The Position

Chief Financial Officer

Reporting to the Chief Executive Officer of Contra Costa Health, the Chief Financial Officer serves as the senior financial leader and strategic advisor for the department. The CFO is responsible for planning, organizing, and directing all financial strategy and operations, including budgeting, financial reporting, revenue cycle oversight, capital planning, and regulatory compliance.

The CFO leads the Finance Division of approximately 160 staff and provides fiscal leadership for an integrated public health system with an annual operating budget of approximately $4 billion.

• Assistant Director – Contracts/Procurement

Key Stakeholder Relationships:

The CFO works closely with the County Administrator’s Office, Auditor-Controller, Treasurer, Information Technology, Human Resources, Labor Relations, and the Board of Supervisors.

Experience/Qualifications

Education

• Possession of a master’s degree from an accredited college or university with a major in Business, Finance, Accounting, Public Administration, or a closely related field.

Experience

• Ten (10) years of full-time financial management experience in a healthcare environment, including at least five (5) years in an executive-level role within a large, diverse program or public agency providing healthcare to the public.
• Demonstrated experience in complex healthcare systems; experience spanning both delivery systems and managed care environments is strongly preferred.
• Knowledge of public reimbursement structures and fiscal strategy across funding streams, including Medi-Cal, Medicare, and supplemental funding programs.
• Experience operating in unionized environments and supporting labor negotiations through financial modeling and analysis.
• Strong financial planning, forecasting, and analytical expertise, including budget development, revenue cycle oversight, capital planning, and enterprise financial reporting.
• Experience leading enterprise financial systems modernization initiatives, including ERP optimization, cost accounting implementation, and large-scale operational system projects.
• Demonstrated project management capability involving complex, cross-functional initiatives.

Certifications (Must hold at least one within one (1) year of appointment)

• Certified Public Accountant (CPA) issued by the State of California
• Certified Health Financial Professional (CHFP) issued by the Healthcare Financial Management Association
• Certified Government Financial Manager (CGFM) issued by the Association of Government Accountants
• Certified Public Finance Officer (CPFO) issued by the Government Finance Officers Association

Licensure

• Valid California driver’s license (or ability to obtain).

Substitution for Education:

The qualifying Master’s degree may be substituted with both:

1. Possession of a Bachelor’s degree from an accredited college or university in Public Health, Business or Public Administration, Social or Behavioral Sciences, Health Sciences, Social Work, Finance, Accounting, Architecture, Engineering, Construction/Project Management, Urban Planning, or Facilities Management; and

Compensation

For the selected candidate, a complete and competitive compensation package will be offered which includes salary target of $434,126-$527,682 dependent upon experience, deferred compensation, a full suite of benefits, and up to $10k may be approved for relocation assistance on a case-by-case basis.

• Drives to and delivers customer orders according to predetermined route delivery schedule.
• Unloads products from the trailer, transports items into designated customer storage areas.
• Performs damage control checks on items, scans, and contact supervisor about removing orders according to company policy.
• Verifies delivery of items with customer and obtain proper signatures.
• Collects money (cash or checks) where required. Loads customer returns on to trailer and secures trailer doors.
• Ensures that tractor, trailer, and freight are appropriately locked and/or always secured.
• Unloads damaged goods and customer returns and bring to the driver check-in and complete necessary paperwork. Unloads all equipment, materials and remove trash from trailers as required.
• Completes daily record of hours of service and enter in log in accordance with Federal DOT, state, and company requirements.
• Performs general housekeeping duties in tractor, loading dock area and keep trailers clear and clean as required.
• At the end of the shift secure all equipment and complete all necessary paperwork.

Must Haves:

• Proven experience selling mechanical construction or HVAC projects (must have mechanical systems selling experience)
• Background in commercial/industrial mechanical contracting
• Bonus: understanding of piping systems, hydronics, central plants, boilers, chillers, and air handling systems

The Director of Resilience Engineering and Quality Leader is both a strategic peer and technical counterpart to the Infrastructure & Reliability Engineering Leader.

This role provides bench depth and succession coverage for REO's most technically complex domains while driving innovation in reliability, resilience, and performance practices.

• Strategic influence: Shapes cloud reliability, quality engineering, and resilience strategy across REO and Architecture domains.

• Operational authority: Leads Sr. Managers and Managers who own the execution of quality, resilience, and performance engineering capabilities.

Scope of Accountability

Resilience Engineering & Cloud Reliability

• Architect and validate fault-tolerant, regionally resilient architectures across AWS, Azure, and GCP.

• Own resilience automation, chaos testing, and IaC-based recovery validation.

• Lead cross-cloud reliability design reviews and failure-mode analyses for critical systems.

Quality Engineering & Continuous Testing

• Define enterprise-wide quality engineering strategy integrated into CI/CD pipelines.

• Drive automation-first testing (functional, non-functional, performance, resilience).

• Embed observability-driven quality validation and contract testing across services.

Performance, Capacity & Efficiency Engineering

• Oversee predictive capacity planning, scaling automation, and cost/efficiency optimization (FinOps/GreenOps).

• Partner with Platform & Infrastructure teams to tune performance across application and platform layers.

• Measure and report on performance SLIs/SLAs aligned to REO's Reliability Metrics framework.

Cross-Domain Architecture Collaboration

• Partner with Enterprise Architects to codify resilience and reliability standards in technology blueprints.

• Collaborate with Technology & Solution Architects to design service reliability into delivery architectures.

• Engage Data Architects for data resilience, replication, and pipeline reliability.

• Work with Business Architects to align technical reliability goals with critical business outcomes.

Leadership & Talent Development

• Lead a team of Sr. Managers and Managers, fostering a high-performance, hands-on engineering culture.

• Build and mentor top-tier technical talent in cloud reliability, resilience, and quality automation.

• Partner with HR and REO Enablement to develop succession plans and technical competency frameworks.

Core Technical Competencies

• AWS (primary) - Multi-account design, HA architecture, region failover, resilience automation, Terraform/CDK/CloudFormation.

Position Summary:

As a member of the Telephony and Contact Center Technologies team, you will design, engineer, implement, and support Securian's enterprise telephony and contact center platforms. This role is focused on delivering secure, scalable, cloud-first communication solutions using RingCentral, NiCE CXone, and Cyara.

You will work closely with Contact Center Operations, Agile delivery teams, and technology partners to continuously improve customer and associate experiences across the enterprise.

Responsibilities include but not limited to:

• Design, engineer, implement, and support enterprise UCaaS and CCaaS platforms

• Provide daily operational support for cloud-based telephony, unified communications, SIP services, and IVR solutions

Qualifications:

• Hands-on experience engineering and supporting cloud-based telephony or contact center platforms

• Strong understanding of VoIP technologies, SIP, and call routing concepts

• RingCentral and RingCentral Contact Center engineering

• NiCE inContact / CXone administration and development

• Cyara or similar modern telephony orchestration platforms

• Experience designing and supporting UCaaS and CCaaS (including IVRs and contact center workflows) solutions in large enterprise environments

• Solid knowledge of networking concepts related to real-time communications
