Job Description:

The Senior Director of Human Resources and People is a pivotal leadership role at Ocean State Job Lot (“OSJL” or the“Company”), designed for a transformational leader who will architect the Company's future-state human resources and people strategy. More than a functional head, this leader will serve as a strategic thought partner to the Vice President, empowered to influence critical business decisions with data-driven evidence. The core mission is to design the "support center of the future" while leading the company through enterprise-wide change.

This position requires a unique ability to balance this visionary, long-term strategy with the operational excellence of core HR functions, including Total Rewards, Associate Relations, Compliance, and Development. The Senior Director will take full ownership of the talent and succession pipeline and unify a high-performing team under a single vision. Key Responsibilities:

  • Architect and Drive the People Vision: In partnership with the VP of People and Operations, serve as a principal architect of the Company’s forward-thinking strategy. Establish a clear vision for the entire HR function that anticipates the future of work, leveraging data, HR technology, and AI to build a sustainable competitive advantage for the business.
  • Lead Organizational Transformation & Design: Critically evaluate the current Company and department structures to lead the transformation of the "support center of the future." Drive initiatives that enhance organizational effectiveness, streamline processes, and align the workforce structure with evolving business goals.
  • Own the Talent & Succession Pipeline: Lead the development and implementation of a robust, proactive succession planning process. Champion a culture of internal mobility and leadership development to build a strong talent pipeline at all levels of the organization.
  • Unify and Develop a High-Performing Team: Guide a blended team of strategic and operational professionals, unifying them under a single, compelling vision. Focus the team on the most critical priorities through expert coaching, talent development, and mentorship.
  • Serve as a Strategic Partner and Challenger: Act as a true thought partner to executive leadership. Use data-driven evidence and deep business knowledge to challenge ideas, advocate for optimal strategies, and influence critical decisions that benefit the long-term health of the Company.
  • Ensure Foundational & Operational Excellence: Provide strategic oversight for all core functions, including Total Rewards, Associate and Labor Relations, Performance Management, Payroll, and Compliance. Drive modernization and efficiency in these areas to ensure foundational stability while the future state is being built.
  • Lead Change Management & Adoption: Drive organizational transformation by developing and executing communication strategies that foster stakeholder buy-in. Champion the adoption of new processes, technologies, and strategies by ensuring the delivery of effective training, coaching, and support.
  • Foster a Positive Associate Relations Climate: Drive a productive and engaging work environment by providing strategic guidance on complex associate matters. Qualifications:

  • Bachelor Degree or equivalent preferred.
  • 10+ years of experience in Operations or Human Resources with a demonstrated track record of success.
  • 5 or more years of experience as a senior executive or VP level in a retail or similar company is required.

Position Description

Job Summary:

The Quality Control Technician plays a critical role in supporting continuous production and ensuring compliance with State, Federal, and local specifications in our Hot Mix Asphalt (HMA) operations. This position requires a mechanically inclined, hands-on individual who is experienced and comfortable working in manual labor environments using tools, equipment, and machinery. Based at Peckham’s asphalt plant, the role also includes field work involving the collection of samples at local and regional paving sites where HMA is being placed.


Essential Functions:

  1. Protect Family and Friends. Follow all Company Safety Policies and Procedures as well as Occupational Safety and Health Administration (OSHA) regulations and guidelines. Support business activities, objectives, and programs.
  2. Mastery. Reliably perform all required HMA materials testing in accordance with the procedures outlined in Peckham Industries' Quality Control Program, with a focus on producing the highest quality product in the most cost-effective manner. Conduct asphalt mix testing such as gradation, asphalt content, volumetrics, and temperature checks, and accurately input results into the QC software program.
  3. Ownership and caring. Maintain a strong understanding of asphalt plant production equipment and facility operations to identify, diagnose, and assist in correcting production deficiencies. Collaborate with plant management and equipment operators, maintaining awareness of production and maintenance schedules. Observe and participate in on-site HMA testing, including mat density, temperature, and compaction monitoring.
  4. Communicate test results and any quality-related concerns promptly and consistently to plant management to support informed decision-making and continuous quality improvement. Act as a liaison between paving crews, contractors, and dispatch, ensuring smooth communication regarding mix quality and production timelines.
  5. Results matter. Document all quality control testing clearly, accurately, and in a timely manner. Maintain a database of daily test results and ensure the testing environment is clean and safe. Ensure that laboratory equipment is properly maintained and in good working order.
  6. Respect and engage. Serve as a resource to the sales team, customers, paving crews, and plant management by offering technical support and assistance related to HMA quality and performance. Recommend and assist with adjustments to mix designs or production processes to ensure compliance with job specifications.
  7. Dedication. Collect and prepare HMA samples at the plant and job sites in accordance with specification requirements, including loose mix and compacted specimens for quality verification and acceptance testing.
  8. Committed to serve. Perform testing of fine and coarse aggregate gradations, asphalt binder properties, and reclaimed asphalt pavement (RAP) materials, increasing testing frequency when materials fall outside of specifications. Maintain inventory of mix additives, fibers, and other specialty materials used in asphalt production.

Position Requirements

Requirements, Education and Experience:

  1. Degree in construction, engineering, or related fields is preferred but not required.
  2. Experience in Hot Mix Asphalt or a relatable field is encouraged. 3-5 Years of relatable knowledge preferable.
  3. Must have the flexibility to work irregular hours, including days, evenings, overnights, and occasional weekends, based on customer schedules and business needs, particularly during paving operations.
  4. Must currently hold or be willing to obtain applicable asphalt-related certifications (e.g., NETTCP, ACI Asphalt, or State DOT certifications, as applicable).
  5. Must have experience working in hands-on, manual labor environments.
  6. Comfortable using mechanical tools, equipment, and machinery.
  7. Must maintain a valid driver’s license and have reliable transportation.
  8. Proficient in English literacy and basic computational math; clear verbal and written communication is essential.
  9. Must be computer literate and proficient in Microsoft Word, Excel, and email communications.
  10. Must have legal authorization to work in the United States.

Job Summary:

The Plant Clerk is responsible for supporting office services and plant operations in a semi-industrial environment. This role involves processing scale tickets, maintaining sales, inventory, payroll, and production data, and providing excellent customer service. The ideal candidate will have strong organizational skills, attention to detail, and the ability to thrive in a fast-paced environment.


Essential Functions:

1. Committed to serve. Operate the truck scale to weigh inbound and outbound materials, ensuring accurate and timely ticketing through PII POS.

2. Results matter. Prepare and maintain shipping and receiving documentation, including weigh tickets, delivery receipts, and daily production reports. Accurately enter and manage plant reporting systems, tracking daily sales, incoming materials, total production, and inventory. Manage petty cash transactions responsibly, ensuring proper documentation and reconciliation in alignment with company policies.

3. Respect and engage. Interact with drivers, customers, and vendors in a professional manner, addressing inquiries, providing necessary documentation, seeking feedback, and staying informed on new developments.

4. Determined. Perform clerical duties such as accounts payable vouchering, payroll entry, mail processing, and ordering office and PPE supplies.

5. Efficiency. Record fuel deliveries and place fuel orders as needed to maintain operational continuity.

The Loader Operator is responsible for the safe and efficient operation of heavy equipment to load, transport, and stockpile raw materials and finished products within the quarry site. This role plays a critical part in ensuring continuous material flow to meet production and shipping demands.
