improvement & Cost Reduction:
- Analyze production performance data to identify waste, bottlenecks, and rework causes
- Implement Kaizen and lean initiatives
- Lead trials to validate improved processes, new jigs, or revised toolpaths
Collaboration & Support:
- Work closely with Production Managers to ensure practical implementation of processes
- Support Production Engineers during complex custom projects or prototypes

Document & Revision Control:
- Maintain all process documentation under version control (aligned with Engineering ECO system)
- Link controlled documents to Epicor Work Orders and routings

Safety & Compliance:

Qualifications:
- Bachelor’s degree in Mechanical, Industrial, or Manufacturing Engineering.
- 3+ years of manufacturing experience (preferably architectural aluminum/glass or similar fabrication).
- Hands-on understanding of CNC machining, cutting, drilling, and assembly operations.

As a Molding Process Technician, you will:
- Utilize your mechanical skills to install, remove and adjust Injection Molding machinery and equipment
- Troubleshoot Injection Molding machines, follow process to resolve failures, other problems
- Perform set-up of molds for all mold changes
- Assist in preventative maintenance and repair of molding machines, molds and peripherals (robots)

Position Summary

The Role:
We're looking for an Estimator with specific finish carpentry experience who is ready to work in a fast-paced culture. The Finish Carpentry Estimator will be responsible for all aspects of preparing hard bid construction cost estimates. Responsibilities include plan take-offs, estimating, proposal preparation, negotiations, pre-construction coordination, client relations, and bid tracking. If you are a self-motivated Estimator with sound judgement, strong communication/interpersonal skills, and confidently develops accurate construction bids then we would love to hear from you! The Responsibilities:
- Read and interpret project documents, understand project logistics, understand project schedule, and develop scopes of work.

- Work with Five Star Millwork LLC management and field operation teams to estimate labor production rates, identify project efficiencies, and identify alternate approaches.

- Present bids to management, succinctly explaining estimate details and project specifics.

- Follow up on bid results.
- Build relationships with clients, contractors, and vendors.

- Maintain past performance databases and spreadsheets.
- Research data on industry standard labor production rates and material costs.

POSITION PURPOSE
As the Principal Packaging Engineer, you will serve as the enterprise-wide technical expert and strategic lead in FDA regulated packaging. The position leverage deep knowledge in packaging including but not limited to design, test methods, standards, and industry insights to create and deliver a pipeline of breakthrough innovations and overall organizational improvement.
You will operate with a high degree of autonomy, and lead with accountability projects from concept to commercialization. A proactive approach in identifying opportunity areas and a strong drive for results and overall organizational improvement is essential.
This role requires excellent communication skills to effectively collaborate across functions, influence stakeholders and ensure alignment with organizational goals. Summary
Our client, a Fortune 500 pharmaceutical company, has engaged GForce Life Sciences to provide a Senior Electrical Engineering Manager. The Electrical PM will have expertise in electrical systems including electrical distributed power generation, feeds, distribution, lighting, fire alarm, emergency power, UPS, and low voltage systems. The PE is responsible for overseeing the engineering of these systems for major capital projects and initiatives from conceptualization through programming, design, bidding, construction, commissioning, and close out.
The Electrical PM will be responsible for multiple high-complexity projects of diverse scope that require an understanding of state of the art construction techniques and a high level of expertise in electrical systems, as well as rigor in compliance, and the highest standard of care. Science projects include research laboratories, vivarium, pilot scale manufacturing, major scientific equipment, amenity space, outdoor plaza, site lighting, and infrastructure projects.
The Electrical PM shall collaborate with the project team to effectively identify innovative solutions and bring clarity to the project process using a sophisticated analytical approach and sound judgement. Core focus areas include defining and meeting project goals for electrical systems, reviewing budgets, schedules, scopes, and quality, as well as risk mitigation and responding to field conditions and construction logistics and challenges.
The Electrical PM will be responsible to lead design teams and Construction Managers in both the pre-construction due diligence, design and scoping process with a focus on quality management, project controls, and user engagement as well as leading their teams through the bidding and construction administration process with a focus on field coordination, commissioning, substantial completion and close out.
Responsibilities
- Assists the Project Management team in developing the budget and schedule for design and construction projects, including renovations and green field projects.
- Works closely with Project Management, Engineering, Space Planning, EHS, Operations, and User teams to fully and rigorously document the electrical system requirements in the Owner’s Project Requirements document.
- Performs preliminary due diligence explorations of existing electrical systems during project initiation to identify any potential risks to the project and any opportunities for improving the building systems of existing buildings.
- Assists the Project Manager and Procurement in the development of scopes of work for design professionals, construction managers, general contractors and commissioning agent RFPs. Assist in the evaluation and bid leveling of proposals.
- Participates in regular project meetings.
- Works directly with hired MEP engineers, consultants, and contractors to answer questions, resolve issues and develop solutions.
- Provides supervision for all stages of the development and documentation of electrical requirements for lab and other equipment for the project. Collaborates with the Project Management team, internal engineers, end users, the Asset Management team, EHS, design professionals, lab equipment vendors, design professionals and contractors to ensure that all electrical system requirements for the equipment are met.
- Provides detailed reviews of and comments on due diligence reports, test fits, Basis of Design documents, room data sheets, construction documents and specifications prepared by the design professionals, checking for thoroughness, accuracy and compliance with the project requirements, design and documentation standards and minimize errors and omissions.
- Identifies long lead time equipment for potential Early Works purchasing by the contractor
- Works with the Project Managers, Design Professionals and Contractors to find solutions to mitigate costs and schedule delays due to errors and omissions in the design documents and unforeseeable field conditions
- Reviews shop drawings and submittals, RFI responses, and Change Orders
- Makes frequent site visits to ensure that electrical requirements are being implemented correctly during construction and creates field reports.
- Reviews Design Professional punch lists.
- Manages commissioning, auditing, & validating facilities systems for Capital Projects.
- Assists the Asset Management and Operations team in preparing equipment lists for import into the Integrated Workplace Management System
- Coaches and Mentors other members of engineering staff and supervises day to day operation of electrical systems.
- Interacts with municipalities and Con-Ed to obtain building permits and inspections.
- Supervises, coordinates, and schedules work with outside contractors and internal technicians.
- Audits, tests, commissions, and validates Facilities systems and also provide specialized engineering support services to RGC, PMPD, PCD, IT, & Vivarium groups.
