The Rockland County Department of Highways, Drainage Division, is seeking a Director of the Drainage Agency. The work is specialized diverse, and complex in nature.
This is administrative and managerial work of a complex nature that involves responsibility for developing and implementing policies and procedures to implement safe, efficient and modern stream maintenance and drainage programs. The work is performed under the general direction of the Superintendent of Highways and in accordance with Federal and New York State applicable laws and regulations and Rockland County objectives and policies. Supervision is exercised over professional and technical employees. Develops policies and procedures with respect to drainage programs and makes recommendations to the Superintendent of Highways regarding same. Arranges for the engineering, construction, improvement, repair and maintenance of County streams, water courses, drainage courses, and tributaries and ensures that services are in compliance with policies and regulations. Oversees the administration of drainage-related capital projects, including but not limited to monitoring funding, supervising contract bid processes, ensuring compliance with regulations and project requirement. Responds to emergencies (e.g. severe flooding) by inspecting and monitoring flooding and related conditions, acting as liaison with County officials and first responders to exchange information and resolve problems, preparing reports regarding flood damage and related conditions in order to obtain New York State and Federal funding. Completes applications and prepares documents to secure New York State Department of Environmental Conservation (DEC) permits, as needed, regarding dam safety, streams, aquatic habitats, wetland programs, etc. Acts as liaison to a variety of governmental agencies and units of government, as needed, including but not limited to the Army Corp of Engineers, the New York State Department of Environmental Conservation, towns and village, etc. Approves plans, specifications and estimates for construction, maintenance and repair of stream watercourses and tributaries. Directs the control of trees, brush and weeds within the bounds of County streams. Plans and directs a program to inform residents about the programs and functions of the Drainage Agency. Oversees the Drainage Agency’s permit application process and ensures compliance with the Rockland County Stream Control Act as it applies to activities within areas under the jurisdiction of the Drainage Agency. Plans and directs a Stream Maintenance program, maintains records and makes reports. Acts for and in place of the Superintendent of Highways with respect to drainage matters, as needed. May provide legal opinions regarding Federal, New York State, and Rockland County laws that pertain to drainage matters. May inventory and purchase machinery, equipment and materials.
Thorough knowledge of New York State Department of Environmental Conservation requirements and regulations, thorough knowledge of general practices and regulations regarding stream maintenance and general construction procedures. Good knowledge of administrative procedures and techniques, especially as they pertain to a comprehensive modern stream maintenance and drainage programs, ability to plan, develop and implement general policies and procedures for a modern and efficient stream and drainage system, including stream maintenance and construction. Ability to establish and maintain cooperative relationships with others, including elected officials and Federal and New York representatives. Have the ability to understand and interpret laws and regulations that pertain to drainage-related matters. Ability to effectively communicate, both orally and in writing Also does related work as required.
Minimum Qualifications:
- A Bachelor’s degree or higher in Civil Engineering, Civil Engineering Technology, Environmental Engineering, or comparable curriculum or;
- A New York State license to practice law and
- Four (4) years of post-degree supervisory, administrative or management experience that substantially involved responsibility for drainage and/or environmental programs and projects (e.g., development of policies and procedures, supervision of staff, enforcement, providing legal opinions and/or litigating related matters, overseeing the implementation of programs and projects, etc.).

- Must be a Resident of Rockland County.
- This is a competitive position in Civil Service and reachability on an eligible list following a civil service examination would be a requirement for permanent appointment.

Role Overview
We are seeking a highly skilled and proactive Environment, Health, & Safety (EHS) Manager to lead safety initiatives and ensure compliance with OSHA, EPA, and NFPA regulations across our warehouse operations. This role is critical in developing and implementing EHS programs, conducting audits, managing risk assessments, and fostering a strong safety culture within the organization.
The ideal candidate will have 5+ years of EHS experience in warehouse operations, with a deep understanding of workplace safety practices, regulatory compliance, and incident investigation. Strong leadership, reporting, and communication skills are essential to drive continuous improvement in safety standards and operational excellence.
Key Responsibilities
- Provide EHS support to ensure a safe and quality working environment in compliance with government regulations and company procedures together with warehouse fire regulations.
- Assist with the completion of various EHS related projects/tasks.
- Process Safety Engineer with expertise in hazardous materials handling, risk mitigation, and regulatory compliance.
- Develop and implement various NA EHS written programs, procedures, and work instructions.
- Assist in ergonomic assessments and improvements.
- Conduct regulatory safety audits utilizing the iAuditor tool.
- Review, develop and implement specific EHS training programs.
- Assist with coordination and implementation of EHS related training.
- Audit all WH operational training program and report monthly (including EHS related and WH operation – MHE, Handling, etc.)
- Investigate accidents and incidents.
- Create, maintain, and oversee the compliance calendar for all regulatory requirements.
- Conduct risk assessments, job safety analysis, and other evaluations as necessary.
- Maintain training records and OSHA logs and prepare periodic reports for review.
- Identify and take corrective action against activities that pose potential threats to workers’ health or safety, which may include recommending organizational measures to protect workers’ safety through revised methods, processes, or materials; inspecting workplace environments, equipment, and/or practices to ensure compliance with standards and regulations; and investigating and/or identifying causes regarding filed incidents.
- Help design and implement the EHS programs and culture throughout LX Pantos’ warehouse operation for its clients, including LG Electronics.
- Administration work for safety part/team for Approval process and payment.
Qualifications:
- Minimum of 3 years of experience specifically in an EHS manager position with over 5 years of overall experience of EHS in warehouse operation.
- Bachelor’s degree in occupational safety (OSHA), Fire Protection Engineering (NFPA), or a related field.
- Environment, Health, & Safety related major is preferred.
- Bilingual in English and Korean (preferred).
- Ability to give and make reports (required).
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Teams).
- In-depth understanding of safe workplace practices and programs.
- Familiarity with OSHA and EPA regulations and other applicable EHS laws and guidelines.
- Excellent interpersonal and communication skills, both written and verbal.
- Ability to multi-task.
- Will be required to stand, sit, and walk for long periods of time (e.g., facility audit may require several hours of walking).
- Business travel may be necessary.
- Preferred experience with ISO 45001.

- Works with member/family to maintain the most independent living situation possible
- Assesses, plans and provides continuous care management across all venues of care, including hospital, sub-acute, long-term and home settings.
- Regularly assesses members for ongoing eligibility for services based on the specific plan’s eligibility criteria.
- Performs home visits as required to assess members’ living situation, cultural influences, functional and cognitive needs.
- Collaborates with the primary care physician and Inter-Disciplinary Team (IDT) to develop the Patient Centered Service Plan for the member.
- Ensures appropriate, safe plan for members’ discharge from their plan.
- Identifies same day grievances, investigates and documents accordingly. Documents any grievance according to plan policy.
- Identifies and presents members with complex care management needs or in difficult to manage situations at Intensive Care management meetings (ICM).
- Responds to members’ requests in the designated timeframes and completes Initial Adverse Determinations (IAD) as indicated
- Identifies members requiring Care Management Review (CMR), evaluates documentation provided by the IDT including hospital or nursing home discharges planners, and formulates appropriate plan of care.
- Documents care management/coordination according to company policy to the specific plan the member is enrolled in, which may include monthly telephonic and in person recertification notes.
- Develops efficient plans of care, authorizing only needed services at the most appropriate levels, utilizing network providers and ensuring that services are based on members’ needs.
- Perform any other job related duties as requested.
Education and Experience:
- Associates degree in Nursing from an accredited nursing program required
- Bachelor's degree in Nursing preferred
- Three (3) years of experience as a registered nurse required
- Clinical experience in geriatrics and/or managed long-term care experience preferred
- Experience using multiple languages may be required based on operational needs
Competencies, Knowledge and Skills:
- Intermediate proficiency level with Microsoft Office, including Outlook, Word and Excel
- Ability to communicate effectively with a diverse group of individuals
- Ability to multi-task and work independently within a team environment
- Knowledge of local, state & federal healthcare laws and regulations & all company policies regarding case management practices
- Adhere to code of ethics that aligns with professional practice
- Knowledge of and adherence to Case Management Society of America (CMSA) standards for case management practice
- Strong advocate for members at all levels of care
- Strong understanding and sensitivity of all cultures and demographic diversity
- Ability to interpret and implement current research findings
- Awareness of community & state support resources
- Critical listening and thinking skills
- Decision making and problem-solving skills
- Strong organizational and time management skills
- Bilingual speaking and writing skills are preferred
Licensure and Certification:
- Current, unrestricted Registered Nurse licensure in the state of New York required
- Case Management Certification preferred
Working Conditions:
- General office environment; may be required to sit or stand for extended periods of time
- Up to 25% (regular) travel may be required to travel to different locations, including homes, offices, or other public settings, to perform work duties
Compensation Range:
$100,000 - $115,000.. We takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance. Qualifications: Current and valid New Jersey Nursing license is required BLS/CPR certification by American Heart Association is required within 60 days of hire Must have a minimum of 6 months of nursing experience or be an active participant in the Hackensack Meridian Health Nurse Residency program OR nursing experience preferred National certification preferred BSN in progress and/or willing to acquire within three (3) years of hire Motivated team member responsible for scrubbing and circulating on variety of surgical cases in busy OR department.
Must be self-starter who works well independently.
Time management and prioritizing skills a must.
Ability to multi task.
