Project Manager Job Description

Position Summary

The Project Manager (PM) is responsible for the overall success of midstream construction projects (e.g., compressor stations, processing plants, major pipeline segments) from contract award through closeout. The PM acts as the primary link between the client, SES executive management, and the field construction team, ensuring the project is executed safely, on time, within budget, and to the highest standards of quality and regulatory compliance.

Reporting Structure

• Reports To: VP of Operations
• Directly Supervises: Construction Manager(s), Assistant Project Manager(s), and Site Administrator(s).

Key Roles and Responsibilities

1. Safety and Quality Leadership (Non-Negotiable Priority)

• Safety Culture: Establish and enforce a zero-incident safety culture across the project site, ensuring compliance with all OSHA, client, and company safety programs.
• Risk Management: Proactively identify project-specific safety risks (e.g., SIMOPS, high-pressure line work, critical lifts) and implement mitigation plans in collaboration with the Site Safety Manager.
• Quality Assurance: Ensure the Quality Control (QC) program is fully implemented, adhering to project specifications, industry codes (API, ASME), and client requirements.

2. Planning, Scheduling, and Strategy

• Pre-Construction: Lead project planning, including defining scope, objectives, and resource requirements (personnel, equipment, materials). Actively support the Estimating Department during the bid, pre-award phase by reviewing and validating construction methodologies, schedules, and cost assumptions to ensure competitive and executable bids.
• Scheduling: Develop and maintain the Master Project Schedule (typically Level 3 or 4), linking all engineering, procurement, construction, and commissioning milestones.
• Coordination: Manage the interface between engineering deliverables (IFC drawings, specifications), procurement timelines, and field execution sequencing to eliminate delays and ensure readiness (supporting the 30'/30' initiative).
• RFIs and Change Management: Serve as the final approver for all outbound Requests for Information (RFIs) and manage the official Change Order process, ensuring timely submission and client approval.

3. Financial and Contract Management

• Budget Ownership: Full ownership of the project budget (Cost at Completion - CAC). Manage project expenditures, forecast final costs, and analyze budget variances.
• Client Billing: Oversee monthly progress reports, accurate quantity verification, and timely submission of Applications for Payment (AFPs).
• Subcontractor Management: Select, negotiate contracts, and manage the performance of all project subcontractors and vendors.
• Cost Controls: Implement and manage robust project control systems (e.g., Procore, ERP integration) to track, forecast, and report project performance in real-time.

4. Communication and Stakeholder Relations

• Client Relations: Maintain professional and transparent communication with the client representative, acting as the single point of contact for all contractual matters.
• Reporting: Conduct regular internal and external progress meetings (weekly and monthly) with detailed reports covering safety metrics, schedule status, financial performance, and critical path issues.
• Escalation: Timely escalate critical contractual, financial, or engineering barriers to SES executive leadership for resolution.

Required Skills and Qualifications

• Education: Bachelor’s Degree in Construction Management, Engineering, or a related field required.
• Experience: Minimum of 8 years of progressive experience in managing large-scale, complex construction projects, with at least 5 years specifically in the midstream oil and gas sector.
• Certifications: Project Management Professional (PMP) or equivalent certification is highly desirable.
• Technical Proficiency: Expert knowledge of construction contracting (EPC, Lump Sum, T&M), scheduling software (Primavera P6 or similar), and project management systems (Procore, e-Builder).
• Attributes: Exceptional leadership, negotiation, communication, and conflict-resolution skills. Proven ability to lead cross-functional teams under pressure.

The SES Project Manager is the ultimate accountability holder for the project, responsible for turning strategy into profitable and safe execution.

• Oversee RFI and Submittal Review Process
  
• Manage the Change Order Process with Owner and Subcontractors
  
• Manage input and delivery of work products from internal team members to ensure that new data center spaces comply with the project requirements, customer requirements, all engineering standards, applicable codes, and specifications.
  
• Understand project budget/estimate and budget set-up
  
• Develop and understand trade contractor and supplier contract scopes, with a constant focus on procurement and lead-time of materials to maintain schedule
  
• Develop, document, and drive lessons learned, process improvements, cost, and schedule savings initiatives throughout the project lifecycle.
  
• Work closely with the proposal team to coordinate design criteria with budgetary issues and ongoing maintenance and operation of existing facilities.
  
• Awareness of the importance of mission-critical facility operation

The Role We Want You For

As a Project Manager with SEI, you will be based on the construction project site. In this role you will be responsible for project staff to lead the project in overall project execution, quality, safety, and schedule of various scopes. These scopes may include structural, mechanical, electrical, and other trades related to building and process systems on highly complex projects nationwide., These responsibilities will cover the full life cycle of the project including planning, construction, start up, testing, commissioning, and turnover. All these functions will have a specific focus relative to self-perform execution of respective scopes of work.

The Specifics of the Role

• Establish and execute the budget, timeline, quality control plan, and overall project execution plan.
• Coordinate with Project Superintendent in development of a project site logistics plan.
• Manage the project permit procedure.
• Oversee the preparation of installation for self-perform, and subcontracted scopes.
• Contract management for installation subcontractors.
• Manage the subcontractor buyout process.
• Review PO’s & Negotiate Terms.
• Communicate project expectations to the field operations team.
• Assist Superintendent in the management of self-perform, and subcontracted scopes.
• Maintain understanding of the Clayco/Owner contract.
• Enforces the requirements of the owner agreement at the jobsite.
• Oversee the submittal, change order, and pay request process.
• Participate with project team and preconstruction services in development of a Project Code of Accounts.
• Oversee project cost control and cost reporting including general conditions, equipment, materials, and installation.
• Assist in generation of project costs and Job Cost Report.
• Contribute to the analyzing and forecast of quarterly Total Cost Projection reports.
• Setup progress/productivity tracking systems and review updates from the team regularly. Provide feedback and direction based on trends and data analytics.
• Coordinate personnel and resources, including the supervision of project jobsite staff.

• Initiate jobsite mobilization including temporary facilities, site personnel, and processes.

Requirements

• Bachelor’s Degree in Construction Management, Engineering, Architecture or related degree preferred.
• 6-10 years of experience managing construction projects ($25+ million) ideally design-build.
• Strong project safety record and commitment to safety and quality.
• Strong understanding of productivity tracking and industry standard production rates.
• Previous experience with set-up, budget planning, buyout, and cost reporting.
• Demonstrated knowledge of construction principles, practices, and technology.
• Previous experience leading a successful project management team.
• Creative and results-oriented with a sense of urgency.
• Ability to walk the job site, climb ladders, and multi floor scaffolding.
• Ability to lift objects at least 50lbs.

Position Overview:

This position is responsible for working with the Estimating Group to provide complete proposal packages for client turnover. The individual filling this role will be responsible for estimating projects the size and scope of up to $25M, depending on the complexity of the project and the amount of self-performance work.

Job Duties:

• Estimate projects the size and scope of up to $25MM, depending on the complexity of the project and the amount of self-performance work.
• Attend pre-bid meetings.
• Read and understand all bid documents. These are to include all drawings, scope of work, contract documents and project specific specifications.
• Draft pre-estimate checklist & opportunity matrix based on information from the bid documents and pre-bid meeting. Ability to quickly establish ROM pricing for further evaluation of opportunities.
• Set up bid review meetings.
• Review Request for Information (RFIs) to address questions throughout the bid process.
• Perform quantity take-offs and review junior estimator takeoffs and, if necessary, enter into estimating software.
• Assign labor, equipment, materials, and subcontractors to the task quantities.
• Support Junior Estimator in work with subcontractors and vendors for pricing. Expectation of three estimates per trade or material.
• Understand project requirements and assign indirect costs.
• Capacity to break projects down to a granular level to establish the work breakdown structure that can be directly transferred to the project reporting/coding structure.
• Generate cashflow table and project risk analysis reports and associated contingency evaluation.
• Generate all submittals called for in the RFQ.
• Compile all exceptions & clarifications.
• Generate project schedule and resource loading reports.
• Lead bid review meetings and provide information, as necessary.
• If awarded, compile all bid information, and disseminate it into appropriate project folder files. Lead project turnover meetings, work with operations throughout the pre-con phase.
• Apply pragmatic analysis of overall project execution process to ensure estimate reflects the efficient execution of the project.

Skills/Qualifications:

• Minimum of 8 years’ experience in electrical construction estimating
• Must be 18 years of age or older.
• Must be 21 years of age or older to operate a company vehicle & have a Driver’s license with a clean driving record.

OR

• Bachelor’s degree in construction management / engineering or other relevant discipline with 5 years' experience in Industrial Construction
• Scheduling experience with MSP or P6.
• Excellent communication skills – both verbal and written

Preferred Skills:
